Now, a test for doing PhD

"Better late than never," goes an adage. This can be better applied to Nagpur University that has finally decided to start an eligibility exam for the doctor of philosophy (PhD) aspirants from 2011-12 academic session. It will be conducted twice a year - on second Saturdays of January and July. NU was the only among all non-agriculture universities in Maharashtra that was not filtering PhD aspirants through such test. Even Amravati University started an aptitude test for PhD aspirants last year.

Now, vice-chancellor Vilas Sapkal has issued a Direction (No 7 of 2011) on April 18 "prescribing eligibility criteria and procedure for registration of candidates, selection of supervisors, guides and research, topics, thesis submission and its evaluation for PhD degree in all faculties," as per UGC's June 1, 2009 notification.

Registrar Mahesh Yenkie confirmed the development and stated that the Board of College and University Development (BCUD) would now frame the exam schedule and other formalities. "After this, VC would come out with an ordinance," he informed. According to the Direction, a copy of which is with TOI, postgraduate degree (masters) holders with minimum 50% marks or equivalent Grade Point Average (GPA) or 55% marks in law faculty (masters) would be eligible for the exam. There will be relaxation of 5% for the reserved category candidates.

Masters degree holders working in national laboratories/institutes/government or private organization nominated/sponsored candidates, holding the rank of assistant director, can also apply. Candidates having exceptional abilities having cleared graduation with 50% marks with 15 years experience in the relevant field would also be eligible.

The exam would have two papers of 100 marks each - General Aptitude Test and Subject Specific Test. The results of first paper would be out on NU website with the list of successful candidates selected for second paper. The advertisement for inviting applications for the test details would also be published in the newspapers twice a year - in first week of December and June. The first paper will have 100 multiple choice questions covering logical reasoning, numerical ability and language aptitude while the second one (partly descriptive) will be conducted by respective NU departments.

Interestingly, there will be an exemption from the test to the candidates qualified in GATE/NET-SET/JRF exams along with NU's MPhil graduates. Also NU's approved teachers having over five years' teaching experience at UG/PG level and scientists/officers working in the governmental organizations or national labs or research institutions would also get the exemption.

Huge jump in number of MHT-CET aspirants

Large scale vacancy of engineering seats in colleges throughout Maharashtra last year had raised a question whether the stream was finally losing sheen. However, current figures of aspirants appearing in Maharashtra Health and Technology Common Entrance Examination (MHT-CET 2011) on May 12 have quelled these doubts.

This may be music to the ears of private engineering colleges. The number of MHT-CET aspirants has surged by over 17,000 compared to last year. Over 3.02 lakh candidates would be attempting the exam against 2.85 lakh last year. The test thus maintains the trend of continuously rising number of students taking it every year. Over one lakh engineering seats, 7,000 medical and 8,000 pharmacy are up for grabs for the students through MHT-CET.

Like previous years, the number of students opting for engineering courses has outnumbered their counterparts aspiring to take admission into medical stream. This is perhaps due to fewer medical seats, tougher contest for the admission to the government medical colleges and very high fees of private ones. This year 45,541 candidates have applied for the biology group (for medical admissions) compared to 1.07 lakh for the mathematics (for engineering admissions) and 1.49 lakh for biology and mathematics combine (students appearing for both fields).

Interestingly, the number of aspirants for medical seats witnessed a significant jump this year as compared to last six years. Last year, 33,665 had appeared for the exam.

Even in case of Nagpur division, earlier it was thought that number of students might reduce. But they've actually increased by over 2,000 to touch all-time high of 35,212. In Nagpur, however there is an increase of only 200 students as per final figures from the Mumbai-based office of Directorate of Medical Education and Research (DMER), the competent authority for the MHT-CET exam. From Nagpur 17,717 students are appearing for the much-awaited exam, followed by Chandrapur at 5,549, and Bhandara at 3,804.

As per DMER sources, the results would be declared on or before June 14 while the final merit list will be out on June 25. The process of form filling and centralized admissions process (CAP) would probably start from June last week or July first week.

Tough contest in DBA polls today

The Nagpur District Bar Association (DBA) would be conducting polls for selecting its executive body on Friday. The elections will be from 10am to 5pm. The counting would take place the same day from 5.30pm onwards and results will also be announced by late evening. Around 42 candidates are in the fray for 17 executive posts.

The 135-year-old body is going for its much-awaited polls as the two-year term of Dipak Kolhe-led body comes to an end. A 10-member panel has been constituted for smooth conduct of the polls. DBA has over 4,000 members and a tough fight is speculated between various groups. On Thursday, the contestants were seen meeting their colleagues while appealing to them to vote in their favour.

The candidates for the post of president are - Ravi Bhoyar, Jagdish Gaidhane and Sudeep Jaiswal. Abhay Jikar, Ram Anwane and Manoj Sable are competing for the post of general secretary. Kamal Satuja, Vilas Raut, RP Thote, Pramod Upadhyay and Kailash Vyas are vying for the two posts of vice-president. Aruna Balpande, Archana Ramteke and Sunil Dawda are standing for the post of treasurer. For the post of library in-charge, the contenders are BV Chawhan, Sandeep Dongre, Shreesh Ingle and IH Qazi. The contenders for the two posts of joint secretary are SN Abhyankar, PK Bezelwar, Deepak Gadewar, Arpana Kabra, Anant Neware, Mahesh Raut, Prashant Sakhare and Anil Sanwal.

