New rules put Mayo upgrade plan in ICU

The sword of Damocles continues to hang over the 40 seats of Indira Gandhi Government Medical College and Hospital (IGGMCH). The reason:
Nagpur Improvement Trust (NIT) is finding it difficult to execute the upgradation project as per the new memorandum of understanding (MoU) sent by Medical Education and Drugs Department (MEDD). The patients too will continue to suffer inadequate facilities and lack of space.

A NIT Trustee, preferring anonymity, said that as per the earlier agreement NIT was to be given 6% of the project cost which came to Rs 30 crore. However, MEDD has decided to provide a fixed amount only Rs 4 crore to NIT for executing the project. This is just 0.8% of the project cost — Rs 500 crore. On the other hand in any JNNURM project the project management consultant (PMC) gets 5% of the project cost while agency preparing the detailed project report (DPR) gets 3%.

“Apparently the NCP leaders want to scuttle the project. Otherwise why would they impose such conditions,” the Trustee alleged.

Since last 12 years Medical Council of India (MCI) has been granting provisional recognition to 40 out of 100 MBBS seats of IGGMCH. Every time MCI reduces the intake capacity to 60 and then state government persuades the Council to withdraw its directive promising to upgrade the infrastructure.

This time due to strict attitude of MCI state government sanctioned Rs 10 crore for upgrading Mayo’s infrastructure on temporary basis. The work is being executed by public works department (PWD). However, as a long term solution NIT has been asked to get the college and hospital rebuilt.

Ram Jhula' delayed by 6 mths

The people of Nagpur will have to wait at least six months more for the iconic Rs 60-crore cable-stayed railway overbridge (ROB) near Santra
Market, dubbed Ram Jhula', to be ready. Its opening deadline has been extended by another six months. Until then, traffic near the railway station and Santra Market is not expected to get better.

In May last year, then minister for public works department (special projects) Anil Deshmukh had announced that at least three lanes of the six-lane Ram Jhula' will be open for traffic by July 2009. However, top officials of Maharashtra State Road Development Corporation (MSRDC), the agency building the project, on Tuesday said it was not expected to happen before January 2010.

Officials, who did not wish to be quoted, informed that the pylon head and cable-stayed designs submitted by the contractor Afcons Infrastructures Limited were still under scrutiny of the railways. Earlier, clearance was expected last week but now they said it would come only next week. Officials still denied that work was going on at a snail's pace.

"Even after we get clearances, it would take another 6-8 months to complete the three lanes. Some 40% of the work has been completed now, we have asked Afcons to complete the three lanes by December-end. We will try our level best to open it by January next year. Completing another three lanes will take two more years," a top MSRDC official told TOI.

In May last year, there was a spat between MSRDC and the Central Railway over delay in clearing cable and pile designs. Now, the officials deny any differences between them and railway officials. "All is going well. Preliminary testings have found the cable designs to be all right," he added.

"Due to operational railway tracks underneath, one has to be very cautious with constructing 55 metre pylon (superstructure) and cable-laying," officials said. They said the 600-metre-long bridge with a 200-metre cable-stayed portion will be the first in the country to be built in a congested place like railway station. Similar bridges have been constructed in Bangalore and Patna, but these are small and do not go over live and electrified railway tracks.

Temperature rises again in Vidarbha, Akola hottest

Nagpur (PTI): After two days of moderate temperature in most cities in Vidarbha region, the mercury rose on Tuesday as entire region was reeling under heat wave conditions.

Akola in west Vidarbha was the hottest city with 45.8 degrees celsius (114.44 F) while Nagpur registered 45.6 degrees celsius (114.08 F)temperature.

Temperature of other cities recorded today are as follows. Wardha 43.5 (110.3), Yavatmal (109.76), Amravati 43.5 (110.3), Buldana 42.4 (108.32), Bramhapuri 44.9 (112.82), Washim 42.8 (109.04).

HC refers back death sentence case to lower court

The Nagpur bench of Bombay high court on Tuesday referred back a petition of death sentence to the lower court citing that the "convict
failed to get enough chances to prove his credentials." Shatrughan Nimbalkar was accused of kidnapping and killing a two-year-old boy in Khamgaon.

A division bench comprising justices A P Lavande and P B Varale directed the Khamgaon sessions court to decide the case before August 30.

The case pertained to Shubham, son of Shrikrishna Fundkar, a relative of leader of opposition in the Maharashtra Legislative Council Pandurang Fundkar. The child was found brutally murdered under mysterious circumstances on August 28, 2004. A court of additional sessions judge A Z Telgote pronounced capital punishment to Nimbalkar on May 12 last year. Looking into seriousness of the case, the government had even appointed renowned lawyer Ujjwal Nikam as special public prosecutor.

Shubham's killing was earlier believed to be a result of witchcraft as coconut and some other material related to worship was found near the body, but later on it came to light that the murder took place for ransom.

After the Khamgaon sessions court's verdict, the case came before the Nagpur bench for confirmation of death sentence. The bench, while referring back the case, cited three discrepancies in the lower court's ruling.

The high court bench observed that accused Nimbalkar's statement and documents as well as witnesses testimony based on Code of Ciminal Procedure (CrPC) were not taken into account while giving a ruling. Moreover, out of 14 witnesses, the accused was allowed to cross check only one. Additionally, the death penalty was not based on earlier charges of kidnapping under Indian Penal Code (IPC) which is mandatory as per CrPC.

The bench also observed that the accused had full rights to cross check witnesses and examines proofs, but he was not allowed to do so.

Hoteliers fume at fire safety law

Nagpur Residential Hotels Association (NRHA) has approached the urban development department seeking clarification on implementation of
Maharashtra Fire Prevention and Life Safety Measures Act, 2006 as it applies to high-rise buildings, especially those having hotels and restaurants.

On December 6, 2008, the state government notified the new act and empowered the chief fire officer to seal any building or establishment for not following fire safety norms. With this, the fire and emergency services department of Nagpur Municipal Corporation has issued notices to hotels on Central Avenue to made changes in their establishments or be ready to face action like disconnecting power and water and also sealing the building. The act also empowers the CFO to ask the police to initiate action against building owners if they failed to comply with the norms. He or she could also undergo rigorous imprisonment up to three years.

In the notice, the fire department has instructed the hoteliers to construct an underground 1.5 lakh litre capacity water tank with one diesel and one electric pump of capacity 2,280 litres per minute (LPM) and one electric pump of capacity 180 litres per minute (LPM), a terrace tank of capacity 20,000 litres, emergency staircases of width 1.25 metres covering all floors, fire control room with trained personnel and providing emergency standby electric supply for staircase and lift.

