nagpur :- Neighbour caught for Rs 4L heist

A 19-year-old boy has been nabbed for stealing Rs 4 lakh from a neighbouring house in Hansapuri. Rohit Barmaiyya is said to committed the crime to earn easy bucks and fund his addictions like gambling and foreign liquor. Barmaiyya, the mastermind in the robbery, was accompanied by two cousins, Ajay and Raj Gaur, who have also been arrested. Acting on a tip off from sources and old fashioned crime scene investigation, the Tehsil cops cracked the case within three days of the robbery.

The robbery had come to light when the victim, Ajay Thakre returned to his Hansapuri home from a religious tour on August 22. The miscreants had taken cash Rs 26,000 and 36 tola gold, totally worth Rs 4 lakh. The miscreants had allegedly spent all the cash, but the cops were able to recover valuables worth Rs 3 lakh from them. Talking to TOI, senior inspector of Tehsil police station SP Nandanwar said that while investigating the him into confidence and asked him to help us. Later, while gambling, our decoy heard something about Barmaiyya and informed us.

On sustained questioning, Barmaiyya revealed that he had kept a watch on the house and planned the robbery," said Nandanwar. Police said none of the three miscreants have any past criminal records. "It was their first attempt. All of them were school dropout and belonged to poor families. Their only motive behind the robbery was to be able to gamble and drink," said a cop. crime scene, the police learnt that the thieves had entered from a small opening in the back door of the house.

Interestingly, that door opened into a small lane. "If the thief had been a stranger, he would not have known the small opening. Hence, we got an inkling that the miscreants might be a nearby resident or a known person. So, we kept an eye on suspicious persons," said Nandanwar. On rounding up 12 suspects from the area, the cops came upon a miscreant who had been arrested earlier in a minor robbery. "We took him into confidence and asked him to help us. Later, while gambling, our decoy heard something about Barmaiyya and informed us.

nagpur :- DCP seeks to get goon on reform path

Using a sectionof the Bombay Police Act, zonal deputy commissioner of police, zone-IV, Nishith Mishra is all set to offer a rehabilitation plan  to a former goon who was set to be externed. Initiating a new experiment, the officer claimed to be trying to pave way for many others to reform in this manner.

The 23-year-old accused (name withheld) had been recently booked under two serious offences and was slated to be slapped with an externment order which would have meant he stayed out of the district. DCP Mishra, taking up his case personally, has chalked out a plan of reformation for him, subject to his good conduct.

"We want to appoint him as an unskilled labourer. There are lawns and gardens in police station or opportunities for doing menial work in office and eke out a living in a decent way. We are also set to make his presence compulsory at night at police station or DCP office," said Mishra.

DCP Mishra also added that he was contemplating at arranging for vocational training for him as per his interest. Section 56 of Bombay Police Act, invoked for removal of persons about to commit offence, was what the zonal office of city police was set to invoke against the man

Bollywood Salman to judge a wrestling match

Bollywood's muscle flexing actor, Salman Khan will be seen in his element when he'll judge a wrestling match while in the city on September 5. The actor will be accompanied by brothers Arbaaz and Sohail, co-star Sonakshi, Sonu Sood and Malaika Arora Khan.
Buzz is that Salman is extremely excited about judging a wrestling match. A source told the tabloid, "Since kushti is an extremely popular sport in Nagpur, there would be a huge crowd for the event. Also with Salman being the celebrity judge, it would be a great way to kickstart the promotions."

Salman khanTo get the crowd going, the stars might have a live performance of Munni Badnam Hui on stage. "Nothing is finalised as of now, but since the song is a huge hit, there are chances that Malaika might perform it at a later stage."

Panel to study splitting Mumbai varsity

The state’s higher and technical education department has set up a nine-member advisory panel to decide whether it is feasible to bifurcate the state’s three biggest universities – in Mumbai, Nagpur and Pune. There have been growing concerns among academicians over the slipping standard of higher
and technical education in these institutes. These three universities have more than 500 colleges affiliated to them. This is seen as a constraint in improving education quality.

The panel, headed by Dr Ram Takawale, former chairman of National Assessment and Accreditation Council, has been asked to submit a report within three months after looking at existing national and international trends and governance practices.

It has also been asked to decide whether there should be independent universities for specific subjects and the number of colleges that should be allied to a university, among other things.

The department, in its government resolution (GR) of August 23, had said that the panel would decide whether these universities should be bifurcated to create more universities.

