With NU convocations on hold, a lakh await degrees

It can't get worse than this. Over one lakh eligible students of Nagpur University are awaiting their degrees as university hasn't been able to hold two convocations. The delay in constitution of statutory bodies like Management, Academic Council and Senate has led to delay in holding convocation ceremonies for two academic sessions of 2009-10 and 2010-11.

Sources said students who aim to pursue studies or work abroad are in trouble. After the bogus degree and marksheet scam of about a decade ago, the foreign universities and overseas employers insist on original marksheets, particularly from those who graduate from Nagpur University.

Controller of examinations (CoE) Siddharth Kane said that the 97th and 98th convocation ceremonies couldn't be conducted due to non-constitution of the Management Council and other statutory bodies. "The degrees of over lakh students might be pending, considering the fact that we confer over 50,000 degrees in each convocation," he said. The NU bosses were contemplating holding both convocations together, most probably by year end after statutory bodies were constituted, he said.

Kane added that NU was providing provisional degrees to such students while admitting the fact that many foreign universities insisted on permanent degrees. Ironically, even for getting a provisional degree, the students had to shell out money. "In cases where needed, NU awards them 'Certificate in lieu of degree' having signature of vice-chancellor and CoE for Rs 750, but with a condition that it would be valid until the convocation is held. After that they are issued a proper degree," he explained.

NU counsel Bhanudas Kulkarni said degrees could not be conferred without holding convocation. "There are statutes that don't permit bestowing a degree without holding convocation. Even vice-chancellor doesn't have powers in this regard," he informed.

However, president of Vidyapeeth Vidyarthi Sangram Parishad (VVSP) and NU senate member Mohan Bajpayee questioned the university bosses' nonchalance terming it "ridiculous". "The universities are meant for the students and if students suffer, then rules need to be amended," he said.

He added that there was no point in citing non-constitution of statutory bodies for the delay. "When you can pass budget without these bodies, conduct entrance test for PhD, and even form ad hoc statutory bodies for clearance of thesis leading to PhD, the VC can certainly do it in his capacity as a special case," he said.

"The bosses delayed the entire procedure of formation of these bodies. They are insensitive towards the future of students," Bajpayee claimed.

Even during tenure of former VC SN Pathan in 2008, the officials postponed two convocations in their attempts to corner glory by conferring DLitt on melody queen Lata Mangeshkar. It led to multiple problems for the students who went to study in other universities or got jobs abroad. Even then, Lata herself refused to come to Nagpur citing health reasons.

Education must make students employable

Maharashtra governor K Sankaranarayanan on Sunday stressed on the need to reform higher education sector with a view to make students more employable. He was speaking to TOI on sidelines of foundation stone laying ceremony of Nagpur University's molecular biology and genetic engineering department at its campus on Amravati Road. The new department building would come up near the botany department.

"The graduates are finding it difficult to get jobs. Unemployment is growing. If they fail to find a suitable job, it results problems in the family. Innovative and job-oriented courses should be devised so that when a student passes out from the college is able to land a decent job," Sankaranarayanan, who is also chancellor of all state universities, said.

He added that he had raised the issue of education sector reforms during recent meeting of joint board of vice chancellors (JBVC) in Pune. "I've asked the VCs to focus on research and new courses. Perhaps vocational university can fill up this huge vacuum between demand and supply," he stated.

Expressing concern on large number of engineering seats remaining vacant, Sankaranarayanan said some years back the students community was attracted to these courses owing to boom in IT sector. "Students are, however, again shifting to the traditional branches like civil and mechanical due to lack of IT sector jobs," he remarked.

Earlier, NU vice-chancellor Vilas Sapkal who gave a presentation before the chancellor, informed that the university was focused on developmental activities like new administrative building, implementation of choice-based credit system (CBCS), and introducing semester pattern in various courses. "We have also informed them on our plans to introduce five-year integrated programmes and use of information and communications technology (ICT) in teaching and research," he said.

