MUHS breather for OTPT, nursing courses
: Maharashtra University of Health Sciences (MUHS) has set a deadline of September 15 for the correcting the staff and infrastructural deficiencies of the BSc nursing and the physiotherapy courses at the Government Medical College and Hospital (GMCH) and at other medical colleges. Failing to meet the norms by this deadline would result in these courses being permanently disaffiliated.

The strict stance of MUHS has finally stirred the directorate of medical education and research (DMER) into action. It has promised to fill up the vacant posts before the deadline. Dr Pravin Shingare, acting DMER, held meetings of deans and heads of the courses on Wednesday and Thursday and decided to fill up at least 80% posts at the earliest by redesignating them. "We will fill 80% posts within 15 days and admission process will begin immediately. Provision for infrastructure and equipment will also be made. We will not allow any harm to students," he said.

MUHS vice-chancellor Arun Jamkar told TOI that the colleges had been given enough warning and time to correct the deficiencies. "It is high time they took action. I can't have different rules for private and government colleges. When private colleges can get staff why can't government institutions," he asked. The VC said that on his part he had declared the results of the MSc nursing course in advance this year to help colleges pick up staff from the 150 fresh candidates who passed this year. Some 30% of the colleges do not have about 20% staff.

Strangely enough, the nine posts in nursing college at GMCH (one principal cum professor, one vice-principal, two associate professors and five lecturers) have been sanctioned since November 2005. Sill, in all these years despite yearly inspections by MUHS, Maharashtra Nursing Council (MNC) and the Indian Nursing Council (INC), the state government has not filled them up. The BSc nursing course is being run with 14 clinical instructors and some tutors. This is despite many of these being experienced and qualified with post-graduate degrees.

The INC visited college on May 18-19 followed by a MUHS team visit last week. Both once again pointed the deficiencies. "But nursing is not a priority for government," said a senior nurse who has been seeing the inspections for many years. The school of physiotherapy at GMCH too had been threatened with disaffiliation due to mainly staff deficiency. The course is being run with just three lecturers and a superintendent with deficiency of two professors and two associate professors.

Nursing troubles

NU issues show-cause notice to Saoner-based bogus college
The Nagpur University administration finally woke up to the serious issue of bogus colleges mushrooming in the city after TOI reported on July 17 about one such college in Saoner which had reportedly admitted over 300 students without applying for affiliation from NU. Even the college prospectus mentions its affiliation with the 87-year-old institution.

The NU issued notice to the 'Arts and Commerce College' in Khapa at Saoner asking them to immediately stop admitting students under the pretext of getting affiliation from the university. Director of Board of College and University Development (BOCUD) Arvind Chaudhary confirmed that a show cause notice was served on the college after getting reports of students being illegally admitted.

"We've received a complaint in this regard and decided to act on it. We've warned the college management of strict action in case the allegations made in the complaint was found to be true," he said.

He added that NU will also serve a legal notice through its counsel to the college, warning them of action against illegalities. "We never received any proposal of affiliation from the said college," he said.

TOI had earlier reported how the Saoner-based college was admitting students under the pretext of affiliation to the university.

Citing a complaint by Virendra Jumle, principal of Haribhau Arts and Commerce College, which is adjacent to the said college in Saoner, TOI had reported that the college management was hoping to get permission to run the institution through influential politicians in the Mantralaya. It, however flouted all rules by admitting about 300 students while charging a fee of Rs 800 each.

Even registrar Mahesh Yenkie confirmed receiving a complaint against the bogus college, saying, "we are serious about it and even discussed the issue in the recent meeting with vice-chancellor Vilas Sapkal and other senior officials. We have to check the nature of the complainant as to whether there are any vested interests," he had said.

Sources cited a similar example of Maa Jagdamba College belonging to an influential NCP leader which allegedly admitted students flouting basic eligibility norms. When NU refused to allow them to appear in exams, the students attacked the university premises causing large-scale destruction of its property and also tried to set ablaze the heritage structure.

Ironically, the college took affiliation at Koradi while running its classes at Bhagini Mandal in Sitabuldi in the city. The college management recently managed to bring affiliation at Nagpur city despite originally affiliated for Koradi campus, sources said.