The GR states that the National Knowledge Commission recommends an ideal ration of 150 colleges to one university. Given the current statistics, the state will have to add 18 new universities by 2015 to meet the commission’s standards

NAGPUR :- War of words continues in NMC over Bhandewadi

The Nagpur Municipal Corporation's proposed 420 MW Bhandewadi power plant has now become bone of contention between opposition corporators led by Congress party and ruling Bharatiya Janata Party  with charges and counters charges by both parties against each other. The leader of opposition and senior Congress leader Vikas Thakre is planning to launch an agitation against the power plant.

He even took the issue to chief minister Ashok Chavan and state environment minister asking for their intervention. The ruling BJP leaders including Mayor Archana Dehankar, standing panel head Sandeep Joshi, and ruling party leader Pravin Datke, on the other hand, said they would soon meet union minister of state Jairam Ramesh, Chavan and clarify misunderstandings created by opposition. Jairam Ramesh had recently asked chief minister Chavan to ensure that the plant did not come up within city limits. "If a power plant is indeed required to be set up, then shift it outside the city limits," Ramesh said in a letter to the CM.

After meeting with Thakre and other opposition leaders, the minister had said that he was surprised to learn that NMC was setting up a coal-based power plant within city limits. Talking to TOI, Thakre said when BJP MLA Chandrashekhar Bawankule was opposing expansion of Koradi plant on grounds of pollution and BJP state chief Sudhir Mungantiwar and Chandrapur MP Hansraj Ahir had registered strong protest to expansion of Chandrapur plant, how could BJP decide to set up power plant in Bhandewadi just for economical benefits. "The residents of Bhandewadi are also opposing the project.

We are planning to launch an agitation with these residents," he said BJP leaders insisted that the plant was outside city limit in village Bidgaon Tarodi (Khurd) and Wathoda. They also said that a recent study had revealed that 85 per cent of the time direction of wind was away from city. "We will explain all these things to Ramesh and Chavan" they said.

NAGPUR :- CM ayes NIT as metro region planning body

Chief minister Ashok Chavan has signed the proposal making NIT as planning authority for Nagpur metropolitan region extending till 25 km from municipal limit, sources told TOI.

The notification would be issued in a day or two as soon as law and judiciary department clears the proposal, sources added. Sources said that development control rules of Nagpur city would be applicable to phase I of metro region – area lying within 10 km of city limits.

NIT would have to prepare development rules for the remaining area. NIT would become the largest planning body in the state with jurisdiction of around 3,600 sq km, they added.

NAGPUR :- NMC cancels stray dog neutering contracts

 Nagpur Municipal Corporation finally seems to have realized the futility of continuing with dog sterilization programme in city. Despite sterilizing about 54,000 stray dogs between 2006 and 2010, their number has kept growing. It has cancelled the contract of two NGOs— Society for Prevention of Cruelty to Animals (SPCA) and Indian Society for Animal Welfare (ISAW)— that were carrying out the sterilization of stray dogs since 2006.

The civic body has decided develop a special shelter for stray dogs and start its own sterilization centre at Reshimbagh. NMC had tasked four NGOs-- ISAW, YMCA, SPCA and Royal Veterinarians Society--with sterilization programme at five centres across the city in 2006. However in 2008, NMC cancelled the contract of YMCA and Royal Veterinarians Society after complaints of irregularities and non-performance but continued the contracts of SPCA and ISAW centres at Gittikhadan and Srikrishna Nagar.

As per NMC figures, SPCA sterilized 20,190 and ISAW 12,395 stray dogs in last four years. TOI, in a recent report, had pointed out how despite the sterilization exceeding the estimates of total number of stray dogs in city, the number of dogs continues to rise. It had also reported that figures of daily sterilization at the two centres did not match with total claims. In charge of NMC veterinary department Dr Milind Ganvir confirmed that contracts of both NGOs had been scrapped after NMC received complaints from animal lovers that these NGOs were killing stray dogs under Animal Birth Control ( ABC) programme.

He said, "NGOs were not following rules of Animal Welfare Board while sterilizing the strays and for that we had issued notices to them three days ago and have asked them to stop the programme from today (August 26)". "It is mandatory to keep male animals under observation for 24 hours after sterilization and females for 72 hours. Yet, both NGO's were releasing the dogs immediately after operation.