NRHA has pointed out that it would not be possible for old buildings to make all the changes asked for by the fire department. "How could we build such a large underground water tank in buildings constructed in late 1980s. Then, building plans where sanctioned by Nagpur Improvement Trust and NMC as their prevailing regulations," NRHA said. Rules applicable before 1989 did not have any provision for fire fighting or obtaining Fire NOC for a building irrespective of its height, it said.

It was only 1989 that the provision of obtaining temporary NOC from fire department for buildings more than 15 metres high was brought in. Accordingly the Development Control Regulations had prescribed requirements for fire fighting provisions for building above 15 metres. All buildings constructed after December 6, 2008, should now comply with provisions in Maharashtra Fire Prevention and Life Safety Measures Act, 2006.

The NRHA first approached the municipal commissioner Aseem Kumar Gupta and police chief Praveen Dixit, informed the association secretary Balbir Singh Renu. The officials advised them to approach the urban development department.

CFO Chandrashekhar Jadhav said that life safety was biggest priority. "If the hoteliers find it difficult to implement, then they should shut their establishments," he said.

Traders satisfied with Tritiya gold sales

Akshay Tritiya the gold buying festival has left the jewellers content', if not exactly ecstatic. Jewellers all over the country were geared
up for festival on Monday, and a special promotional campaign was undertaken in association with the World Gold Council (WGC).

Though final figures are yet to be compiled a day after the festival, jewellers say that sales were fair. They, however, did not cross the previous Akshay Tritiya level. Gold was more than Rs 3,000 per ten gram cheaper at that time. At present, the prices are ruling around Rs 14,800. Traders are considering it to be a good start for the coming marriage season.

President of All India Gems and Jewellery Federation Ashok Minawala said preliminary reports indicated the sales were around 75% of the previous year's sales. At some counters they matched the earlier levels. "This is not discouraging at all in the present economic scenario. It would have been bad if the sales were half the previous year's level," he said.

Back at Nagpur, secretary of Nagpur Sarafa Association, Rajkumar Gupta said the sale were around 30% less than the last year's and certainly much more than a regular day. The high rates are probably deterring consumers for making fresh purchases. Costly gold has also led many to recycle their old ornaments into new ones.

Nitin Khandelwal of Akola-based Khandelwal Jewellers continued to be among doubters. He said good sales could only be expected if the prices fall below Rs 14,000. His firm had a good Akshay Tritiya, selling about 3 kg gold which is actually 25% higher than the previous year's, he said. Pradip Kothari of M/s Karan Kothari who also said value-wise the sales had gone up compared to the last year but in terms of weight, they were less.

Mayor assures regular water supply till June 15

Despite the fact that many localities in east and north Nagpur are facing water shortage while a few in South Nagpur are receiving water on
alternate days, mayor Maya Iwnate and NMC water supply committee chairman Pravin Datke assured equal distribution of water supply atleast for a hour till June 15 across the city.

Iwnate said, "NMC water works department currently supplies 530 MLD (million litres per day) water in city as against the requirement of 540 MLD. We are trying to improve on that, and, with the help of state government's irrigation department, NMC will start supply at least 537 MLD water in the next few days across the city."

The water supplied right now is sufficient. However, people should avoid using potable water for other purposes like gardening, construction, washing clothes etc," she added. Iwnate further ruled out any possibility of alternate day water supply for meeting the demand and supply gap.

Water supply committee chairman Pravin Datke said, "The city draws its water mainly from Gorewada dam and Kanhan river. In normal circumstances, certain parts in North, East and South Nagpur do not receive adequate supply because of constraints in distribution network." According to records, the water works department has supplied 531 MLD water to city mainly from Pench, Gorewada dam and Kanhan river on Monday. Pench-I project supplied 137 MLD water, Pench-II around 138 MLD while Pench-III supplied 115 MLD water. Besides, 125 MLD comes from Kanhan pumping station and remaining 16 MLD from old Gorewada pumping station.

The new localities (572 and 1900 layouts) and slums areas that were facing severe water crisis these days will be supplied water through tankers. Water works department has increased the number of tankers from 152 to 167 which are now making 1,414 trips (earlier 1226 trips) every day.

The water shortage zones like Nehru Nagar, Lakadganj, Asi Nagar, Mangalwari, Hanuman Nagar and Dharampeth were given more supply.

Executive engineer Shashikant Hastak said, "Recently, WWD has started supplying water in over 565 unauthorised layouts (from 1900 and 567 lay outs) where Nagpur Improvement Trust has laid its water distribution network, giving benefits to over 50,000 plot owners. The recently laid water distribution network is supplying water to many localities like Dabha, Wadi, Durganagar, Raghuji Nagar, Jaitala giving relief to over 34,000 plot owners," he added.

The state government agency GSDA has been appointed for repair and maintenance of bore wells. The agency will soon make borewell water available for drinking and other purposes, he added.

In a bid to cope with water shortage, NMC Water Works Department has planned a time-bound programme, including setting up Central monitoring system (CMS) at all pumping stations and 43 overhead water tanks, which will enable the corporation to ascertain the exact quantity of water supplied to localities and how much the residents get from water tanks. Also on the cards are computerisation and preparation of software for maintaining all details of water distribution network in the city. The CMS will start functioning from May 2, executive engineer Shashikant Hastak said.

A global positioning system (GPS) set will be installed on all 167 tankers that are supplying water in several localities. The GPS system will be directly connected with CMS. Both systems will help NMC officials monitor the water supply received from Gorewada and Kanhan pumping station, and water supply distribution network in city.

UoP appoints 150 panels, still has some way to go

The University of Pune (UoP) has so far assigned nearly 150 selection committees for finalising the names of full-time principals at various
affiliated colleges across its jurisdiction of Pune, Nashik and Ahmednagar.

Yet, the university has some way to go to ensure that all the affiliated colleges have full-time principals by the May 31 deadline set by the Nagpur bench of the Bombay High Court. More than 260 of the over 500 affiliated colleges had no full-time principals when the court passed an order on December 3, 2008, laying a time-bound programme for filling these posts.

The absence of full-time principals is seen as one of the key factors behind the falling standards of education in colleges. The principal is the sole drawing and disbursing' authority with control over funds and grants available to an institution from difference sources. The principal's presence ensures effective control over the day-to-day functioning of an institution.

The university had been after the affiliated colleges to adhere to the norm of having a full-time appointee instead of officiating principals, who have several limitations in terms of smooth functioning of colleges. However, the managements demonstrated little intent to follow the varsity directives till the time when the high court order changed it all.

"The appointment process has gained momentum over the last one month," UoP's director of board of college and university development Pandit Vidyasagar told TOI on Tuesday. "So far, we have assigned nearly 150 selection committees for as many colleges."