The voting will be held at the second floor, district court premises. The arrangement of voters has been decided. The candidates with surname beginning with letters 'A' to 'K' are in first booth and have been allotted room 214. Those with surname from 'L' to 'R' are in second booth and those with 'S' to 'Z' in third and have been given Room 224 and 201 respectively. The total number of voters is 3,035. This is because a section of members are ineligible for various reasons. They are instructed to get a voting identity card. Use of mobile phones in booths has been strictly prohibited.

Besa builders challenge NIT demolition notices

In an interesting twist, the builders of allegedly illegal high-rise buildings and townships in Besa-Beltarodi region have challenged the demolition notices served to them by Nagpur Improvement Trust (NIT) between March 23-25. The Nagpur bench of Bombay High Court on Wednesday issued notices to the state urban development department secretary and Nagpur Improvement Trust (NIT) on a plea filed by the builders' lobby.

A division bench comprising justices Dilip Sinha and Ashok Bhangale directed that the petition be clubbed with another filed by Anil Wadpalliwar, who cited TOI and other media reports to allege that hundreds of buildings and townships in Besa-Beltarodi region have been built without following basic rules and regulations. Even Development Control Regulations (DCR) were thrown to the wind and there is gross FSI violation by the builders, Wadpalliwar had alleged. The judges have fixed the next date of hearing as May 4.

The latest petition was filed by Gramin Builders and Developers Association, which challenged notices served to them by NIT between March 23-25 for demolition of their alleged illegal structures. During last hearing, the collector had revealed to the court that as many as 1,460 constructions, including various high-rise buildings and townships in Besa-Beltarodi region flouted all norms. Through an affidavit, he informed that these structures had been built without seeking permission from the competent authority as per section 18 of Maharashtra Regional Town Planning (MRTP) act, 1966.

The affidavit further said that the collector is empowered to grant permission for change in use of land and its development. Moreover, the government through a notification of August 31 last year, under Section 40 of MRTP Act, had recognized NIT as special planning and development authority for the metropolitan area. The notification also stated that various violations like excess floor space index (FSI) and unauthorized constructions are to be dealt by NIT. The new petitioners have also challenged this notification.

Chavan attends mass-marriage ceremony

agpur, Apr 28 (PTI) Maharashtra Chief Minister Prithviraj Chavan today attended a mass marriage ceremony, where 773 couples tied the knot, at Nagbhid in Chandrapur district. The function had been organised by `Vijay Wadettiwar Mitra Mandal', and witnessed a huge turn-out. The couples belonged to various communities. Speaking on the occasion, Chavan said such functions were necessary to promote communal harmony. He said that government was committed for the welfare of Dalits and tribal community, and yesterday the state had issued transit passes to tribals to sell bamboo, for the first time in the country. Interns involved in tiff with IGGMC parking contractor

Interns and some undergraduate students at the Indira Gandhi Government Medical College (IGGMC) had a tiff with the persons managing the two-wheeler parking late on Thursday night. However, the issue was resolved amicably with the help of the police and the civil surgeon of the hospital.

Amul Rawankar, general secretary of the interns association told TOI that the persons managing the two-wheeler stand had been harassing students for the last few months. They would specially harass girl students by demanding to see their identity cards every time even though they knew all the students by sight.

"They would purposely close the gate even after seeing the plus sign on their vehicles. Today, the person managing the parking followed a group of students going out of the college for dinner. He started an argument with them over a trivial issue. The issue was resolved after the civil surgeon and police reached the spot," he said.

Vaibhav Lamdhade, secretary of students association at IGGMC, confirmed the incident. "The parking operators have been harassing us for over one-and-a-half months. Yesterday too they troubled girl students. Tomorrow we will discuss the issue with the college authorities," he said.

For MPhil students, NU's a bitter pill to swallow

Nagpur University's strange ways of functioning has left 11 meritorious students in a spot of bother. The students appeared for the M Phil exam twice, but were declared unsuccessful on both the occasions. Their first attempt was in 2009, but NU delayed the results which were declared on August 17, 2010.

The students failed. They challenged the result but nothing changed. They appeared for the supplementary exam on October 25, 2010 the results of which were announced in April. Again, no student cleared the exam leaving the entire batch a baffled lot.

A 'victim', Harsha Patil feels the results were unfair. "All of us are meritorious students. We solved the entire paper. All of us cannot fail," she said.

Another student, Rajeshri Tiwaskar echoed similar views. "Despite revaluation, all of us failed. We are yet to get a proper explanation," she said. "Our exam centre was in a pathetic condition. There was a big bee-hive under my chair. It distracted me," she added.

Most examinees are well qualified teachers. They appeared for the exam to better their credentials. The results have left them distraught. Meanwhile, university officials refused to comment on the issue.

From Australia to India, on the path of enlightenment

At the tender age of 14, when most teenagers are living it up, Bodhicitta's world was shattered by her father's sudden death. She, however, found solace in Buddhism and decided to give up everything. In search the meaning of life, she came to India all the way from Australia. She has now settled in Nagpur for almost a decade and is helping the deprived sections of the society live a better life.