The civic body was not satisfied with progress of sterilisation programme as the NGOs had fallen short of the target," he added. Dr Ganvir said NMC's own shelter for strays would be started from August 30. The dogs would be sterilized, given shelter, fed and cared for here, he said. Dr Kailash Marwah of SPCA and Pramod Kanetkar of ISAW alleged that NMC was trying to take over the animal birth control programme just to keep funds allocated for it (Rs 50 lakh) to itself. It was after directions of the Nagpur bench of Bombay High Court in 2006, that NMC had initiated steps to control population of stray dogs through sterilization.

NAGPUR :- 360 colleges have been blacklisted by the Nagpur University

As many as 360 colleges have been blacklisted by the Nagpur University for flouting norms by not appointing a regular prinicipal or head of the institution. Most of these colleges are either named after or run by city politicians or belong to big industrial houses. A high court bench had recently
directed the Nagpur University to make it mandatory for all colleges in the state to appoint regular principals or directors before May 31, 2009 — before the commencement of the 2010-11 academic session.

Accordingly, the Nagpur university dispatched circulars and letters informing all colleges to comply with the high court order but they went ahead with the admissions.

Also, the varsity issued a warning on August 14, that students who have opted for admission in blacklisted colleges will have to bear the brunt in case of any problems.

Besides, the students’ academic and financial losses, if any, will be the responsibility of the college management, the university added.

nagpur :- Fresh admissions for BJ course

The Nagpur University has decided to admit students against vacancies in its department of mass communication in view of fresh demand. According to head of department (HoD) Moiz Haq, NU will conduct a second entrance test for admission to its bachelor of journalism (BJ) course on August 27 at 10am. Graduates from all streams are eligible for the one-year course, which prepares students for careers in journalism, advertising and public relations. The sale and registration of admission forms will continue till Thursday at the department from 12 noon to 3pm.

The Hod added that the department also offers a one-year post graduate diploma in video programming (News and current affairs), which provides an opportunity for students to become presenters, reporters, anchors, editors, camerapersons, and video technicians on the small screen. Graduates with second class in any stream are eligible and admissions for 25 seats would be done on first-come basis.

nagpur :- SRPF constable shoots self with service weapon

Police constable Gajanan Giri (38), posted at State Reserve Police Force (SRPF) in MIDC, committed suicide by shooting himself with a service weapon on Tuesday evening at around 6.45pm.

Police suspect that stress was the reason behind the extreme step. Giri, who hails from Wadsaganj in Gadchiroli, was staying alone at Group No. 13 quarters, SRPF in MIDC. His family resides in Gadchiroli.

Police said that Giri had been posted in Pune till recently, and was transferred to the city as it was closer to his native place. Police also said that Giri had told his colleague many times that he was under stress and would take a drastic step. Before the shooting, Giri had spoken to his wife for over two hours, said a cop.

Giri shot himself near the rear gate of Group number 13 quarters. Initially, Giri, who was holding a self loading rifle (SLR), fired a round in the air. The security guards and other police personnel present there tired to calm him down. However, Giri turned the gun on himself and shot himself in the belly. An unconscious Giri was immediately rushed to Lata Mangeshkar Hospital, where he died while undergoing treatment at 7.30pm.

Police said that Giri had not been regular on duty. He used to take sick leave often and had joined two days back.

The letter, sent to media offices in Gadchiroli and other places, appealed to intellectuals, opinion makers and students to denounce the United Progressive Alliance (UPA)-led central government and its policies including 'waging war against the rebels in the hinterlands and labelling it Operation Green Hunt.'

In a two-page letter sent by the committee's secretary Baburao Topa, the rebel outfit has labelled the UPA government a 'traitor for working against the interest of the masses of this country.' The rebels have alleged that the government is responsible for current issues such as price rise, unemployment, poverty, illiteracy, malnutrition and others.

The letter claimed that the Naxal movement was the solution for the present crop of problems troubling the nation. It challenged the government propaganda of bracketing Naxals as a terrorist organisation engaged in sabotage activities.

Claiming support across the country, the letter highlighted that the government forces have been jolted by witnessing the popularity that the rebels have been fast gaining. It has also targeted the government for trying to muffle the voice of the protesting masses through Draconian laws.

The letter has tried to corner the government for carrying out psychological warfare through deploying huge columns of paramilitary forces and ensuring action against the rebels to keep the masses under their dominating rule. The Naxals have levelled allegations of 'torture' of security forces deployed in the hinterlands.