According to Vidyasagar, the university will submit a detailed status report on the issue to the state government at the end of the court's deadline. "It will be up to the government to apprise the court about the situation that would emerge then."

The high court order makes it clear that the colleges which fail to appoint full-time principals by May 31 will be barred from effecting admissions to the first-year of the academic courses offered by them for 2009-10.

Adani coal mining may hurt Maharashtra tiger reserve

ET reported that the Bombay High Court has issued a notice to Adani Group for mining coal in 1,750 hectares at Lohara village in Chandrapur district closely located to buffer zone of Tadoba Andhari Tiger Reserve.

Adani had been allotted coal blocks there for its Tiroda power plant.

As per report a division bench of Bombay High Court in Nagpur comprising of Justice Dilip Sinha and Justice Ashok Bhangale decided to treat a letter it received from an environmental group as public interest litigation and directed the authorities to submit actual position.

The consul for petitioner Neeraj Khandewale contended that the 1,750 hectares situated at Lohara village, allotted for mining to Adani Group, was posing danger to the Tiger Reserve as the area has been declared as "critical tiger habitat" by the concerned authorities. Tiger population is already dwindling and the mining project will further restrict free movement of wild animals in the tiger corridor across Maharashtra and Andhra Pradesh, the petition alleged.

The mining activities will not only pose threat to the tiger population but also to the flora and fauna and would adversely affect free movement of wild animals in the area. The High Court bench was informed that Chandrapur district was already facing air pollution from cement factories and thermal power plants.

The seniors, who are all set to face the 'big bad commercial world', left their juniors surprised when they finally took to the dance floor with gay abundance, after doing a lot of nakhras initially. Of course, popular Bollywood tracks added to their energy and zest.

For many, wearing a saree was the USP of the evening. When we caught up with final year Electrical student Snehal Upare, she said, "I have worn a saree for the second time in my life today. But, many of my friends have worn it for the first time. Hum log saree mein bahut bade lag rahe hain. But it’s fun!” When asked about the one thing that really enamoured her at the party, she said, “The dance performance by the juniors was quite cool. I loved every moment of that!”

When we spoke to third year Computer Science student Chetna Dixit, we learnt how the juniors made the party memorable for their seniors. "We presented colourful calendars to our seniors in which their birth dates were prominently marked and they flipped for them." She breezily added, "The party turned into a rocking one because of the sudden rains that lashed the venue for a while. We danced a lot in the rain where the DJ played some rocking music."

Home buying hits slow lane

The economic slowdown has also slowed down property buying in the city. The number of properties registered during the financial year
2008-09, have come down by a little over 7% as compared to the previous year. According to the figures provided from the property registrar’s office, documents related to 57,527 properties were registered during the financial year 2008-09 while in the previous year the figure stood at 62,105 properties.

Year 2007-08 had seen a rise of about 1% in the number of documents registered as compared to 2006-07. Considering the fact that slowdown occurred mostly during the last two quarters of the financial year, it is pretty steep. However, the stamp duty collection recorded an increase in 2008-09.

The number of documents registered give an indication of the realty sales during the period. The state government levies stamp duty on the documents registered. In 2008-09, the stamp duty mop along with the registration fee stood at Rs 251 crore, compared to Rs 211 crore in the year before.

Realtors say this is because of the higher rates of properties and also because of the tendency to disclose higher purchase value in documents so as to avail bigger home loan. Slowdown has hit cash purchases by big ticket buyers but middle class purchases continued through bank finance though at a slower pace, say builders.

The ready reckoner, which provides a minimum benchmark rate for registering properties did not change during January 2009, The rates are revised every calendar year. This indicates that it is either the value or the higher amount shown in documents which has led to a higher stamp duty, say sources. In normal course, the change of rates is also a contributing factor in the rise in duty collection.

“The rates were in full boom from April 2008 to September, following which the demand was hit as slowdown spread. It is possible that the higher rates in the first half are reflected in the duty collection, which would have stabilised later. The prices have almost remained stagnant since October. Moreover, in order to get a higher loan, buyers have been registering properties at rates higher than the ready-reckoner, while cash buying has gone down,” said Tejindersingh Renu, a builder and secretary of Nagpur Chamber of Commerce Limited.

Tibetans in exile say ‘Thank You, India’

Thujke Che India! Hundreds of Tibetans gathered in Nagpur are saying these words. They simply mean ‘Thank You India.’ Commemorating 50 years
of their exile, the Tibetan community (around 240 families) settled in a refugee camp at Pratapgadh, tehsil Arjuni Morgaon, in the neighbouring Gondia district organised various programmes in the city.

As a part of nation-wide celebrations, the community here decided to hold this special thanksgiving festival to show their gratitude to Indians for giving them shelter since the Chinese occupied their country in 1959. During the three-day long programmes they organised exhibition showcasing handicrafts and cultural programmes with songs and folk dances. The event commenced on April 24 and concluded on Sunday. Similar programmes will be organised in Gondia and Bhandara in May.

Palden Lhundup, secretary of Central Tibetan Administration (CTA) said, “We want to thank the Indian government and the people for giving us shelter over the last 50 years. We also want to tell them that their support has not gone waste. Over theses five decades we have preserved our culture and identity while making steady progress in the field of education and health science.” Tibetans, especially women, still wore their traditional costumes and children were also keen on preserving their rich and traditional cultures, he said.

Barring voting rights, Tibetans enjoy all facilities given to Indian citizens including being considered for government jobs. However, they can not apply for a top post like collector.

Tenzin Phendey, secretary of Multipurpose Tibetan Cooperative Society, said the government had set up a CBSE affiliated school, a primary health centre and also provided agricultural land where they produced rice. “Besides, we also weave carpets, manufacture incense (without stick), sell ayurvedic medicines and during winter season sell winterwear,” he added.

Lhundup said the community was definitely getting restless over present situation in Tibet. “However, we haven’t lost hope. Compared to India’s struggle for freedom, our struggle is still young,” he said and added, “His Holiness the Dalai Lama sends his message that we should not lose hope, we won’t.”

Many among the present day Tibetans have never seen Tibet. Says Phendey: “Though I was born and brought up here in Gondia district, still my passion to see my homeland is no less than those who actually escaped from Tibet five decades back.”

Hope to fulfil promises to investors, Agrawal to cops

The glow on the face of controversial realtor Pramod Agrawal, who surrendered before the crime branch on Friday morning, was no more
visible on the first day of his remand to the crime branch. His occasional smile had worry rather than the quiet confidence he earlier exuded.