HCBA meets Guv on change in NLS venue

A delegation of High Court Bar Association (HCBA), Nagpur, on Sunday met the governor over minister for state for higher and technical education DP Sawant's remarks about National Law School (NLS), initially planned to be set up in the city, being shifted to Vasai in Mumbai. The delegation led by HCBA president Anil Mardikar and secretary Abhay Sambre appealed to Sankaranarayanan to personally look into the issue and direct the government to relocate NLS in Nagpur where there were a number of law colleges.

Terming the Maharashtra government's move as "grave injustice to the people of Vidarbha", the HCBA members informed the governor that entire legal fraternity in the city was shocked over the development. They reminded him of support provided by none other than President Pratibha Patil, Supreme Court judges Vikas Sirpurkar and Dalveer Bhandari, chief justice Mohit Shah and chief minister Prithviraj Chavan for setting up NLS in the region. Interestingly, the announcement to set up NLS in Nagpur was made during HCBA's platinum jubilee celebrations in February in presence of the governor himself. He, however, refused to comment on the matter.

MLAs' panel slams NU bosses over roster irregularities

A legislative enquiry panel led by Gadchiroli MLA Anand Gedam, on Thursday, criticised the Nagpur University officials for their inaction on the issue of severe irregularities in roster as well as their failure to punish the guilty officials, sources revealed.
The panel was on a two-day visit to NU and other institutions in order to collect details about the appointments, promotions, reservations, scholarships, admissions of SC, NT and VJ candidates in both teaching and non-teaching posts. The members flayed NU bosses including vice chancellor Vilas Sapkal and registrar Mahesh Yenkie for not correcting the roster that had severe irregularities and directed them to do the needed within a month and submit a report.
Though Gedam refused to comment stating that it will be a breach of privilege, other members confirmed the development. "We've found severe backlog in the appointments of SC, NT and VJ candidates and have instructed the NU officials to immediately fill the posts up. We will be meeting them again on Friday morning to discuss the remaining issues. Later we will visit the deputy director of education's office," Gedam told TOI.
The 16-member MLA panel also visited the NU boys and girls hostel. They raised several questions as to why no action had been taken even after eight months on reports submitted by panels headed by justice GG Loney and former GAD principal secretary PS Meena. While Loney had recommended immediate lodging of police complaint, Meena pointed out that the appointments of 12 NU teachers including PN Khobragade, PM Tumane, VK Jambhulkar and DD Barasgade were completely illegal as roster was ignored while recruiting them and also asked the NU bosses to immediately replace them. The third panel that was headed by North Maharashtra University, Jalgaon, deputy registrar, RJ Valvi had also endorsed the same action. However three VCs including SN Pathan, BV Gopala Reddy (Officiating charge), and now Sapkal failed to take any action.
The members expressed deep anguish over tampering of the roster which was first exposed by TOI on March 19, 2009. The newspaper also reported about how the roster was severely fudged by the officials for their own benefits. Over 500 NU appointments including those of heads of departments, deans, teachers and assistant registrars that were made after 2004 would stand cancelled if roster corrected.
The members disclosed that NU officials were told in advance about their visit six months back and also a questionnaire was dispatched to them with directions to keep the answers ready. Ironically, none of the answers were satisfactory while some answers were objectionable. "The officials failed to submit reports as demanded. We've asked them to reply by tomorrow. We've pointed out to them various media reports including those of TOI and asked them take action against the guilty," a member said.
The NU officials however pleaded before them that theirs was an entirely new team and therefore the entire processes of correcting roster and punishing guilty was taking time. The panel would submit its report to the legislative secretary after getting a reply from NU. The secretary will hear the NU officials on the adverse remarks before submitting the report to the legislative council, members informed.

'Tried and tested', Anacon to get national award on Sept 2

Dattatraya Garway, managing director of Analytical Consultancy or Anacon Laboratories Pvt Ltd, started the lab with an investment of Rs 3 lakh in 1993. Today, it is a Rs 6.5 crore company providing state of the art testing facilities with third generation equipment to almost all major players in sectors like cement, steel, power, food and water.