"Anyone interested in eastern religion knows India. It's the land of Buddha and it's my duty to physically give it back what it gave me spiritually," she said. She came to India almost 18 years back and spent her initial years meditating at Rewalsar in Himachal Pradesh. She also trained under the Dalai Lama for about four years before finally deciding to devote her life for the uplift of Dalits. "I am a part time mediator and a part time social worker. My aim is to become a perfect human being," she added with a proud smile.

Police book MSSIDC chief Philip

 Kotwali Police has booked DG Philip, managing director of the Maharashtra Small Scale Industries Development Corporation (MSSIDC), for allegedly threatening BJP corporator Girish Vyas who has been alleging scams in the corporation since last two years.

Vyas has stated in the complaint that Philip rang up from his mobile (No. 9619002300) on Vyas' mobile (no 9373222215) at 11.12am and threatened him with life. The BJP corporator claimed that the conversation lasted 38 seconds.

Vyas later told the media that Philip had become unnerved by his relentless effort against corruption in MSSIDC and hence had threatened him.

On Friday afternoon Vyas had received a tip-off that Philip was in MSSIDC office with a few staffers from 10.30am. He immediately sent two supporters who locked up the office. Philip, however, broke open the lock and left the office before Vyas reached there. The BJP leader had alleged that Philip was in the office on a public holiday to favour certain industrialists.

MSSIDC has been hauled up by several BJP leaders for selling coal allotted to small scale industries in the black market. BJP state president Sudhir Mungantiwar had recently written a letter to chief minister Prithviraj Chavan demanding an inquiry. Industries minister Narayan Rane had promised to set up an inquiry by a senior IAS officer on demand of several local MLAs.

TOI had exposed a scam in MSSIDC wherein coal was being sold in black market by showing sales to non-existent units on the records. Illegal sale of coal is rampant no matter which agency is in-charge. MSSIDC's predecessor National Consumer Cooperative Federation (NCCF) had faced a CBI inquiry. MSSIDC replaced the NCCF in 2006 but not much has changed.

Self-styled 'avatar' of Buddha, Dr Ambedkar booked

The bearded Godman kept his arms tied with handcuffs. His legs were also shackled with chains, and another chain joined the cuffs securing his hands and legs. Dilip Gajbhiye, in his thirties, seemed to wear the chains proudly, to justify the godly name adopted by him, Shree Sant Vikhteshwar Bediwale.

Based at Dhariwal layout in Yogi Nagar, the baba enjoyed a following of a sizeable number of devotees and described himself as an incarnation of Dr Babasaheb Ambedkar and Gautama Buddha. Gajbhiye used to cite his birthday on April 14, which is also the birth anniversary of Ambedkar, to authenticate his claims.

This turned out to be his undoing, as some followers of Buddhism took umbrage at his antics and claims in the name of these two figures. Local residents of Yogi Nagar dragged him to the Ajni police station on Sunday.

Ajni police booked Gajbhiye for fraud under the Indian Penal Code (IPC) and other sections of Drugs and Magical Remedies (Objectionable Advertisement) Act. He was placed under arrest. He was charged for assuring to cure his devotees of ailments, ill luck and other problems, including improving one's luck or getting a job. He had allegedly promised Devendra Meshram, a local citizen, to cure his stomach pain for Rs 1,000.

Gajbhiye's downfall began when he left Buddhist followers miffed and hurt their religious feelings. He got himself photographed in the nude, and placed the frames beside those of Ambedkar and Buddha. Apart from calling himself an incarnation of these legends, he claimed to be an 'avatar' or incarnation of Takalghat-based Baba Vikhtut, who is also considered a prominent spiritual personality in the region.

Gajbhiye even took out a rally on April 14 to observe as Babasaheb Ambedkar jayanti, from Dhariwal Nagar to Jai Bhim Nagar. He also exhibited the photograph of himself in the nude along with Buddha and Ambedkar.

Bhante Harshdeep, a monk residing at Chandramani Nagar, said there was no place for blind faith and superstition in Buddhism and such practices are barred in Buddhist culture. "The person concerned cannot hurt the religious sentiments of the community. He was also indulging in blasphemy by equating himself with the lord," said the monk.

However, Gajbhiye's supporters had also assembled at the police station and refuted the charges levelled against him, claiming that he was indeed equipped with special powers. "We will fight these allegations legally," said one of Gajbhiye's followers.

Jayaswal to fly high with new plane soon

Among those who will exchange wedding vows during the ceremony are 22 Muslim couples, two Christians, 198
dalits besides tribals and non-tirbals, former Maharashtra minister Vijay Wadettiwar, who is hosting the event, told reporters in Nagpur.

Wadettiwar said there are also 28 inter-caste couples, who will receive Rs 50,000 cash from the state government, while those from scheduled caste and tribes will get Rs 10,000 from the government.

The mandal hosts the event annually but in 2011 the figures are higher, the Congress MLA said.

Each couple would be given a brief case, a water purifier and a gold plated 'mangalsutra' (sacred necklace). About three lakh people are likely to have wedding meals during the event, he added.

