Pvt cos to provide 40% power in 2012

Maharashtra State Electricity Distribution Company Limited (MSEDCL), which currently buys around 90% power from its sister concern Mahagenco, central sector power plants and RGPPL, which is mainly a PSU owned venture, will meet 40% of its requirement in 2012 through power generated by private companies.

Managing director of MSEDCL Ajoy Mehta told the media on Saturday that the distribution company had signed long term power purchase agreements (PPAs) for 4,600 MW. The company had floated bids for buying another 2,000 MW through medium term power purchase. "Thus in 2012 we will buy 6,600 MW from private companies," he said.

The private companies with which MSEDCL had signed long term PPAs include Adani Power (1,320 MW), Mundra ultra mega power project (800 MW), Lanco (1,180 MW), JSW (300 MW) and others. The PPAs are for 25 years. The rate of power purchase varies between Rs 2.80 per unit to Rs 3.20 per unit.

Mehta further said that Mahagenco and central sector plants would provide additional 3,200 MW. The sources were: Khaparkheda expansion (500 MW), Parli replacement (210 MW), Bhusawal expansion I and II (1,000 MW), Uran expansion I and II (1,418 MW), Sipat (340 MW), Mouda (350 MW), Vindhyachal (300 MW) and others. "We are confident that the state will become load-shedding free when we get power from all these sources," he said.

When asked whether consumers of the state would have to pay any surcharge for getting complete relief from power cuts, he said that as on date no decision had been taken in this regard.

Replying to a query, Mehta said that MSEDCL is purchasing power from four old units of Koradi power plant on merchant basis. Rates decided by Maharashtra Electricity Regulatory Commission (MERC) were no longer applicable to them.

Commenting on power availability from Dabhol power plant, the MSEDCL chief said that one block of Dabhol is expected to start generation by August 4 or 5. This will increase the availability by 600-650 MW. A gas turbine is expected to become functional by mid-August, which will add another 300-350 MW. One gas turbine had a blade problem and RGPPL had told MSEDCL that it is likely to come on line by August end. "By end of this month we expect to get 1,200 MW to 1,300 MW more, which would ease the power situation," he said.