Recognizing its achievements, the Union ministry of micro, small and medium enterprises (MSME) has decided to bestow on Anacon the national entrepreneurship award for the service sector for 2010. Garway will receive the award at Vigyan Bhavan in New Delhi from President of India Pratibha Patil on September 2. Anacon is one of five firms in the country to get the award.

The idea for such a service laboratory dawned upon Garway while he was scientific officer at the Sophisticated Analytical Instrumentation Facility (SAIF) at Nagpur University. "When I started my laboratory in a small set-up at Pratapnagar, SAIF had the latest testing equipment in Central India, but could not attract clients. This was due to general apathy of the industry, which had not realized the importance of quality or standards. Also, to some extent, procedural requirements of government sector were to blame. Today, the same facilities in private sector are making waves," said Garway.

He recalls a time when he was close to shutting the lab, because the only requests he got was for fake certification, without actually testing or seeing anything. However, last financial year Anacon's turnover touched Rs 4.5 crore. The real boom came five years back, in 2006, when the lab expanded to include testing for power, cement, mining, steel and food industry. Garway says, "With industry in Vidarbha not responsive, my first breakthrough came from Grasim Group in cement sector."

Today, Anacon provides not only testing services but also helps industry plan projects with environmental considerations. All major manufacturers of cement and steel, like Ultratech, Lafarge, ACC, Tata Steel, Jindal Steel, NECO group, Raipur Alloys, Hira group etc are his clients. Private players in power generation like Sahara Power, Adani Power, Karnataka Emta, Aryan Power and Abhijit Group too come to him for certification. Among pharma companies, Lupin Pharmaceuticals at Bhopal and Ranbaxy unit at Devas in Madhya Pradesh also seek Anacon's services. Firms from food industry include local biggies like Haldiram and Dinshaw.

Anacon is one of the few labs with accreditations from as many as five agencies -ministry of environment and forests, National Accreditation Board for Testing and Calibration Laboratories, Bureau of Indian Standards, NABET (EIA consultants) and TUV NORD ISO9001:2008. The lab also has a network of branches and associates at Delhi, Raipur, Bhopal, Pune, Jamshedpur and Durgapur.

Garway's wife Sugandha says, "Being a chemist myself, I left my job at LAD College to help my husband. But I got frustrated soon while my husband didn't give up. It finally paid off. We will soon be getting BIS license for testing packaged and processed drinking water." The lab can test for residues of heavy metals, pesticides and adulterated elements used in vegetables, fruits and food products to ultra trace levels (parts per trillion). It also test all kinds of agricultural products, ores, minerals, coal, coke, solid fuels, cosmetics, essential oils, etc.

Rajendra Korde, one of the directors of Anacon, said the laboratory has also been designated a knowledge partner by the State food and drugs administration for testing facilities and effective implementation of the Food Safety Act since August 5.

Gondwana Univ still on paper, thanks to govt apathy

Maharashtra government's step-motherly treatment towards Vidarbha continues despite all denials. The latest victim is the much-hyped Gondwana University, which is still on paper despite many tall promises by the Prithviraj Chavan-led government to start its operations from the 2011-12 academic session.

Besides the chief minister, even minister of state for higher and technical education Rajesh Tope had assured during the assembly session in Nagpur in December 2010 that the state's latest university would become a reality from the new session.

Gondwana University is to be carved out of the 88-year-old Nagpur University. It will have jurisdiction over 163 affiliated colleges spread across Gadchiroli and Chandrapur.

Senior NU officials however said they waited till the last date before starting admissions for post graduate courses conducted at NU's sub-centre. Even the 163 affiliated colleges supposed to shift to the new university have completed admissions under NU, after getting no response from the government.

Despite repeated efforts, both Chavan and Tope could not be contacted. While the CM was busy with official work, Tope was on a family visit, his personal assistant said. On June 1, Tope had passed the buck to the CM's office, saying that the file was pending there, while CM's secretary Nitin Karir pleaded ignorance about this.

Sources in NU said that the formation of the university had been cleared by the assembly, but in the last eight months the government has not been able to find a 'suitable' vice chancellor. The VC's appointment is said to be pending due to a tug of war between the two ruling partners - Congress and NCP.