Wadettiwar, who represents Chimur Assembly constituency, said chief minister Prithiviraj Chavan, his predecessor Ashok Chavan, union Rural development minister Vilasrao Deshmukh, union social justice minister Mukul Wasnik, AICC secretary Mohan Prakash, MPCC chief Manikrao Thakre are expected to be present on the occasion.

Actors Jackie Shroff, Sonali, Kulkarni, Nisha Parulekar, Asrani, Sunil Pal and Ashutosh Rana, would also be present, he added.

High winds, hail take a toll of orange crop

 The hailstorms on Wednesday and Thursday in the region have damaged the ambia bahar crop of orange to a large extent. The rain and hail have caused almost 50% fruit drop at most places. This is the second consecutive year that orange growers are facing the fury of nature and suffering huge losses.

Taking note of the situation, the National Research Centre for Citrus (NRCC) has asked orange growers to take necessary precautions to prevent any further loss of fruits. Director NRCC VJ Shivankar told TOI that a team of scientists from the centre visited five villages in Kalmeshwar taluka to check on the quality and amount of damage, and found that the crop was severely damaged.

"In fact, due to very high speed winds accompanying the hailstorm, trees have been uprooted in many orchards. At some places, the hail has damaged parts of trees like bark and stem so badly that it will take another 2-3 years for the trees to get back to normal health again. NRCC is issuing guidelines for farmers to prevent any further loss due to these weather conditions, which may cause phytophthora infection," he said.
Besides Kalmeshwar, reports of damage are also pouring in from Ramtek, Kondhali, Saoner, and Katol belts. Shivankar says that though the damage is sporadic, the level of damage at affected places is very bad.

This year hailstorm and other weather conditions had severely affected the fruit formation in orange. The fruit size too si small. The fruits that are of normal size are dropping in large numbers in the wind and hail.

Kundan Kalambe, a farmer from Tiwsa in Amravati district, said, "This year there has been huge damage due to fruit drop. The damage is almost 50%. We do follow NRCC and PKV instructions, but in reality these measures cannot restore damage to desired levels. Only a minimum of fruit crop can be saved using these chemicals and techniques."

Uday Patil, Nagpur district superintending agriculture officer, and Nitin Rathi, a Zilla Parishad (ZP) member, said that the administration has already formed a committee to assess the damage on behalf of revenue and agriculture departments and the ZP.

Nagpur news :- Hectic lobbying on for zone chiefs' post

Even though the Nagpur Municipal Corporation's (NMC) new zonal committee chairpersons will get a short tenure of just seven to eight months, hectic lobbying is on among Bharatiya Janata Party (BJP) and opposition corporators to head the zonal committees for year 2011-12. The present zonal committees completed their term on March 31.

Two years ago, NMC had decided to turn its 10 zonal offices into 'mini NMCs', each to be run by a zonal committee. The zonal committees, comprising 15 to 17 members (three representatives from NGOs and 12 to 15 corporators), have tenure of one year from April 1 to March 31.

This year, the ward committee elections will be held on April 25, 26 and 27. As per schedule announced, elections for Laxmi Nagar, Dharampeth, Hanuman Nagar and Dhantoli zones will be held on April 25, those for Nehru Nagar, Gandhibagh, Satranjipura and Lakadganj will be conducted on April 26, while elections of Asi Nagar and Mangalwari zones will be held on April 27.

Last year, eight corporators- Sanjay Bonde (Laxmi Nagar), Avinash Thakre (Dhantoli), Kailash Chute (Hanuman Nagar), Sudhir Raut (Gandhibagh), Jayashri Jambhule (Satranjipura), Vivek Tarase (Dharampeth), Neeta Thakre (Nehru Nagar) and Hitesh Joshi (Lakadganj)- of Bharatiya Janata Party led Nagpur Vikas Aghadi (NVA) swept the zone committee polls while Bahujan Samaj Party corporator Habib-Ur-Rehman Ansari (Asi Nagar) and Pushpa Malikar (Mangalwari) won in remaining two zones.

This year, all 10 zone committees will get a budget of Rs 10 to Rs 12.5 crore each for carrying out developmental works like construction and repairing of internal roads and nullah cleaning. NMC has planned to increase the annual zone committee budget up to Rs 125 crore for the current financial year, a senior NMC official said. "Each committee will get funds based on population of respective zone," he added.