The rebels have criticised Prime Minister Manmohan Singh and union home minister P Chidambaram for their roles in aiding capitalist strengths including those based in the US. Countering Singh's statement stating Naxals as the gravest internal security threat, the rebels labelled his policies as 'antinational measures paving the way for capitalists to exploit natural resources and wealth in the country.'

The vitriolic content of the letter also condemned the government for raising the prices of essential commodities. It has slammed the policies of the UPA government to roll back subsidies in sectors which benefited the economically weaker section of the society. It scoffed at the effort to provide relaxations in the various tax slabs to the industrial sector. The letter has also claimed that the labour class had been the most neglected lot with no benefits to it.

nagpur :- GMCH lines up events to encourage eye donation

 Vision is the biggest gift one can give to anyone. It allows the recipient to see the world. In 1985, then prime minister Rajiv Gandhi celebrated his birthday by donating his eyes and declared that August 25 to September 8 be observed as " Eye donation Fortnight" every year.

Keeping the trend alive, the Government Medical College (GMC) and Hospital (GMCH) is holding various awareness programmes to mark the 25th annual eye donation fortnight.

Dr AH Madan, head of the ophthalmology department of GMCH, told TOI that people are still not aware of the importance of eye donation. Annually, India requires one lakh eyes but only one tenth of that are available. Some 200-300 people require corneal transplants in GMCH itself. "But we never get even get a quarter of this. We have a huge wait list. We seek corneas from Madhav Netra Pedhi in city or LV Prasad Eye Hospital, Hyderabad. During this fortnight, we aim to get at least 5000 donors through our drive," he said.

A resident doctor says "Apart from the efforts taken during the fortnight, we make efforts to educate patients in the clinic about the importance of donations throughout the year. We ask them to fill up eye donation forms. We even keep track of all eligible patients for donation and call them up with donation requests. All year round we conduct mega eye donation camps, school surveys, and awareness programmes, diabetic and keratoplasty screenings and conduct national eye programmes at GMCH."

nagpur :- Buffer marked, money flows in for Tadoba

At a time when man-animal conflict is raging around Tadoba-Andhari Tiger Reserve (TATR), the villagers around the reserve may soon see some respite. The tigers have now started bringing money to be spent in buffer zone for alleviating the conflict.

The National Tiger Conservation Authority (NTCA), the statutory body under ministry of environment and forests (MoEF) monitoring tiger reserves, has sanctioned Rs 3.63 crore for Tadoba and its buffer under the centrally sponsored scheme (CSS) during 2010-11. Of this amount, Rs 1.87 crore is the recurring cost of the scheme and will be shared on 50:50 basis by the state and the central government. The remaining will be treated as 100% central assistance.

During the last three years, TATR never got more than Rs 2.15 crore. This is for the first time that such a big amount has been sanctioned for tigers and habitat improvement. Not only this, Pench National Park and Tadoba are among the six reserves in India to get early sanctions from NTCA.

Interestingly, an amount of Rs 74 lakh has also been sanctioned for newly-formed Sahyadri Tiger Reserve in Western Maharashtra. SP Yadav, joint director NTCA, said Chandrapur district was worstaffected by man-animal conflict as there was high density of tigers in the Tadoba landscape. At least 62 villagers have been killed by the carnivores in the last five years here. "Another reason to increase grants is because now the reserve has a notified buffer. Habitat improvement works like developing water holes and meadows can now be undertaken.

Besides, staff training and protection will also be priority," Yadav told TOI. The wildlife wing had proposed Rs 17.12 crore for four tiger reserves and 30 sanctuaries and national parks. However, NTCA has till now sanctioned Rs 8.25 crore. Of this, Rs 1.74 crore is to be shared by the state. It has already released Rs 1 crore — Rs 50 lakh in July and Rs 50 lakh in August. Official sources said that of the Rs 8.25 crore, Rs 5.43 crore was earmarked for Pench, Tadoba and Sahyadri reserves. Pench was sanctioned Rs 1.68 crore in July. Melghat is to yet to receive any grant. The NTCA has also not released the proposed Rs 75.50 crore for rehabilitation of villages in Melghat.

nagpur :-NMC's helping hand

One can see Shobhit Gaikwad's eyes shining and a smile on his face with the anticipation of standing on feet and walking with his friends to school. This will be first time that Shobhit, a standard II student from Mohan Nagar municipal school, will be able to do so. It is thanks to efforts of Nagpur Municipal Corporation's (NMC) education department that provided him with a walker, a splint and also a commode chair.