Home minister RR Patil is also guardian minister for Gadchiroli, so the NCP wants their man on the top post. Congressmen though are not ready for this, and sources say Chavan had reportedly assured tribals leaders that the new VC would be from their community.

President of All India Universities (AIU) Pankaj Chande, who headed one of the panels constituted for the formation of the new university and design courses, said the government might be waiting for the reports by three panels on reforms in higher education sector. "One of the panels headed by Ram Takwale is studying formation of new universities and bifurcation of existing ones. This panel had in fact opposed the idea of bifurcation and supported the concept of sub-centres," he said.

Sources said that even if the government appoints a VC now, the Gondwana University can't start functioning this year. The biggest problem is getting at least 100 acres land. The NU sub-centre at Gadchiroli is spread over 10 acres, which is too small for a university. Only after the VC's appointment can statutory bodies like board of studies (BoS) and board of examinations (BoE) be constituted.

Kashikar replaces Makode as NDBA secretary

Former Nagpur University badminton team captain Mangesh Kashikar will be the new secretary of the Nagpur District Badminton Association (NDBA).

The NDBA in its executive meeting held here recently has made several changes in the executive committee.

The 40-year-old Kashikar, who is also the city unit chief of Shiv Sena, will replace Kiran Makode as the new secretary. Kashikar was earlier holding the post of joint secretary.

Besides Makode, vice-president Jaideep Sathe and treasurer Jayant Modak have also resigned from their respective posts citing personal preoccupation.

Deepak Nilawar has been elected as the vice-president in place of Sathe, while Rajeev Menghal has been elevated as the treasurer in place of Modak.

Gurdeep Singh Arora has been inducted into the executive body as co-opted member.

"All the changes in the NDBA have been done amicably and unanimously. Although, I have resigned from the secretary's post, I will continue as executive member and will contribute to the NDBA's activities," outgoing secretary Makode told TOI on Friday.

Sathe will also remain in the NDBA body as one of the executive members.

2.40 lakh bogus beneficiaries of state scholarship traced

With the introduction of e-scholarship from this academic year, as many as 2.40 lakh bogus beneficiaries who were fraudulently drawing post-SSC scholarships from Maharashtra Government have been identified.

A workshop by the state Ministry of Social Justice held yesterday was informed that Rs 1300 crores were disbursed to about 14 lakh eligible students in the state.

Secretary of the department Dinesh Waghmare said the government has enhanced the limit of scholarship to Rs two lakh per academic year.

Waghmare said the state government was contemplating action against management of those colleges for not refunding tuition fees and examination fees.

Criminal proceedings will be launched against those defaulter colleges. Maharashtra Minister for Social Justice Shivajirao Moghe who inaugurated the workshop and guided the students and heads of various colleges and universities, said about 93 per cent students from the scheduled castes and backward communities have opened savings accounts in prescribed banks where the scholarship is directly deposited.

Moghe said in Nagpur division, 3,56,629 students out of 3,82,531 students are operating bank accounts for e-scholarships.

BEd attracts many in IGNOU

The Bachelor of Education (BEd) programme has been embroiled in controversy since the last couple of years over a slew of reasons that led to an alarming drop in its popularity, as far as traditional universities in Maharashtra are concerned. Even the high court had put restrictions on opening up of new colleges due to vacant seats due to their mushrooming in state.

Interestingly, the picture is completely different as far as the Indira Gandhi National Open University (IGNOU) is concerned. The world's largest open university has received a whooping response of 9,200 applications for its 900 seats of the same course in the Nagpur region.

The university has also received good response for its BSc (Nursing) and MBA courses which are imparted through correspondence. It received 80 applications for 60 seats for the former and 900 for the latter.

The Delhi-head quartered university will be conducting an entrance test on Sunday for admission to all three professional courses and the hall tickets were already dispatched to the eligible candidates.