Nagpur University disaffiliates CIIMC courses
The Nagpur University finally took action against Central India Institute of Mass Communication (CIIMC), after TOI on July 19 reported about how it was sleeping over the issue of bogus colleges and courses. Board of College and University (BCUD) director Arvind Chaudhary has disaffiliated as many as 10 courses run by CIIMC on Friday after getting final approval from vice-chancellor Vilas Sapkal.

A copy of Chaudhary's letter given to CIIMC, managed by Sunil Mishra who is one of the convicts of infamous fake marksheet and revaluation scam that rocked NU about a decade back, is in possession of TOI. It clearly stated that affiliation to 10 courses stood cancelled for the academic year 2011-12 as the college failed to renew them after getting permission from the government to start them on June 5, 2006. The college failed to start them in 2006-07 and 2007-08 and therefore the permission given initially for two years has lapsed.

Even the NU had granted first time affiliation during 2010-11 on specific condition that it would be subjected to obtaining renewal of permission from the state government. The courses which are disaffiliated included - Masters of fashion, textile and advertising management and bachelor of jewellery design, khadi production, animation and multimedia, production and TV, acting and film, business communication and fashion business management. As NU failed to take action on time, the college had reportedly admitted over 300 students and now their fate hangs in balance, sources said.

TOI had reported about government seeking explanation from NU bosses on alleged 'illegal' courses run by CIIMC through a letter by an officer VG Chandekar. The letter questioned the administration as to how it granted affiliation to the college to run those courses as their permissions had long expired as per Maharashtra Universities Act, 1994. NU was also told to specify reasons with relevant laws and sections behind granting affiliation to the courses. Chandekar had asked registrar to come up with an explanation as to how it granted affiliation to the new courses of CIIMC even as their syllabus was not prepared.

Strange are the ways of the Nagpur University. It takes four years to start a degree course after the sanction, but without any full time teachers. Moreover, it does not hesitate to run the course with 25 visiting faculty and prefers to take pride in the claim that their curriculum is one of the best in the country.

University Grants Commission (UGC) sanctioned the 'Molecular biology and genetic engineering' Masters course to the university way back in August 2007. But the university launched it in the current academic session as a two year four-semester course and yet it does not have a single full time teacher for it. And sadly enough, there are not many takers for the course. Despite a few botany students moving into the new subject, there are only 13 admissions so far out of the sanctioned 30 seats.

Adding to it, the course will basically be run in the botany department, using its infrastructure as the university is yet to sanction the building plan and buy the instrumentation for conducting the course with required quality. However, director of the Board of College and University Department ( BCUD)) and botany department head professor Arvind Chaudhary says that it is one of the best courses the university is offering in life sciences with the best possible syllabus and the only credit based course.

The subject, however, needs minimum one professor, two readers and four lecturers. Dr Chaudhary tells that UGC has sanctioned one reader and three lecturers in the last five year plan. But the university is yet to appoint even these teachers, as the state government is ready to take over the responsibility. "We would be asking for more teachers in the next plan. Till then we are calling visiting faculty and experts from all renowned national institutes in city," he said.

The university had got Rs 80 lakh (Rs 50 lakh for equipment, Rs 5 lakh for library and Rs 25 lakh for building) for starting the course in 2009. But it is yet to finalise the construction plan and float the tender for equipment. "Botany has all the required equipment and space to hold the course till then. The visiting teachers are just a stop gap arrangement. Gradually, we will get teachers," tells Chaudhary.

The students, who have joined the course as well as those taking the botany course, however, are not very happy with the idea. They see no connect with the visiting faculty, as they have little or no time at all to interact with students after the lecture. "Where do we go to get answers to our queries? In other subjects at least few teachers are available in their departments, while we have none. And still, university is charging Rs 36,000 for the course," said a student.

If the university authorities are to be believed and the course has the best curriculum, then it would need some extremely efficient teachers. But in the present arrangement, the practical will be conducted by the research students (either who have done their doctorate in the botany department or are doing the doctorate). "They are experienced enough to conduct the practical and in need, we can always ask the visiting faculty for guidance," said T Srinivasu, a botany teacher and one of the three members of the coordination committee for the subject. The other two members are AG Jadhav from zoology and GB Shinde from biochemistry department.