NMC, under Sarva Shiksha Abhiyan's Inclusive Education for Disabled Programme, recently donated walkers, wheel chairs, calipers and other equipment to 790 children. These were children with special need, according to Abhijeet Raut, the co-ordinator of programme.

He told TOI the education department also distributed permanent disability certificates, and documents for railways, city bus, and MSRTC concessions to 251 children. Besides, it also gave away 150 calipers, 16 wheelchairs, three tri-cycles and distributed spectacles to 252 children.

The walker, calipers and other equipment came as a big relief to Shobhit's mother Saroj. She said, "Shobhit was unable to walk on his own. He was affected by polio since birth. We were too poor to buy all such equipment. Now he can walk and manage his daily work," she said. A happy Shobhit said, after getting the walker he could walk along with his friends to school. He said one day he would participate in some games.

Another beneficiary is Khushal Lanjewar who lost movement in lower portion of body due to an infection.

Savita, his mother, said, "Since we were short of money, Khushal was deprived of treatment. Recently, our ward member and officials from NMC approached me and gave a wheelchair and splint. Khushal, who is unable to perform his daily chores without help, can now move from one room to another and also go outside for a chat with his friends on his wheelchair."

Other children with special need including Rahul Borkar and Aditya Raut were also given wheelchair and other equipment. Roshni Kale, another kid with special need, got permanent disability certificate along with a tricycle to commute between school and home.

NMC received applications from 3088 students with special needs from 550 primary schools, including 340 private and state government run and 210 NMC schools. Doctors conducted tests on the applicants and identified 1820 children who required help. Initially, aid was provide to 790 children at a cost of Rs 10 lakh.

"In next phase the rest will be covered," he added.

nagpur :- Dr Motghare gets anticipatory bail

Close on the heels of Vandan Mohod, associate dean of College of Agriculture, Dr Abhijeet Motghare, ex-in charge of the Maharajbagh Zoo, was also granted ad-interim anticipatory bail by the Nagpur bench of Bombay high court on Tuesday.

Both Mohod and Dr Motghare are facing charges of violating Wildlife Protection Act 1972 and Recognition of Zoo Rules and some sections of the IPC for burying an exotic bird emu and a deer without conducting their post mortem. The duo has also been charged with negligence that led to two deer deaths while relocating the herbivores to Navegaon National Park.

On Monday, Mohod had moved application before the high court judge A P Bhangale through his lawyer Subodh Dharmadhikari. Mohod has been granted anticipatory bail till August 31.

On Saturday, Dr Motghare had also moved an application for anticipatory bail through his advocate R M Patwardhan. Dr Motghare has also been granted ad-interim anticipatory bail on Tuesday.

The People For Animals, Nagpur, had exposed how Dr Motghare and his staff had buried the dead emu and deer quietly. Sources said with both Mohod and Dr Motghare have been told to file their reply by August 31.

Dr Motghare told TOI that he did what he was told to do by the associate dean. "I had informed Mohod about the emu and deer deaths," he said. However, this is contrary to what he has told the police in his statement.

nagpur :- Mass contact crucial for countering Naxal ideology

 The 52-year-old, with his salt-and-pepper hair, talked fondly about how he had come a long way from an introvert Bihari boy to an articulate IPS officer. And now, Nagpur range's new special inspector general Prabhat Ranjan wants bring about the same kind of change in communication to counter the spread of Naxal ideology.

"Naxalism is a philosophy. The armed struggle attached to it is just an offshoot. Killing a Naxal would not solve the problem because the ideology is transmissible in the society. We need to counter the ideology and not the carrier. We need to have a dialogue with the people and get closer to them," said Ranjan. The senior cop, earlier IG Aurangabad range, opined that developing communication channels with the masses is better than area domination exercises.

Though the intense military struggle of Naxals may not exist in Nagpur range after the recent carving out of special Naxal jurisdictions comprising Gadchiroli, Aheri and Gondia, Ranjan still has to confront challenges of the movement of cadres in the neighbouring districts of Chandrapur, Bhandara and elsewhere.

"Whether it is propaganda or military wing, Naxalism can be better treated by developing rapport with the mass base. In fact, it is the cops who are nearer to the masses than other agencies of the government in Naxal-affected regions. We need to join hands to address the issue," said Ranjan.