IGNOU regional director P Sivaswaroop told TOI that they were getting an overwhelming response to these professional courses as correspondence programmes are gaining popularity nowadays. "Teachers working in private schools are attracted more towards BEd correspondence course as they can pursue it from home which saves their valuable time. They can continue working and obtain degree," he informed.

He added that mobility was an ensured advantage as the university's branches are spread up in every nook and corner of the country. "These courses are a boon for the students who aim to learn and earn simultaneously," Sivaswaroop said.

The BEd entrance test will be conducted across 20 centres located in Nagpur, Gadchiroli, Chandrapur, Amravati, Pusad (Yavatmal), Nanded, Akola, Kalamnuri (Hingoli) and Deulgaon Raja (Buldhana). The city centres are - Saraswati Vidyalaya, Institute of Science and Dhanwate National College (DNC) - and test will start from 2pm.

The MBA test will be held at Nagpur, Amravati, Chandrapur and Nanded at 10am while the BSc (nursing) test will be carried out at 2pm in Nagpur only. The city centre for both these exams is Saraswati Vidyalaya. IGNOU offers over 500 programmes starting from certificate to PhD courses but not all of them offer direct admissions.

An IGNOU student Abhijeet Bose was of the view that the institution provides a big platform for obtaining multiple qualifications. "Apart from our regular courses, we can continue pursuing other courses side-by-side, which helps in saving our precious year," he said.

He added that the IGNOU provides a worldwide recognized degree and helpline numbers to clear doubts.

"Moreover, attendance is absolutely not an issue as the classes are held weekly," he added.

PSU bank refuses job to disabled after selection

Manjunath Seshadri, a cerebral palsy (CP) affected architect from the Visvesvaraya National Institute of Technology (VNIT) and his father G M Sheshdari, a retired employee of irrigation department have been running from pillar to post for last three years seeking a job in public sector bank.

Despite all efforts and no positive results so far, they are continuing the fight to ensure that at least others in similar position are not denied their right by the government and the society.

After doing his B.Arch from VNIT in second division, Manjunath made efforts for job under quota reserved for physically handicapped but failed as many organizations just did not fill up posts for long time.

A ray of hope came when he was chosen by the State Bank of Mysore for a probationary officer job against 3% handicapped quota through a written exam. He cleared the interview too and was sent on 15 days orientation training. After that, the bank rejected him saying he was medically unfit for the job.

"How can they declare someone unfit after giving him training? I moved all authorities in the government but to no avail. My son earns Rs 15-20,000 a month making plans which does give him some job satisfaction. But I am pursuing the issue and would take it to logical end to get justice for not just my son but every other disabled person. No one should face such problems in future," said the senior Seshadari.

Surprisingly, different medical boards have rated his disability at different levels from 55 to 70%. "Though I cannot walk without calipers as both my legs and hands are affected and I have myopia too but I can do this particular job," said Manjunath.

The Seshadaris last sent their case to the Union ministry of social justice and empowerment (MOSJE) on August 5, 2010. All the ministry did was refer the case to the deputy chief commissioner of disabilities in Delhi. That office referred it to the Karantaka disabilities commissioner on December 12, 2010. Before that they had also sought intervention from Mukul Wasnik, the MOSJE minister.

They have also been fighting the case in the court of the commissioner for persons with disabilities (under the Persons with Disabilities Act 1955). The commissioner at Bangalore had directed the bank to validate Manjunath's appointment on April 21, 2009. The bank appealed the direction and the case is pending.

Dr G Shashikala, a neurologist and the general secretary of Indian Academy of Cerebral Palsy (IACP) from city, who also happens to be mother of a cerebral palsy affected son who is working with ICICI Bank, is not surprised at Manjunath's plight. She and the support group of parents with CP children have had many such experiences.

"I fail to understand why government allows CP or disabled children to study if their own organizations do not give them jobs. Why do they create these quotas?" she said in anger.

She said that such people could get help only through NGOs working for disabled people and offered to support the Seshadaris.

