nagpur news -A month after rap, Karajgaonkar got promoted

Accusations have come and gone against Nagpur division`s deputy director (education) but till date there was no knowledge of even one which stuck. But here`s the first: There was a time that Mahesh Karajgaonkar actually got a rap on his knuckles by his department headquarters which ordered that his nearest pay increment pay be stopped for a year.

However, this rap did not hamper Karajgaonkar`s career graph at all as within one month he was all set to join the Pune office on promotion! As TOI had reported earlier, Saoner MLA Sunil Kedar lobbied with the government to get Karajgaonkar posted back on promotion to Nagpur division.
The irony is that Karajgaonkar got posted as head of the same Nagpur division where he was found guilty of breaking the rules!

The case pertains to a school called Jeevan Vikas Prathmik Shala where a teacher named BA Daund was appointed in violation of the rules. As per rules, new teachers cannot be appointed to government-aided schools till there is availability of manpower in the surplus pool.

This surplus pool was created when rules were tweaked and the student-teacher ratio got skewed. Due to this, there were many teachers who found themselves without classes to teach but continued to be on government`s payroll. For administrative purpose they were notified as `surplus teachers`.

According to Nagpur Zilla Parishad Karmachari Mahasangh`s (NZPKM) president Rajendra Gangotri, appointment of teacher for Jeevan Vikas school should have been done from the surplus pool. "However Karajgaonkar fraudulently appointed Daund in 2002. Karajgaonkar then backdated the appointment letter to 1999 for which part of the balance payment was withdrawn from government coffers. But the department caught up with the act and Karajgaonkar faced the departmental inquiry," said Gangotri.

The departmental inquiry was formed in November 2008 under DM Phadke who submitted his report after 11 months. The government order, based on the inquiry report, says, "The inquiry officers have found Karajgaonkar guilty under the charges made against him รข€¦. accordingly Karajgaonkar`s nearest pay increment will be stopped for one year (but not to have effect on future increments)."

Daund paid the back the excess money which he had received, but the NZPKM feel this was part of a bargain facilitated by Karajgaonkar. "Had the money not been paid back to the government, then Karajgaonkar would have been in great trouble. Hence, he coaxed Daund to pay the money which probably was shared by both of them in the first place," said Gangotri.

Officials in Mumbai who had prepared the government order, based on the inquiry report, were unavailable for comment as they had been transferred from the department. Karajgaonkar is now the top boss of the same department in which he was found guilty. NZPKM members say with Karajgaonkar being at the helm of affairs, he may very well manipulate evidence in other complaints against him.