"We have sensitive bordering areas with Naxal-affected districts. Our concern areas would be also to bring the bordering stretches under our vigil to counter the rebels' trend to spread out from their jungle bases," said Ranjan.

During the informal interaction with journalists, Ranjan strongly kept side with the concept of having separate cadre for the work of collecting intelligence. "Intelligence is our Achilles heel. The government is working on it. We are not getting hard intelligence due to drawbacks in the system," said Ranjan. "Police and intelligence wings are feeling the need to jell more with a common purpose. At the police station level, the intelligence is being filtered through but such inputs are not sufficient enough many times," said Ranjan. "Just when officers begin to settle, they are transferred" he said.

Ranjan, a postgraduate in physics and economics, also presented his view of policing for the downtrodden section of the society who has no support. "We would be strict against illegal activities. There would be no dearth of action on an errant cop or a hard-core criminal provided there is a substantial ground to nail the culprit. We have a system where the burden of proving is on the prosecution," said Ranjan, who recently returned from a training session in London. Ranjan earlier served in the city as an additional CP when OP Bali was the commissioner.

Talking about his new role, Ranjan expressed his keenness to take stock of the situation as far as the responsibility of the forest conservation was concerned. Being a member of the district tiger cell, Ranjan showed enthusiasm to tackle the menace of wildlife poaching and issues like illegal fishing.

nagpur :- Keep swimming pools clean, HC tells NIT

The Nagpur bench of Bombay High Court has asked the Nagpur Improvement Trust (NIT) to provide clean water in its Ambazari and other swimming pools. The court's directives came while hearing a petition filed by lawyer Sanjay Mohta.

The petitioner had attached TOI report of June 2 which brought to fore appalling conditions in NIT's pool on North Ambazari Road and the apathetic attitude of officials who failed to respond despite numerous requests by users. TOI had reported that for a couple of weeks, the water in the pools owned and maintained by NIT was not cleaned and was causing irritation in the eyes and rashes/itching on the skin of swimmers.

The court observed it was NIT's responsibility to provide clean water and maintain health and hygiene around its pools. According to Mohta, dreadful conditions of the tank were brought to the notice of the authorities who assured to look into the matter. He mentioned the closure of pool for five days from May 10 to 15 for cleaning was published in TOI on May 14. However, even after reopening, the water remained unclear, green and hazy.

He added that the pool complex comprises a small pool for kids, an indoor pool, a diving pool and an Olympic-level open pool with nine lanes. The entire complex is maintained by NIT and it charges membership fees from swimmers. There are around thousand members of the pool.

The petitioner demanded directions to the NIT to provide hygienic water by taking appropriate measures. He insisted on pool water to be checked every month and filtered regularly and to make sure that the filtration plant is in working condition at all times.

nagpur :- NU's engg course syllabus unchanged for last 10 yrs

 It has taken nearly ten years for Nagpur University officials to stir from their slumber and start the process of updating the engineering course syllabus. The syllabus had been unchanged since NU adopted the semester pattern in the engineering faculty, even though the global industry has seen rapid changes.

Ironically, even in 2001-02, when the university changed to the semester pattern from second year onwards, it was among the last ones to do so. Almost a decade later, NU is the only one in Maharashtra to still retain the yearly pattern for first year of engineering. Even Amravati University, which was carved out of NU, switched to semester pattern for all four years a couple of years ago.

In the process, NU engineering syllabus is lagging behind other universities even though it has become an engineering hub of sorts with as many as 58 colleges. NU engineering graduates are not up to date with the latest trends, which are changing everyday as cut-throat competition brings in numerous innovation in all fields.

Engineering faculty dean DK Agrawal admitted that the university has failed to upgrade its syllabus. "In the conventional university system it takes time, unlike in the autonomous institutions. But we've decided to make amends. The new syllabus is ready and would be implemented from 2011-12 academic session," he said.

He added that the first year will be converted into semester pattern with the introduction of new subjects.

Nagpur Institute of Technology (NIT) vice-principal Mahendra Umre expressed serious concern over NU's failure to upgrade syllabus fast. "We're behind by at least 10 years as compared to other universities, due to the rapid pace of modernisation. When computers are ruling the roost and all major works in engineering are done with the help of computers, in NU, the subject is introduced in second year," he lamented.

He added that even a subject like engineering drawing is still taught as theory, whereas other universities have started teaching this through computers and even use advanced softwares like CAD/CAM. "The poor students have to shelve out another Rs 10,000 to Rs 15,000 to learn these softwares from private institutes after finishing their studies here. Even the latest technologies like web, database and network securities have no mention in the entire four-year syllabus. In subjects like computer science and engineering, Java is taught, but C++, on which it is based, is not taught," he said.

