Biotech problem may crop up again

The Nagpur University and private colleges may have managed to find a solution to the biotech issue without bending the rules. But the problem may crop up next year again if the rules are not amended soon, say academicians.

A senior NU official said students would not be able to write dissertation or do project for PG studies under the national level scientists next year as the university ordinance provided for it to be done under a "supervisor" who was an approved teacher. As per the definition of approved teacher, s/he should be approved by the university to teach biotechnology, microbiology, biochemistry, botany, zoology or other life science subjects at post graduate level. S/he should also be approved to teach all these subjects at the UG level with 10 year experience as a full-time teacher. Or, s/he should have taught biotechnology previously at the PG level with at least 60 periods' experience.

NU controller of examination (CoE) Debendranath Mishra stated that scientists of national laboratories are to be allowed as supervisors there has to be a resolution by board of studies (BoS) for science faculty under which biotechnology comes calling for the amendment. Afterwards, the proposed amendment will move to academic council for approval. "If cleared, the proposed changes will be notified," he said.

However, Mishra said that vice-chancellor could make the amendment using his special powers under section 14 (7) of Maharashtra Universities Act. This would later have to be approved by the academic council. The senior official added that even evaluating dissertation/project work of all students in a year as per Maharashtra Universities Act, 1994, will not be possible considering tough rules framed about decade and half back.

The Act provides that any PG dissertation/project must get permission from research recognition committee (RRC). The RRC comprises five members including pro-vice chancellor as chairman along with dean, chairman of board of studies (BoS), head of the department and subject expert of related faculty. A student first submits synopsis along with name of the guide. The RRC checks it to prevent duplication and also whether the guide is approved or not. If the synopsis is cleared, RRC appoints a valuer and informs the student. If rejected, the student is asked to resubmit it with necessary recommendations.