Nagpur news :- State assembly accepts petition on Nazul problem

 State assembly speaker Dilip Walse-Patil has accepted a petition submitted by residents of Dhantoli on the Nazul problem. They had pointed out the problems faced by Nazul plot owners in lease renewal, transfer and change of name.
South-West Nagpur MLA Devendra Fadnavis had presented it to Walse-Patil in the House, who sent it to a legislative petition committee. Such committees are headed by deputy speaker and comprise MLAs and concerned officers.
Fadnavis told the speaker that large number of people living in cities of Vidarbha are Nazul lease holders. The leases had to be renewed every 30 years. In last few years the government had made some unreasonable changes and increased the annual rent as a result of which leases of 60,000 plots had not been renewed.
In Nagpur, lease of over 11,000 plots in Ramdaspeth, Dharampeth, Dhantoli, etc had not been renewed. Residents of Dhantoli had moved the High Court against change in lease renewal conditions. The HC had ruled in their favour stating that the leases were perpetual in nature and government could not collect unearned income from the lease holders. The government, however, took a stand that as state cabinet had taken the decision only it could change.
Fadnavis further said that government in June 2007 had increased the annual rent of a plot admeasuring 250 square metre to around one lakh, which was unbearable for most plot owners. The calculations were made on the basis of ready reckoner rates and prime lending rate (PLR). The then revenue minister had stayed this GR in December 2008 on Fadnavis` request but then the government claiming that duration of the stay had expired terminated the old mechanism of lease renewal.
The government had promised in monsoon session of 2010 that it would issue new directions for renewal of Nazul leases in Nagpur and Amravati divisions. The lease holders would be asked to submit an affidavit that they would abide by the decision of HC and government in this matter. Minister of state for revenue Prakash Salunkhe had promised to sent the proposal to cabinet soon but it turned out to be one of usual promises that government does not intend to fulfil.

The High Court Bar Association (HCBA) of Nagpur has appealed to the chief justice of Bombay High Court to reschedule the summer vacations by about two weeks, so that they end in June second or third week. The lawyers body even passed a resolution in this regard on Wednesday at its general body meeting citing the soaring temperatures in the region till June third week.

Interestingly, the association had made similar requests during the tenures of senior counsel Shrihari Ane and Kumkum Sirpurkar when they were at the helm of affairs at HCBA.

The resolution reads "the summer vacations of high court judicature at Bombay, Nagpur bench, be rescheduled so that it could commence from third week of May every year (after May 15) and continue till third week of June (At least till June 15) so as to avoid inconvenience being caused to the lawyers and litigants due to immense heat during this period". It further states that this resolution is passed in continuation of previous requests and the chief justice is requested to rearrange the same.

HCBA president Anil Mardikar confirmed that it was long pending demand of the lawyers as well as litigants. "In June, extreme temperatures are a foregone conclusion in the region. We don`t want an extension in vacation. We just want its rescheduling, so that people from the area get respite."

He added that earlier also they had sent similar requests to the chief justice but no action was taken. "All the HCBA members overwhelmingly supported the move," Mardikar said.

Defending the HCBA decision, member Anil Kilor stated that the sun was always at its peak from May to entire June in the region and therefore the lawyers wanted to slightly defer the vacations. "Citizens can`t even imagine how difficult it is to stand in a black coat and gown in summers. In courtrooms it`s OK, as there are air conditioners. But once you`re out, it`s a horrible experience. All problems like itching and perspiration start in this season," he said.

Meanwhile, in another resolution passed by HCBA`s general body, it has lauded efforts by Gandhian Anna Hazare in his fight against corruption and supported his cause for passing and effective implementation of the proposed Lokpal bill.

Earlier, the District Bar Association (DBA) had passed a similar resolution expressing their support to the anti-corruption crusader. The HCBA also appealed to its members to inform other side of counsels before seeking adjournment of cases to avoid inconvenience to others. The appeal came after the judges pointed out that lawyers sought adjournment without informing their counterparts.

Nissan opens new dealerships in Nagpur, Kolkata

Nissan Motor India on Thursday opened two new dealerships in Nagpur and Kolkata, taking the total number to 32 across India, a company statement said.

The opening of the Navnit Nissan dealership in Nagpur and that of Chandrani Nissan in Kolkata marks Nissan’s dealership expansion strategy to reach commercial coverage in more than 78 per cent of the national territory, the company said in a statement.

In an endeavour to achieve maximum customer outreach, this marks the entry of the first dealerships of the global car maker in Vidarbha and West Bengal regions respectively, it said.

“We are delighted to bring Nissan to the customers in Nagpur and Kolkata. We are aware this is a very important phase of our journey and we stand by our commitment to provide Indian customers with a full range of products and services,” Nissan Motor India’s Managing Director and CEO, Mr Kiminobu Tokuyama, said.

Nissan Motor India has appointed Hover Automotive India as an exclusive strategic alliance partner to handle sales and marketing, dealer development, customer relationship management and after sales in the country.

With its dealers operational in major cities across the country, the company aims to have more than 100 dealers by 2013.

Nagpur news :- NMC school shows the way

The Nagpur Municipal Corporation`s MAK Azad High School and Jr College in Buddha Nagar, Asinagar zone, is the first civic-run educational institute in the region to have installed rainwater harvesting in its new building, thus setting an example for others.

Depletion of groundwater level in the city remains a cause for worry and has led to scarcity of water. Rainwater harvesting is not much expensive, effective and helpful in augmenting the groundwater level, if implemented properly. Asinagar zone suffers the most every summer with NMC struggling to provide water using tankers. The situation hasn`t changed much over the years and residents in the area continue to complain about irregular water supply.

The NMC school authorities are thus being lauded for their efforts. First proposed by corporator and education committee head Pushpa Ghode, the idea appealed to the school principal Farooque Ahmed Khan who earmarked Rs 20,000 from the school`s contingency funds for the project. "It took the contractor less than 20 days to complete the project," he said.

Ghode was supported by corporator Rajinder Singh Babra. She is now urging other schools to take cue and set up similar systems to save water. "By implementing this system, we wish to send across a strong message to students stressing on the need for water conservation," said Khan.