Umre pointed out that even technologies like disc and vacuum brakes, which were used in numerous bikes have failed to find a place in syllabus and students were still studying the traditional brake system. "With mega projects like Mihan and Boeing coming up, I am afraid that NU students might not be able to get jobs in the absence of proper exposure and lack of knowledge of latest technologies," he warned.

The engineering dean however said that they have tried to include all the latest trends in engineering in the new syllabus. "We've not only introduced new subjects, but also changed nomenclature of existing ones. The scheme of exam has also undergone a sea change. In fact, we've suggested separate passing for theory and sessionals, though the suggestion has not been implemented as yet," he said.

NAGPUR :- Nagpur varsity blacklists 360 colleges without full-time heads

As many as 360 colleges have been blacklisted by the Nagpur University for flouting norms by not appointing a regular Prinicipal or Head of the institution.

A good number of these colleges are either named after or run by city politicians or belong to big industrial houses.

A High Court bench here had recently directed Nagpur University to make it mandatory for all colleges in Maharashtra to appoint regular Principals or Directors before May 31, 2009, well before the commencement of new academic session of 2010-11.

Accordingly the University dispatched circulars and letters informing colleges to comply with the HC order but they went ahead with the admissions.

Also, the varsity issued a warning on August 14 this year, that students who have opted for admission in black listed colleges will have to bear the brunt in case of any problems in the future. to students in first year despite a ban imposed on the process.

Besides, the students' academic and financial losses if any will be the responsibility of the college management, it said.

The University after imposing a ban on admission to first year students, has also said that non-bonafide students will not be allowed to appear for examinations in summer.

Of the total 360, about 251 are general course colleges, 61 (educational) 31 (physical education), 8 (law), 5 (pharmacy) and four engineering colleges.

NAGPUR :-Jail officials restrict NGOs

 Central jail DIG Bipin Bihari has decided to put a brake on the marathon projects  for inmates undertaken by the non-government organisations. There would be, however, no restrictions on the daylong educational and awareness programmes conducted by the non-profiting organizations.

The Central jail, at present, is gearing up to organize a rakshabandhan programme for inmates with the help of NGOs next week.

Bihari was forced to take this measure to clamp down on the activities of the anti-establishment strengths, present in the jail. Previously, alleged Naxal inmates often looked to develop links with their supporters outside the prison with the help of moles doubling up as NGO workers.

The authorities, wary about the antigovernment propaganda originating from jails, has decided to keep some NGOs under scanner but have refrained from making any long term sanctions against them. Bihari said that NGOs have been asked to complete their work within the time allotted to them.

"We will not allow the NGOs to extend their work beyond the stipulated time and will also keep a watch on their movements," said Bihari. The senior officer said extensions, if any, would be granted only after a thorough scrutiny.

In the past, Naxal inmates had successfully spread their agitation across jails in the state, particularly Vidharbha. The Nagpur Central jail is considered as the epicentre of such agitations.

Bihari, however, said that he is looking forward to NGO participation in awareness programmes on physical and mental health, and personal sanitations. The senior cop also intends to arrange awareness on social education too.

"We will also be conducting workshops to help inmates reconnect with society after they are released," said Bihari. "Awareness films, posters, lectures etc will be used as tools of education."

Bihari has also alerted the jail guards to remain vigilant about inmates' activities inside the barracks. Recently, an alert jail guard intercepted a consignment of liquor and narcotics which were hurled into the jail.

NAGPUR :- Cops want action on illegal cables

Hudkeshwar police  have warned the district administration and other government agencies against illegal wiring put up by local cable operators after a mishap claimed two lives at Sarvashree Nagar on Sunday afternoon.

Five-year-old Tejas Bhute was among the victims on the day city saw four deaths due to electrocution at different places. Tejas and another person died when electric current came through a cable meant for carrying TV signals.

Senior inspector Prakash V Bele, in-charge of Hudkeshwar police station, said that he intended to draw the attention of the Nagpur Municipal Corporation, Maharashtra State Electricity Distribution Company Ltd and district collector regarding the haphazard manner the cable network is put up by cable operators. Bele had also arrested local cable operator Yogendra Dhole after the incident took place.