Agrawal, however, told cops that he was still trudging along with the aim of fulfiling the promises he had made to investors at Kalamna Market Urban Credit Co-operative Society and Mahadeo Land Developers.

Agrawal, seated in the chamber of investigating officer S S Kudre of economic offences wing, said that he had no qualms about the ordinary ‘dal chawal’ that was being served to him. His oft-repeated line that the “Income Tax department is to be blamed for the present situation” was still there on his lips. But it seemed that his wife’s ill-health was tormenting him.

Kudre said that “In a day’s time, we have managed to come across some crucial documents that suggested that Agrawal had purchased 22 plots near Nagpur on behalf of Yuva Chaitanya Urban Credit Co-operative Society Limited. We are not sure but the price of these lands might be around Rs 200 crore,” said Kudre.

10 personnel, including two sub-inspectors, have been assigned a special job. While one police officer will check bank documents, another will scrutinise property papers. Police squads smaller in number have also been formed to ascertain facts about the property owned by Agrawal in different regions. Cops claimed that Agrawal was co-operating with the investigators.

Kudre said, “We have written to all the sub-registrars, alerting them about the ongoing probe. They have been asked not to deal in any of the disputed properties. Around 15 bank accounts have also been sealed by the investigating agency,” he said. Agrawal’s two more bank accounts in Kalamna Urban Credit Co-operative Bank have been sealed.

Kudre said that police personnel will soon visit the Income Tax department to conduct further investigations.

Nagpur University’s lethargic administration has finally woken up from deep slumber after TOI exposed its double standards in postponing
the Bachelor of Journalism (BJ) examination.

An official of examination department said the university has decided to withhold the results of first semester of MA in mass communication and also to not release timetable of the second semester examination that was supposed to be conducted in the next couple of months.

The university acted after TOI exposed its double standards in its April 23 edition, revealing that on the one hand it deferred the Bachelor of Journalism (BJ) examination as colleges failed to fulfil UGC norms while on the other hand it conducted the examination of newly introduced MA in Mass Communication course that comes under the same faculty in March.

University’s controller of examination (CoE) was not available for comments, but an official confirmed that the results of 30 students who appeared in MA Mass communication examination in March are ready but will not be released till further orders, fearing a fresh controversy.

Directives were framed for BJ and MA courses during a meeting of ad-hoc board of studies in mass communication held on March 12-14, 2007 and April 9-10 last year for implementation from the 2008-09 academic session. A copy of the VC’s directives in possession of TOI stated that these were issued with a view to develop professional skills and competency among students. These directions are issued by vice-chancellor S N Pathan in exercise of powers vested in him under section 14(8) of the Maharashtra Universities Act, 1994.

Moreover, the directions for both the courses mentioned that there will be at least three full-time teachers appointed as per existing qualifications and recruitment conditions, laid down by the University Grants Commission (UGC).

However, the university stalled the BJ examination for absence of regular teachers putting over 150 students in a quandary. But the university conducted MA examination along with practicals without a hitch and without a regular teacher.

From a trickle to no water, it gets worse

First the irregular water supply, then water reduced to a trickle and then water tankers — people from some parts of the city have been

sweating it out to collect every drop of water this summer.


People are using what ever available means and containers to collect water. Rakesh Boskar, resident of Rameshwari reached NMC’s Wanjari Nagar water tank on a two-wheeler with drums to fetch water; Keshav Somkuwar from Jogi Nagar slums came in an autorickshaw with drums and pots while Samadhan Meshram hired a private five-wheeler and brought six drums to fetch water.


On Friday, it got worse for residents of Hanuman Nagar zone. Thousands of citizens were put to a lot of inconvenience as the drivers of tankers supplying water proceeded on a ‘flash strike’.

Almost 18 tanker drivers supplying water to various localities of Hanuman Nagar zone resorted to daylong strike following alleged manhandling of tanker driver Pramod Mankar by corporator from Chandramani Nagar Kishor Gajbhiye.

BJP corporator Rupesh Meshram and former deputy mayor and senior BJP leader Majid Shola reached Dharampeth Water Works Department (WWD) headquarters to register their protest over the water shortage problems encountered by Nandanvan and Hasanbagh slums since past eight days. Meshram, Shola and their supporters reached the office of executive engineer Shashikant Hastak to blacken his face, sources said. Hastak, however, managed to escape the office, sources said.


“There is tremendous discontent among residents of north, east and south Nagpur facing water scarcity. Water supply to these areas is very irregular,” sources said.

Most of the wards in Hanuman Nagar zone were supplied water through tankers, especially in slums and remote areas as there is no water distribution network. Over 50,000 residents from Hanuman Nagar zone did not receive a single drop of water due to the flash strike, alleged Rameshwari corporator Sharad Bante while speaking to TOI.

A senior WWD official said, “Almost 152 water tankers were pressed into service for supplying water in slums and remote areas in the entire city. 18 tankers make 130 trips from Wanjari Nagar overhead water tank to supply water in Hanuman Nagar zone. Due to the drivers’ strike, water was not supplied and citizens were put to a big inconvenience.” We discussed the matter with the tanker operators and water supply will resume from Saturday morning as usual, he added.

Corporator from Rajendra Nagar (Nandanvan) Rupesh Meshram alleged, “Slum dwellers of Nandanvan and Hasanbagh and from other localities have not received a single drop of water for the past 8 days, neither by taps nor by tankers.”

Lamenting upon deteriorating network, senior citizen Ruplal Pohane said, “10 years ago, we had regular water and power supply. Now, we don’t have power supply for four and half hours every day and receive water on alternate days.”

Jaripatka corporator Ved Arya blamed the ruling coalition for the situation. He claimed that the problem started since April 7, 2007 due to mismanagement on part of officials and ruling party leaders. “I fail to understand that when we had regular water supply two years back, suddenly the entire network has failed leading to a catastrophe like situation. If there is water scarcity, then why does West Nagpur receive water daily while only East, North and parts of South Nagpur get alternate day water supply?”

Entertainment duty collection up by 20%

The film industry may be reeling under the economic slowdown in the country, but the entertainment duty department of Nagpur district
collectorate has a different story to tell. As compared to the previous fiscal, the department has collected nearly one-fifth more revenue from different sources in the recently concluded financial year.

Interestingly, even the target revenue set by the state administration to be collected from the Nagpur district also went up by exactly 20% from year 2007-08 to 2008-09. Thus, the entertainment duty department collected Rs 8.77 crore against the target of Rs 8 crore in 2007-08. In 2008-09, the amount collected was Rs 10.51 crore against the target of Rs 9.6 crore.