Although the Nagpur Municipal Corporation has made it mandatory for new constructions above 250 sq mtr or 2500 sq ft to install water harvesting mechanisms, it is not being implemented in true spirit. During the hearing of a PIL filed by Ajay Tiwari in February this year, Maharashtra government had informed the High Court that it will issue a notification within four weeks making it mandatory for the builders to have rain water harvesting system in all new buildings.

A source from town planning department of NMC informed, "We do not clear building plans without rain water harvesting now." In case of non-compliance, the NMC can levy a fine of up to Rs 1,000 per annum per 100 square metre of built-up area.

Ghode said, "Most of the NMC schools have large campuses with ample open space, which could be utilized for such a water storage system. This will not only solve the problem of water shortage in schools but also create awareness."

The NMC hadn`t made a fixed budgetary allowance but school authorities are free to use the contingency funds for such purpose. "Before monsoon, we will clean the well too and start accumulating the runoff water in it. Once the well is filled, we can consider using the water for washing or cleaning," said Khan.

The ironic part is that while school authorities are working towards water conservation, TOI found a number of trees cut in the school premises.

Oops! School got it wrong

WELL NOT CLEANED: All the accumulated water will be directed through pipes to an underground filter chamber of four feet. The chamber is filled with layers of charcoal, fine sand. The filtered water will then be allowed to accumulate in a dirty well behind the school building. If the well is not cleaned, the entire exercise will be futile.

CHOP, CHOP: While rain water harvesting is a good sign, the school authorities have not got it right by chopping a few full-grown trees which were the along the boundary wall. The school is constructing an extension building.

High liquor rates leave drinkers low

Tipplers in city are an agitated lot. Instead of a high, the steep rise in liquor prices due to higher excise duty may to leave them feeling low. Liquor sales, which have been normal so far, may eventually take a hit, say vendors. The effect of central and state governments increasing duties on liquor is being seen from April 15. The state hiked the excise duty on liquor to 300% from 200%. This is has resulted in all brands seeing a significant jump in retail prices.

The biggest dent is apprehended in the entry level brands of rum and whisky, considered to be common man`s hard drink. Regular customers may find these brands too dear. Rums like Old Monk and Red Rum, and whisky like McDowell`s or Officers Choice form a major part of the sales at the liquor counters. The trade fears a major hit in sales if the consumers preferring such brands go away.

"Almost 30,000 cases of basic brands are sold each month in the city. Brands like Old Monk or Officer`s Choice are the middle class` liquors. Given the purchasing capacity of this segment it is feared that the new prices may become unaffordable for many," said Prakash Hemrajani of Grand Bar who also runs a wholesale liquor business.
A quarter bottle of such brands which was earlier priced at Rs 63-65 now costs Rs 99, a hike of over 50%. Similarly, price of certain brands of Vodka considered, slightly superior, has gone up to Rs 125 from Rs 80 for a quarter bottle, he added.

The basic brands are followed by the deluxe segment that sells around 12,000 cases a month. The price hike is expected to have an impact on its sales too. For the rich, who prefer scotch or premium Indian brands, it may not make much difference. Hardly 250 cases of the premium brands are sold in Nagpur each month, said Hemrajani. Beer sales may also remain stable as it has seen lower rise in taxes, say traders.

Rameshbhai of Liberty Bar at Sadar said though the sales have been normal so far, the impact would be seen in a week or so when the consumer begin reacting to the new price regime. "Once you enter a bar you end up buying something, even if the prices have gone up. But you would think twice before going next time," said the manager at Lahoree Deluxe bar in Dharampeth.

Some liquor shop-owners said they had already started feeling the pinch. Ram Sharma of Ankur Wines also at Dharampeth said his sales had come down almost 30%. Hemrajani too confirmed a similar dip in wholesale business.

The new printed rates of some premium brands as well as regular Vodka are yet to be announced which provides a temporary relief, added vendor. "The market would adjust to the situation, as there is a likelihood of an entirely new range of basic level brands being launched, priced at Rs 80 a quarter bottle. This is affordable enough for middle class consumers. A couple of such brands like Old Tavern and Haywards Wine have already been already registered," said a leading wholesaler from the city.

Regulars, however, complain that it may lead to many to turn to country liquor. "Occasional drinkers may ride it out but there is a large section of regular consumers. Many of them may turn to cheaper country liquor," said lawyer Srikant Maroskar. It may also encourage spurious liquor business, added Mangal Singh, a resident of Sadar.

nagpur news -A month after rap, Karajgaonkar got promoted

Accusations have come and gone against Nagpur division`s deputy director (education) but till date there was no knowledge of even one which stuck. But here`s the first: There was a time that Mahesh Karajgaonkar actually got a rap on his knuckles by his department headquarters which ordered that his nearest pay increment pay be stopped for a year.

However, this rap did not hamper Karajgaonkar`s career graph at all as within one month he was all set to join the Pune office on promotion! As TOI had reported earlier, Saoner MLA Sunil Kedar lobbied with the government to get Karajgaonkar posted back on promotion to Nagpur division.
The irony is that Karajgaonkar got posted as head of the same Nagpur division where he was found guilty of breaking the rules!