"These operators fit their cables on the electrical poles near high voltage wires of MSEDCL. They cannot use the electrical poles for private business purposes. The two cables often come in contact and such mishaps take place repeatedly," said Bele. "The agencies would expectedly pull up the cable operators as per regulations," he said.

Zonal deputy commissioner of police Nishith Mishra said that he had already instructed cops in his jurisdiction to be strict with such violations.

"This is the third incident related to cable operators' negligence. We are taking this issue seriously," he said. In the past, a woman was electrocuted at Ajni due to negligence of cable operator. Ajni cops had booked the cable operator after the incident.

 Ramdaspeth Plot Owners' and Residents' Association will help traffic police department by gifting them 50 jammers and a truck to lift wrongly parked vehicles.

A resident Amit Parekh asked, "When NMC removes hawkers who occupy the roads unauthorisedly, why is it not doing anything about the cars parked haphazardly in residential areas?"

"It's time NMC and NIT built multi-level parking on Wardha Road and CA," Pappu Bagga, another resident, said.

DCP Patil said that residents of other areas should follow such examples to solve traffic problems.

NAGPUR :-Citizens to give cops jammers, vehicle lift

Fed up with the growing parking menace in Ramdaspeth, residents have decided to present traffic police  with jammers to act against errant motorists parking vehicles in front of homes. The Ramdaspeth Plot Owners’ and Residents’ Association is also procuring a truck to give to traffic cops to help them lift wrongly parked vehicles.

The association really wants to leave cops with no excuses for not acting. It would also deploy four security guards to help traffic police streamline traffic in the area, which houses many commercial complexes and shopping malls.

Besides, the residents will also install no-parking boards on their own. For this, the residents will be spending Rs 60,000, said Harjit Singh Bagga, secretary of the association. He said that the DCP (traffic) Sahebrao Patil has already welcomed the move. According to Patil, it would ease congestion in the locality that is notorious for illegal parking menace. The association has promised the traffic cops that it would help them with as many as 50 jammers.

President of association Dilip Saraf said just a few years ago it was possible for people to drive to Wardha Road or Central Avenue to shop without giving a thought to parking. Today, the first thought when planning a trip to the centre of Nagpur city is about finding a spot to park the car. Moreover, in recent past, Ramdaspeth has turned into a big commercial zone with opening of commercial complexes, hospitals, and hotels. "None of these have made arrangements for parking of vehicles of their visitors. Their vehicles started occupying the open spaces available in front of houses and residential complexes," said Sanjeev Nahar, another resident. For instance, on August 15, a shopping mall on Wardha road in Ramdaspeth attracted thousands of visitors with special discount scheme. They parked their vehicles in lanes around the mall obstructing the entry and exit from homes. Residents then asked senior PI (traffic) Ashok Dhotre to help. They also helped cops to pick up vehicles parked in front of homes.

NAGPUR :- HC judge bats for junior lawyers

 Justice DB Bhosale at the Nagpur bench of Bombay High Court called on senior lawyers to encourage juniors to argue cases. He was addressing members of the High Court Bar Association (HCBA) at the conclusion of the circuit sitting of justices RM Borde, KU Chandiwal and himself at the Nagpur bench recently. HCBA president Anil Mardikar and secretary Abhay Sambre were present.

"I have noticed that junior lawyers are only assigned work of seeking adjournments, filing applications for condonation of delay and order matters, and the like," said justice Bhosale.

Mostly, juniors pray only for adjournment of hearing due to preoccupation of seniors, Bhosale said, asserting that as a policy, senior lawyers should not argue order matters and leave this to the juniors.

Justice Bhosale narrated the case of a junior lawyer who appeared before the court in a matter of condonation of delay. Bhosale said the youngster was under strict instructions from his senior not to argue the application for condonation of delay.

The opposite side was being represented by a senior lawyer, who had filed a long affidavit opposing the same, Bhosale said.

The judge said he asked the junior lawyer why he was avoiding arguing the case himself, and got the reply that the junior was under instructions not to do so.

Justice Bhosale then asked the junior whether he had studied the case papers, to which the reply was in the affirmative. The judge then 'directed' the junior lawyer to argue the application for condonation of delay. "the junior did exceedingly well and the court allowed his application and condoned the delay," remarked justice Bhosale.

The judge's advice to senior lawyers has been received with much appreciation by junior lawyers, a section of whom are critical that they do not get proper hearing in the court. Such juniors had also made it an issue in the recently-concluded HCBA elections.