In fact, it is an achievement of sorts that the collections of the department this year for the district alone is nearly 72.5% of the entire target set for all the six districts of Nagpur division. This division was given a target of Rs 14.50 crore. This was achieved despite 50% of the 10 posts of entertainment duty inspectors remaining vacant almost throughout 2008!

A general break-up of all entertainment duty shows that the biggest rise in collection took place in the taxes coming in from tickets sold at multiplexes and cinema halls in the city, and taxes collected from cable operators and service providers. These are the two chief sources of entertainment duty in any district.

Taxes from the sale of cinema tickets rose from Rs 3.95 crore in 2007-08 to Rs 5.88 crore in 2008-09, an increase of almost 50%. As for taxes paid by cable operators, they have increased from Rs 3.89 crore in 2007-08 to Rs 4.30 crore, which is slightly more than one-tenth.

On the other hand, due to closure of a game parlour and less number of public programmes taking place in the city, the collection under these two heads has gone down significantly. The collection from video parlours has also gone down as people seemed to be losing interest in them. Amusement and water parks have also met with the same fate.

10 English-medium NMC schools soon

The education department of Nagpur Municipal Corporation (NMC) has decided to start at least 10 English-medium schools, in a bid to face the
competition posed by private schools.

As CBSE-affiliated and other English-medium schools proliferate in all corners of the city, parents — even from slums and below the poverty line — prefer to send their children to these schools, irrespective of their financial condition or the distance the children have to cover daily.

Deputy municipal commissioner R Z Siddiqui said, “From the next academic session, a higher-English-medium school based on the State education board syllabus will be started in each zone. The schools will provide education from KG-I to Std X as per the state government rules. We plan to appoint specialist teachers from English-medium backgrounds on contract basis to run these schools.”

Alongwith free education in English medium, students in these English-medium schools will also be provided free school uniforms, shoes, belt, raincoat, school-bag, free books, and a full meal on two days full meal and Khichdi breakfast for five days every week, he added.

Siddiqui said, “NMC education department has adopted this programme to compete with elite schools, by adopting new methods. It will employ the best faculty, to provide the children the best possible teachers.”

“We are not overlooking the significance of higher standard schools like those with CBSE and ICSE patterns. We are starting state board English-medium schools this academic session, if we receive proper response from students and parents then we may offer CBSE pattern syllabus too to NMC students,” he added.

Meanwhile, NMC has started a massive campaign to register more admissions in its schools for the next academic session. Its advertisements list 21 special reasons why parents should prefer NMC schools for their ward’s education. “Along with free education, meals, uniforms, books and other stationary, NMC schools impart training in foreign language and MSCIT computer education. They also offer Janshree insurance scheme for students and health check-up camps at regular intervals,” Siddiqui added.

Varsity HoD cocks a snook at rules

After almost two months, a sleepy Nagpur University administration woke up on Friday to realise that the head of department (HoD) of
Pali/Prakrit was continuing to work despite his retirement orders being issued on February 28.

The shocking fact came to light when a departmental enquiry panel went to the Pali/Prakrit department located at the university’s main library at Ramdaspeth only to find LG Meshram occupying the HoD’s chair.

Not only was Meshram drawing salary for nearly two months, he is also believed to be involved in all financial transactions — since the last 55 days — without the knowledge of the university administration.

The university had informed Meshram a year ago about his retirement and handed over his charge to HoD of Ambedkar Thoughts, Pradeep Aglave. However, when Aglave went to take charge, Meshram allegedly abused and accused him of being “ineligible to hold the post” and that “vice chancellor Pathan had assured him of an extension”.

Virus Hits Computer Network of District Election Center in Nagpur

In the Nagpur district collectorate (Maharashtra, India), the computer network at its election center found infected with a virus on April 13, 2009. It is said that the malicious code proliferated from special randomization software that was uploaded from Mumbai.

Consequently, it became necessary to completely format a minimum of two PCs while a large amount of data including some very important pieces got deleted.

According to the reports, it was planned that the software would be utilized for the allocation of polling booths randomly to election officers as well as for allocating vote casting machines. This was decided to prevent anyone from knowing beforehand about the officer or machine that would be posted on any booth so that possibilities of manipulation could be reduced.

However, following the uploading of the software from Mumbai, some computer users in Nagpur started observing malfunctioning on their systems. Soon, technical experts were asked to identify the root of the problem and they detected a virus in the computers.

Moreover, they rigorously sanitized some computers. However, two PCs at the local election center were completely formatted that led to an extensive data loss. It appeared that the virus posed to be a text file that held a number of instructions that their interpreter intended to carry out.

Avinash Katade, Assistant Election Officer of Nagpur, said that the center had already run and made use of the software earlier, but on April 13, 2009, their computers suddenly encountered the virus attack, as reported by The Times of India on April 15, 2009.

According to the reports, about 700 files on Katade's computer alone became infected, leading to the collapse of many functions of the system's OS. Nevertheless, Katade said that since he had already taken steps for precaution, it helped him to control the damage considerably.

Meanwhile, it is reported that hackers are continuously targeting the websites of Indian government. Recently, the private and government computers at the Embassy of India in Washington became targets for a huge Internet network, which was traced to China.

Besides, the government of India also acknowledged that hacking attempts had been occurring at its various embassies.

Wife beats up minister hubby, lover in Mumbai

Besides the ongoing elections, another issue is being discussed with equal fervour in Maharashtra political circles -- a minister allegedly
being beaten up by his wife after she found him in company of another woman.

The incident occurred at the Manora MLA hostel in South Mumbai, according to a source in the hostel.

The minister and his woman guest were in one of the rooms on the first floor of the hostel when his wife barged in.

On seeing her husband with the woman, the wife flew into a rage and beat her up. She didn't spare her husband either.

No official complaint has been lodged. The minister, hailing from Vidarbha, is a new entrant to the Cong-NCP ministry in the state, the source said.

The minister's wife was in Nagpur and was expected to arrive in Mumbai only the next day.

However, the wife got wind of what her husband was up to and took the last flight to Mumbai, the source said.

Muttemwar alleges three MLAs worked against him

Union minister for new and renewable energy Vilas Muttemwar, who is seeking a fourth consecutive term from Nagpur Lok Sabha constituency,
has fired yet another salvo targeting the three sitting Congress MLAs accusing them of hatching a ‘conspiracy’ against him in the elections held on April 16.

As reported in TOI on Tuesday, Muttemwar has already taken up the matter with Maharashtra Pradesh Congress Committee (MPCC) president Manikrao Thakre and apprised Congress president Sonia Gandhi’s political advisor Ahmed Patel about the large-scale indiscipline in the city unit of the party. Now, in another letter issued to 15,000 party workers and supporters, Muttemwar has accused state textile minister Anees Ahmed, minister of state for home Nitin Raut and former minister Satish Chaturvedi of “hatching a conspiracy” to defeat him.

