NU appoints new panel to probe roster scam!

The Nagpur University seems to be in no mood to take any action in the roster scam. Instead of taking action again the culprits as mentioned in various reports, the NU bosses have now referred the entire roster to a backward cell (BC) officer of Shivaji University, Kolhapur, for a new probe, reliable sources inform.

Recruitments in the university have been stalled since last year-and-a-half, when TOI exposed the roster scam on March 19, 2009. NU had failed to verify its roster, and it was full of illegal appointments for over four years. TOI had reported how the roster was fudged by officials for their own benefits. Over 500 NU appointments, including heads of departments, deans, teachers and assistant registrars, made after 2004 would stand cancelled if the roster is properly implemented, sources revealed.

Though vice chancellor Vilas Sapkal declined to comment, he said that there were ambiguities in various reports on the roster and therefore they were closely examining all of them. He reiterated that they will consult with the state government before taking any action.

"We've been seeking advice from our legal counsel over various issues. There are many reports on the roster, from the justice GG Loney panel, principal secretary of social development PS Meena and also of the section officer from general administration department (GAD) SG Kedare," he pointed out.

He added that in some reports, it was not clear whether the tampering was a correction or was deliberately done to take undue benefit. "It's a part of the process and we've to take into consideration all the pros and cons. We've to make sure that everything goes as per the law and therefore, the process is taking time," he said while justifying the delays.

Registrar Mahesh Yenkie endorsed Sapkal's stand and said the process was underway on various reports regarding the alleged irregularities, but action could be taken only after ensuring that a person is really guilty. "We should take such decisions in such a way that they stand in the court of law," he said.

Sources said that hectic deliberations were on between VC, registrar and NU counsel over the roster for the last many days.

TOI had first reported how GAD's confidential report slammed NU for illegalities in appointment of teaching posts on January 1. The report mentioned that appointments of four NU teachers; PN Khobragade, PM Tumane, VK Jambhulkar and DD Barasgade, were completely illegal since the roster was ignored. Along with them, as many as 12 posts were filled up in such a manner that they were a mockery of rules and regulations. The GAD, which submitted the report to the state, had already asked NU officials to immediately replace the tainted lecturers with appropriate candidates.