The case pertains to a school called Jeevan Vikas Prathmik Shala where a teacher named BA Daund was appointed in violation of the rules. As per rules, new teachers cannot be appointed to government-aided schools till there is availability of manpower in the surplus pool.

This surplus pool was created when rules were tweaked and the student-teacher ratio got skewed. Due to this, there were many teachers who found themselves without classes to teach but continued to be on government`s payroll. For administrative purpose they were notified as `surplus teachers`.

According to Nagpur Zilla Parishad Karmachari Mahasangh`s (NZPKM) president Rajendra Gangotri, appointment of teacher for Jeevan Vikas school should have been done from the surplus pool. "However Karajgaonkar fraudulently appointed Daund in 2002. Karajgaonkar then backdated the appointment letter to 1999 for which part of the balance payment was withdrawn from government coffers. But the department caught up with the act and Karajgaonkar faced the departmental inquiry," said Gangotri.

The departmental inquiry was formed in November 2008 under DM Phadke who submitted his report after 11 months. The government order, based on the inquiry report, says, "The inquiry officers have found Karajgaonkar guilty under the charges made against him …. accordingly Karajgaonkar`s nearest pay increment will be stopped for one year (but not to have effect on future increments)."

Daund paid the back the excess money which he had received, but the NZPKM feel this was part of a bargain facilitated by Karajgaonkar. "Had the money not been paid back to the government, then Karajgaonkar would have been in great trouble. Hence, he coaxed Daund to pay the money which probably was shared by both of them in the first place," said Gangotri.

Officials in Mumbai who had prepared the government order, based on the inquiry report, were unavailable for comment as they had been transferred from the department. Karajgaonkar is now the top boss of the same department in which he was found guilty. NZPKM members say with Karajgaonkar being at the helm of affairs, he may very well manipulate evidence in other complaints against him.

MSEDCL digs up road twice for same job

 If you have to dig up a road for laying two cables, then common sense dictates you will apply for both permits and finish the work simultaneously to save money and minimize inconvenience to road users. However, callous MSEDCL officers, who are neither bothered about the company's money nor road users, dug up the same road twice in a span of two months to lay two cables.

This has caused a loss of at least Rs 5.5 lakh to the company which will be subsequently recovered from consumers through the power tariff.

MSEDCL had dug up a 1.5km stretch of East High Court Road, from RPTS Road to Central Bazaar Road, about four months ago to lay four 11 KV cables under phase I of infrastructure upgradation plan. The cables were placed inside a duct, which was covered by a concrete slab. A few days later, the road was again dug up to lay 33 KV cables under phase II of the plan.

Shockingly, the 33 KV cable duct was adjoining the 11 KV one. When road was being dug up for laying the 33 KV cable, the 11 KV duct including the top slab was damaged at many places. Now, MSEDCL is once again laying another slab adjoining the old one.

A P Joshi, physical training instructor of Ambedkar College, said that there seemed to no end to road digging. "There seems to be no logic for digging up the road twice by a single agency. In the coming months NMC will dig up the road for laying water pipelines. Then it will be the turn of telecom companies. Nobody thinks about the common man."

Joshi further said that students were unable to enter the college premises with their vehicles from the main gate. "The building material lying on a portion of road has made the stretch slippery."

Arvind Lade, pharmacist with Bombay Chemist, and Atish Walke, who works in a photocopy centre, said that their customers had a lot of difficulty crossing over the trench. "There is no logic in doing the same job twice," Lade said.

When any agency applies for a permission to dig up the road it has to pay a charge of Rs 2,45 per metre. In addition, it has to give an undertaking that it will refill and tar the road, which costs between Rs 350 per metre. Thus the cost comes up to around Rs 18 lakh for this stretch.

While project in-charge executive engineer D M Meshram said that he applied for permission from NMC as and when a particular work was sanctioned by head office, one his colleagues admitted that had the two cables been laid simultaneously it would have at least saved 30%.

Mahindra REVA launches REVAi in Nagpur

The Mahindra Revai will now be available at select Mahindra Dealer outlets in Nagpur. Mr. Pavan Sachdeva, General Manager – Sales & Marketing, Mahindra REVA said, “We are delighted to launch the REVAi in Nagpurr where there is already a great deal of interest in our vehicles. With issues such as climate change and carbon footprint taking centre stage globally, eco-friendly transportation has become the need of the hour.”

The company has also tied-up with Mahindra finance which will enable them to offer customers a unique financing plan. REVAi buyers can now pay an interest free, refundable deposit of Rs. 1 lakh, followed by monthly0instalments of Rs. 8283 (Rs. 2,98,188 in all) for a period of 3 years and drive home a REVAi. At the end of 3 years, the customer can either continue using the car by surrendering the deposit  or return the car and claim the refundable deposit of Rs. 1,00,000/-.
The REVAi is a technologically advanced car equipped with a `boost’ mode for acceleration and power. It also has a ‘hill restraint’ feature which allows enhanced negotiation on slopes. As an eco-friendly and economical car, it offers ease of driving without clutch and gears. Further, the vehicle can drive at 80 km per hour with acceleration from 0-40 km in 7 seconds. The car also has a regenerative braking system by which energy is pumped to the battery while slowing down or applying the brakes.