In the two-page letter sent to all party workers, Muttemwar alleged that the three MLAs were out to destroy the very party through which they had acquired pelf, post and enjoyed fruits of public life. Although Nagpur is the RSS headquarters but it had remained the Congress stronghold for decades. “But now these selfish leaders are out to ruin the party,” Muttemwar said in the letter.

“The three MLAs had openly asked voters in their respective areas to vote for BSP nominee instead of Congress candidate,” he alleged. He said that he was writing the letter to expose the traitors in the party. “They have forgotten that whatever they are today, it is due to Congress party and blessings of Sonia Gandhi and dishonesty will only harm the party,” he said.

Recalling the 1999 simultaneous Lok Sabha and state assembly polls, Muttemwar said, “Though we fought together, the three received less votes.”

“Raut became an MLA only in 1999, and in both 1998 and 1999 Lok Sabha polls I got a lead of 45,000 from North-Nagpur assembly segment. Raut has nothing to do with my performance and electoral merit,” Muttemwar wrote.

He dismissed allegations that he had master-minded defeats of Congress candidates in the Nagpur Municipal Corporation elections.

The letter thus makes it clear that the temporary truce worked out by chief minister Ashok Chavan at the initiative of Rajya Sabha member Vijay Darda on March 22 night has now collapsed. Apparently, at a dinner hosted by Darda, the three MLAs, in presence of the CM, had assured to work for Muttemwar’s victory. But apparently Muttemwar believes that they did not keep the word and ‘conspired’ against him.

The low voter turn out of less than 44% was an indication that voters were not mobilised in some areas to come out and vote for Congress. However, Muttemwar has said he is still hopeful of winning the seat. But he made it clear if he wins the trio should not take credit for it.

Nagpur and water Supply

Despite claims by the Nagpur Municipal Corporation’s water works department that 527 MLD water is being supplied to the city (as against a
requirement of 540 MLD), residents of east and north Nagpur are facing severe water shortage. Some localities in south Nagpur too are receiving water on alternate days only, and the little water they receive is often contaminated.

Corporator from these water-starved areas allege that NMC has been giving step-motherly treatment to residents of these localities. “When localities in west Nagpur, central Nagpur and south Nagpur can get regular water supply, why do localities in east Nagpur get water supply only on alternate days?’’ they question.

The city draws water mainly from Gorewada dam and Kanhan river. Certain parts in north, east and south Nagpur do not receive adequate supply because of constraints in the distribution network, a senior water works (WWD) official said.

Shashikant Hastak, executive engineer WWD, said NMC is supplying 527 MLD water from Pench, Gorewada dam and Kanhan river. Pench-I project supplies 135 MLD, Pench-II around 135 MLD while Pench-III, commissioned in 2004, supplies 118 MLD. Besides, 124 MLD comes from the Kanhan pumping station while the remaining 16 MLD comes from old Gorewada dam pumping station.

Hastak said, “We have augmented the city’s water supply recently. However, with the growing number of layouts in east and north Nagpur, it is becoming difficult to set up new distribution channels. We are trying our best.”

Meanwhile, NMC has chalked out a special plan to tackle water problem particularly in the two summer months of May and June. This is important to tide over the grim water situation in all medium and major reservoirs in the region, including Pench and Kanhan, following inadequate rainfall last year.

The civic body has decided to launch a ‘save water campaign’ with some water scarcity relief measures. NMC will also appoint ‘Jal Mitras’ for the purpose. The 80 ‘Jal Mitra’ will help crack down on water (tullu) pumps and illegal water connections, streamline water tanker operations, increase use of well water and limit water supply during the night, Hastak added.

He promised stern action against consumers found pumping water using tullu pumps. Not only will the pumps be seized, but the offender’s water connection will also be disconnected immediately, Hastak warned.

NU's double standards exposed

The controversy surrounding mass communication faculty in Nagpur University is getting murkier by the day. University sources revealed that
on the one hand university had deferred the Bachelor of Journalism (BJ) examination citing colleges’ failure to fulfil UGC norms. On the other hand, it conducted exam of newly-introduced MA in Mass Communication course under the same faculty in March.

As per the direction 4(II) issued for MA in mass communication, the institute running the course should have a teacher student ratio of 1:15 with a limit of total 30 students per semester. This means the college should have four regular lecturers as MA is a four semesters course.

Moreover, direction No 5 (a) mentions that there shall be at least three full-time teachers appointed as per existing qualifications and recruitment conditions laid down by the university/UGC. Both these directions are issued by vice-chancellor S N Pathan under Section 14(8) of the Maharashtra Universities Act, 1994.

The directions for BJ and MA courses were framed during a meeting of ad-hoc board of studies in mass communication held on March 12-14, 2007, and April 9-10, 2008, for implementation from the academic session of 2008-09. A copy of VC’s directions in possession of TOI mentions that they were issued with a view to develop professional skills and competency.

Nonetheless, sources said that when university had no qualms about conducting the MA (mass com) exam without any lecturers, why is it insisting on the same for BJ students.

A similar situation prevails in other courses like engineering, biotech, BBA, BCA. Why the university was singling out mass communication faculty? They are wondering if there was more to it than the university was revealing.

NU forgets conducting BJ practicals

Nagpur University’s apathy towards students’ problems is well-known, and here’s another example. The institution seems to have ‘forgotten’
to conduct practical examinations for the bachelor of journalism course. The university also failed to issue hall tickets to over 200 students of the same course, even when the examination, slated for Wednesday, is just three days away.


Some aggrieved students came to the university premises to meet vice chancellor S N Pathan on Saturday, but as usual he was out of town and therefore they had to return empty-handed. They now plan to take out a morcha on the university on Monday for their I-cards and practical examination issues.


Pro-VC G S Parasher said the hall tickets would be issued to the students on Monday and that the practicals would be held after theory exams. According to the students, ever since the course was changed into bachelor of journalism (BJ) from Bachelor of Mass Communication (BMC), they have been facing the problems. This university had even sent a timetable of BJ examinations starting from April 22 in December and told students that practicals would be held in April first week.

The students told TOI that the university had woken up from its slumber of years and had sent notices in March to all ten colleges conducting BJ course, asking them appoint at least three regular and full-time lecturers as per UGC norms or face action.


The university’s directions came after Nagpur bench of Bombay high court pulled up the government and the university for their failure to appoint full-time principals and lecturers in its affiliated colleges that was severely affecting quality of higher education in the state.

Vidarbha, 54 per cent turn-out

Barring firing by a group of Naxalites at a polling party before commencement of polling in Gadchiroli district, voting for the first phase of Lok Sabha election in Maharashtra was by and large peaceful today with an estimated 54 percent of the 1.92 crore electorate exercising their franchise, under the cover of a thick security blanket, in 13 constituencies in Vidharbha and Marathwada regions of the state.


The firing occurred at Kondawahi village in the district early this morning when the polling party was being escorted to a booth.

No one was injured in the firing and the Ultras fled to the nearby jungle after the security personnel retaliated. In Marathwada, at Babulgaon in Hingoli Lok Sabha constituency Electronic Voting Machines were broken by Shiv Sena workers and four of them were arrested in this connection.

The polling, which commenced at 0700 hrs, ended at 1700 hrs in both the regions, except a few naxal-affected areas in Vidarbha where it ended at 1500 hrs due to security concerns, as per the directives of Election Commission. Even as morderate polling was witnessed in the morning at both the regions, it picked up pace later.

The Marathwada region, where three constituencies went to polls, an average 55 average polling was registered, with Parbhani witnessing the highest turnout at around 57 percent, followed by Hingoli at 55 per cent and Nanded at 52 per cent.

In the Vidarbha region, where polling was held for 10 constiuencies, the Bhandara-Gondia lok sabha seat, where union civil aviation minister Praful Patel is in the fray, had recorded the highest turnout of 51,95 per cent till 1500 hrs, followed by Buldhana with 42.89 per cent, Akola 37.39 per cent, Amravati 39.40 per cent, Yavatmal-Washim 37.02 per cent, Wardha 33.73 per cent and Chandrapur with 36.96 per cent.

The voter turnout in both the regions was, however, apparently lower compared to 56 per cent registered in 2004 general elections.

With the end of the first phase in the state, the political fortunes of bigwigs like Union Minister of State for Renewable Energy Vilas Muttemwar (Nagpur, Congress), Union Minister Civil Aviation minister Praful Patel (Bhandara-Gondia, NCP) and former Union minister of state Mukul Wasnik (Ramtek, Congress) have been sealed in the ballot boxes.

In the Marathwada region, the main candidates include Union minister Suryakanta Patil (NCP-Hingoli), a State Minister Suresh Varpudkar (NCP-Parbhani) and Chief minister Ashok Chavan's brother-in-law Bhaskarrao Patil-Khatgaonkar (INC-Nanded.) Mr Chavan was among the first to cast his vote at Nanded in Marathwada region.

No CBSE affiliation, school wants to shut shop

A school’s claim about its affiliation to the Central Board of Secondary Education has fallen flat. On Saturday, over 500 agitated parents
stormed the MKH Sancheti Public School after the school management all of a sudden announced closure of operations. The reason: the school, managed by Oswal Education Society and headed by Ajay Sancheti since 2004, had failed to get CBSE affiliation. In the process the school’s decision to discontinue operations has jeopardised the future of hundreds of its students. The school conducts classes from nursery to std 7.

Sancheti wanted to open a girls hostel at the land that was taken on meagre lease of Re 1 per month for educational purpose, parents alleged. The irate parents, who wanted to question Sancheti over the issue, waited for over three hours for him to arrive.

Sancheti told the parents that the school was being closed from the next academic session “to give them enough time to admit their wards to another school”. To pacify frayed tempers, Sancheti also assured the parents that the school would not be closed down. But his assurance came with a rider — no guarantee about any possible CBSE affiliation in future. This apart Sancheti also refused the parents’ demand to put his assurance on paper.

Some parents told TOI that the management did not take them into confidence before arriving at a decision to shut the school. Their repeated attempts to contact both Sancheti and school management members went futile.
The parents were told that the issue would be discussed and resolved by holding meetings, but none from the management including Sancheti, attended the four such scheduled meetings. Finally, after continuous pressure from the parents, a meeting with the school management was scheduled for Saturday at 9.30 am.

When parents arrived on Saturday, they were told that the meeting had been rescheduled for Monday. This infuriated the parents and they grilled the lone management member Suraj Chhajed and school manager Sanjay Jain — who surprisingly expressed ignorance about the changed schedule of the meeting.

The Nagpur University


The Nagpur University was established on 4th August, 1923 with six affiliated colleges and 927
students. During 1947, the number of students increased to about 9000 accompanied by the improvement and diversification of curricula and expansion in the range of subjects. The expansion of library and sports facilities occurred during these years for the intellectual and physical well be

ing of the students. It was in 1958 that some new Departments in Arts and Social Science faculties were opened; the major expansion, however, came in 1963 when several science and other teaching Departments were started. The Departments were shifted to spacious buildings in the main campus in 1972-73. In later years, several career oriented courses have been started viz., Business Management, Fine Arts, Mass Communication, Library Science, Physical Education, etc.During seventy-eight years of its existence, the University has progressed satisfactorily and doing well in the midst of constraints of different sorts. This has been possible because of futuristic vision about higher education of the personalities who adored the chair of Vice-Chancellor of this University. Their determination and dedication helped a lot in progress of this University.


Presently University comprises of thirty-Seven Postgraduate Teaching Departments (PGTD), three Constituent Colleges/Institutions (Law college, Laxminarayan Institute of Technology, and College of Education). Four hundred Thirty Nine colleges are affiliated The Department and conducted college/Institution buildings are spread over in 7 campuses with an overall area of 327 acres. Following programs under various faculties are run through the above-mentioned PGTD, Conducted College and Affiliated Colleges.
In addition to these, the research programs in almost all thirty-Seven Departments and three conducted Colleges are propelled through M. Phil., Ph. D. and Post-Doc. University Hobby Workshop conducts regular training programs in the areas of Photography, Painting, Clay modeling, Carpentry, Electronics, etc. The above-cited formal programs are supplemented with following non-formal mode of education to cover local need based education.(i) Training programs in maintenance and isolation of biopesticidal/ biofertilisers culture, effective use of micro-bial technology in aqua-culture farming, through Rajiv Gandhi Vikas Biotechnology Centre, Nagpur University, Nagpur. (ii) Extension activities through Adult and Continuing Education Programs.
In the context of Globalization meager quantitative expansion of avenues of higher education will not suffice to cater to the cause of legitimate expectation of the population. It is qualitative growth along with in-built quality assurance mechanism, which is taken into consideration while preparing this proposal. (i) The concept of e-learning and interconnectivity is initialized to keep pace with the fast development. (ii) Interdisciplinary courses, (iii) rural/backward development programme (at Gadchiroli sub-centre) (iv) Strengthening of library (v) non-teaching training programme (vi) strengthening of all departmental laboratories and infrastructure for improvement in teaching and research.

website to save you from traffic jam ( Sinha said )