UGC sanctions model college to Gadchiroli

Even as the fate of the much-hyped Gondwana University hangs in limbo, the backward district of Gadchiroli has a reason to cheer. The University Grants Commission (UGC) has sanctioned a 'model college' for the Naxal-infested district as part of its ambitious programme through which it plans to establish 374 such colleges in educationally backward districts (EBDs) across India with a motive to increase their gross enrolment ratio (GER).

Interestingly, the college would begin from next academic sessions commencing in June and the apex higher education body has also sanctioned about .`2.5 crore grant for setting it up, which is the highest amount sanctioned for a college in the body's 87-year-old history so far. The college would be set up with a total grant of .`8 crore of which about .`5.50 crore would be given by the Maharashtra government.

Registrar, Mahesh Yenkie confirmed the development to TOI stating that NU received a letter from UGC on Monday itself where it mentioned that additional funds would also be sanctioned if required. "The funds are initially granted for building and employing staff. The classes will formally begin from our sub-centre in Gadchiroli from this year and subsequently will be transferred to new building after its completion," he said. UGC had envisaged this plan in 2006 which was later endorsed by Prime Minister Manmohan Singh in his independence-day speech in 2007 where he defined its objectives stating that it will cater to needs of students from backward districts so that they get access to quality education. As per UGC survey, Maharashtra has seven EBDs – three in Konkan and two in Vidarbha and Marathwada each. Of them three districts had been allotted model colleges by the UGC.

"We worked hard for getting these colleges in the state. The UGC has sanctioned them at Hingoli, Jalna, apart from Gadchiroli," Sunil Kulkarni, officer on special duty to minister for higher and technical education Rajesh Tope told TOI. He added that all these colleges would be constituent to the respective universities and UGC would share one third of the total cost while the state would chip in with remaining amount. "The col-lege would basically offer undergraduate courses in arts, commerce and science faculties," Kulkarni informed.

Yenkie credited entire NU team especially deputy registrar Prashant Mohite who took special efforts in getting the prestigious project for Vidarbha. "Under vice chancellor Vilas Sapkal's guidance, our team worked efficiently. The proposal was submitted on March 21, the UGC convened a meeting on March 28 and funds were officially sanctioned on April 8 through a letter by the UGC," he said. After six decades of independence, Gadchiroli had got its first engineering college last year from Chandrapurbased Potdukhe group. However, it stills awaits its longawaited dream of Gondwana University.

Ragging scandal hits govt dental college

 After the VNIT ragging case, the scourge seems to have hit Government Dental College and Hospital. College authorities are busy inquiring into a ragging scandal that has rocked the campus. They received a letter from a former student last month complaining about alleged ragging he had to endure while in college.

Viraat Jayswal (name changed), a Pune resident, had enrolled in the college in September 2010 as a fresher but went back to his home town within four months without citing any reason. In February, he applied for cancellation of his admission and requested that all his original documents in college possession be handed back to him. A month later, he sent a letter to the college detailing the actual reason for his leaving the college.

In the letter, Jayswal said he was the victim of prolonged ragging by seniors at Dental College students' hostel. He claimed he was beaten up so badly during one incident that he had to take medical treatment at Government Medical College and Hospital. Jayswal named five seniors who he alleged tortured him mentally and physically. Out of fear of further harassment, he never reported the matter to the authorities. All the five accused were staying at the same hostel and hence he could not find the courage to stand up to them. Finally, when he could not handle the trauma he decided to return to Pune, Jayswal claimed.

Jayswal said he was filing the complaint because he did not want other students to go through the same trauma. He also named more victims, currently studying at the hostel, who had similarly suffered but chose to remain silent. Jayswal is so scared of the alleged culprits students that has not returned to Nagpur since filing the complaint.

Speaking to TOI, college dean Dr Vinay Hazare confirmed that the inquiry committee was formed on April 1 and that the final report should be presented within 'a couple of days'. "I want to make sure that the spirit and purpose of the Anti-Ragging Act is not defeated. The college acted immediately on receiving the complaint and we are following every procedure. This is the first time such a complaint has come to my office. I cannot comment more until final report is ready," he said.

Sources in college confirmed that the inquiry has found all five students guilty. Of the five, three are undergraduate students and two are interns. All five denied the charges completely but they were nailed on the basis of circumstantial and other evidence. Questioning of Jayswal's classmates and hostel mates continued till late evening on Wednesday.

A non-teaching staff member said on condition of anonymity, "there is no eyewitness to the event. However, Jayswal had taken treatment at GMC for injuries as he mentioned in the letter. The committee also spoke to a large number of hostel residents, teachers and classmates of both Jayswal and the accused."

When TOI visited the hostel, junior students refused to speak as their seniors were around. One of the seniors, however, said that the inquiry seemed one-sided as Jayswal never appeared personally before it. He added that Jayswal has only made allegations and had not supplied any evidence. This was the point on which some committee members had raised objections. It was suggested that Jayswal be given a date by which to appear before the committee to substantiate his charges. However, another senior committee member said a written complaint was enough to hold the inquiry as per the law.

Officers from two neighbouring police stations were also consulted during the probe. However, the college has yet to file an FIR in the case but may do so on completing its inquiry.