A new website now claims to provide up-to-date information about the traffic situation across the national capital and even solutions to all your traffic-related problems.
The website ‘www.Thetrafficpeople.Net’ gives inputs about what is happening in and around the city and guides you to avoid jams and disturbances on the roads.
“We give time-to-time information on traffic situations. People can visit our website and get the latest information on traffic jams, processions or rallies resulting in slow vehicular movement and on any sort of diversion,” website's developer Shailesh Sinha said.
Sinha, an MBA from Nagpur University, has a team of 50 young people who collect information on traffic movement by coordinating with the traffic police or civic agencies and help people locate an easy route for their journey.
“Our reporters also go out on the roads to assess real-time traffic situations,” Sinha said.
The aim of the website is to provide information related to traffic on a regular basis.
“As of now, we work during peak hours, that is am-11.30 am and 5 pm to 9.30 pm,” he said, adding “we plan to increase the timing, if need be”.
The portal also guides people on do's and don'ts to be followed while driving and suggest a number of ways to avoid traffic jams.
“We also give our inputs to various radio channels so that people while listening to them can get the latest information on traffic situations,” he said.
The portal also offers news alert service at a cost of less than Rs 100 per month. “People can subscribe to get information on traffic and vehicular movements,” Sinha said.
People can also write blogs and discuss about penalties, offences, vehicular movements or on any other matter related to traffic on the website.

Maharashtra records 54 percent voter turnout

Mumbai, April 16 (IANS) Maharashtra witnessed 54 percent voter turnout in 13 Lok Sabha constituencies that went to polls in the first phase Thursday, an election commission official said.Voting, which started on a dull note at 7 a.m., failed to pick up even after four hours with the figure at just above 14 percent at noon.
However, brisk polling was witnessed in the post-lunch hours and 39.82 percent voting was recorded till 3 p.m., the official said. The final figure touched 54 percent by 5 p.m. when the polling end.
Barring one Maoist attack, that was foiled in a pre-dawn gunbattle, there were no other major poll-related incidents during the day, he said.
The guerrillas were seen approaching the booth in Kondavahi village at 5 a.m. Thursday, two hours before elections were to begin, but were chased by security forces.
Due to retaliatory fire by the security forces, the rebels dropped their arms and escaped into the jungles. However, polling started normally and proceeded smoothly.
Around 1.81 crore (18.1 million) voters were eligible to vote and 246 candidates were in the fray.
The polls will unravel the fate of three ministers from the ruling Congress-led-United Progressive Alliance - Praful Patil, Suryakanta Patil and Vilas Muttemwar.
The 13 constituencies where polls took place are in eastern Maharashtra’s Vidarbha region.
The constituencies that went to polls are: Akola, Amravati, Buldana, Wardha, Ramtek, Nagpur, Bhandara-Gondia, Gadchiroli-Chimur, Yavatmal-Washim, Chandrapur, Nanded, Parbhani and Hingoli.

Close encounters of the electoral kind

With elections scheduled to be held on Thursday in Vidarbha, this region is expected to see some close electoral encounters.
Leaders and workers from the two major alliances - the Congress-Nationalist Congress Party-Republican Party of India (Athavale) and the Bharatiya Janata Party-Shiv Sena - are sweating it out in the heat and dust. The presence of Mayawati's Bahujan Samaj Party has only raised the temperature in some constituencies.
Vidarbha's mandate is pretty hard to predict save for a couple of constituencies. For the record, state BJP president Nitin Gadkari and his Congress counterpart Manickrao Thackre, are both claiming absolute success for their respective alliances.
In 2004 polls, the combine lost 10 of the region's 11 seats to its saffron rival but things look a little better this time. "The Congress is not cocksure about eight of the 10 seats. It underlines the undercurrents that are involved in most contests," said a senior Congress leader who was recently on the campaign trail in Vidarbha.
Not everyone agrees with the above assessment. "The Congress is in a bad state in Vidarbha," said Yadu Joshi, a senior journalist based in Nagpur. "If it does not do something drastic, that alliance could end up losing in eight seats. Except for Wardha and Nagpur, no constituency looks safe for the Congress-NCP."
Shriniwas Khandewale, a social activist who advocates a separate state of Vidarbha, agreed. "I don't expect 2009 to be greatly different from 2004. The socio-economic state has worsened and this discredits the Congress-NCP," he said, referring to the suicides by a number of impoverished farmers.
The assessments notwithstanding, the BJP-Sena too cannot smile all the way due to various reasons. The most important is the caste factor. "Caste and communal combinations are against us in Akola, Nagpur, and Gadchiroli," said a senior BJP leader, "The contests are expected to be triangular and the third candidate, who is either by BSP or an RPI faction, could play a decisive role for or against us."
In Nagpur, six-time Congress MP Vilas Muttemwar is against the BJP's Banwarilal Purohit. Nagpur has traditionally been a Congress bastion and the only time the BJP won it was in 1995 when, incidentally, it had fielded Purohit. Though Muttemwar has the edge here, there are worries. After the delimitation, Nagpur has lost a major chunk of its Muslim population, who mostly back the Congress.
Moreover, Nagpur has a sizeable Dalit population, which may vote for BSP candidate Manikrao Vaidya or for Dalit scholar and litterateur Yashwant Manohar, who is contesting for RPI.

City voters raring

“Election ke din aap agar vote nahi kar rahe ho to aap so rahe ho.” These lines from a popular advertisement calling people to vote seemed to have gone home in Nagpur.
With the day of reckoning finally upon us, the mood among the people is far from cynical. In fact, they seem upbeat about voting. TOI spoke to some of the voters who can’t wait for the morrow.
Chairman of Institute of Chartered Accountants of India’s (ICAI) Nagpur branch Milind Patel has been voting since 15 years. He will do so now too. He feels voting is must to bring about change. “Though all candidates are good, me and my family now want a change. Development takes place only through change and this time awareness is more among people due to intense media campaigns,” he says.
Padma Gupta, proprietor of a travel agency, thinks everybody must use the right to vote. “I have been voting since last three years. After marriage, though I have shifted to my hubby’s home which is far from my maternal residence, I will still go to exercise my franchise,” she asserts.
Rahul Shinde, an officer with a private bank, says he has been waiting for the D-Day as he feels it is high time to bring about a change. “Our bank has given us a day’s off for casting our vote. I will be moving not only with my family but also take along my friends in the colony,” he says.
An employee with Public Works Department Milind Khamgaonkar, who is on the election duty, maintains that he is a regular voter at every election. “Though, I will be away on poll duty, I will still vote through a postal ballot. I will also ensure that my parents and my family will go and vote,” he says.