NU to witness stiff contest for deans
The Nagpur University (NU) is likely to conduct polls for selection of deans on August 30. Even the contestants are geared up for winning the coveted post of deans of various faculties. Twenty-seven candidates have filed their nominations for eight posts. The last date of withdrawing nominations is August. After that the actual figure will become clear. The law faculty had already elected its dean unopposed.

After the process of nomination of faculties was completed in first week of this month, various political groups in the university circles have started lobbying for the deans' posts.

Insiders predicted that the coalition of Young Teachers Association (YTA) along with Nagpur University Teachers Association (NUTA) and Vidyapeeth Shikshan Manch is expected to dominate the deans' elections as well after their massive victory in polls for faculties. They had gained majority in the Academic Council elections after losing out to their rivals Secular Panel in the Senate polls. These polls will again see two university giants - Babanrao Taywade leading YTA and Dr Vedprakash Mishra heading Secular Panel - coming face to face.

Insiders predicted victory for some candidates who are veterans in the university circle. They included - Sharayu Taywade for arts faculty, Bharat Meghe for commerce, KC Deshmukh for science, S Bhusari for education, and Pramod Yeole for pharmacy.

They feel, Taywade group will grab six posts and Secular Panel two. Any group winning these polls will have a sway over Management Council, university's highest decision making statutory body. If this is not enough, the winning group will have domination on the Board of Examinations, which is called as soul of a university.

The Central Board of Secondary Education (CBSE) has directed all affiliated schools to conduct their Summative Assessment-I (SA-I) in the second half of September. Circular number 58/2011 has provided an option to schools to set their own date-sheet for the exam to be conducted for Std IX and X.

In Nagpur, all schools have however decided to have a common date-sheet for conducting the SA-I. The Nagpur Sahodaya School Complex (NSSC), a group of about 50 CBSE schools in Nagpur region, have announced that they will start their SA-I from September 20.

The decision to have the same date-sheet was taken with the view to counter the possibility of students from different schools exchanging their question papers. Though schools can have separate question papers for each subject, the chances of students getting an unfair advantage still exist. Sources said that since the date-sheet for all NSSC members will be the same, a single question paper will be chosen.

"There is no point in having separate question papers for each school when we are conducting the exam on the same day at the same time," said a local school principal who did not wish to be named.

A similar pattern will be followed by the Kendriya Vidyalaya (KV) cluster in Nagpur. George Thadathil, principal, KV Vayusenanagar, said, "We will certainly be going with a common date-sheet for the entire region. The question papers will come from our Bhopal office and that will ensure uniformity of testing. Our SA-I exam will also start as per the timeline given by the CBSE."

AIEEE scheduled for April 29, 2012

The All India Engineering/Architecture Entrance Examination (AIEEE) is scheduled for April 29, 2012 for admissions to colleges in the next academic session. The AIEEE is the gateway to the prestigious IITs, various NITS, deemed universities and for a few state colleges as well. Students can choose to take admissions in BE/B.Tech and B.Arch./B. Planning.

According to a circular by the exam conducting body, CBSE, the AIEEE 2012 will be conducted in the online mode on a "mass scale". The CBSE is expected to share further details on this soon. The AIEEE conducted in 2011 was delayed by three hours due to a paper leak in Lucknow on May 1. The fresh exam was conducted on May 11 for all those students who were unable to appear earlier.

It's a well-known fact that hundreds of illegal structures have mushroomed in and around the city with full knowledge of the civic officials. However, there were no concrete figures to pin blame on the officials. On Wednesday, those numbers came from the horse's mouth.

Nagpur Municipal Corporation (NMC) commissioner Sanjeev Jaiswal in an affidavit submitted to the Nagpur bench of Bombay high court admitted that there are over 1,163 illegal structures spread over 10 zones in the city. It included religious as well as nonreligious ones.

This was revealed during the hearing of a PIL filed by Dr Gajanan Zade and Manohar Khorgade who prayed for the directions to civic bodies to remove illegal structures that have become nuisance for the common man.

A division bench comprising justices Sharad Bobde and MN Gilani then asked the petitioners to file reply on the NMC's affidavit within two weeks. Citing Bombay Police Act, where the cops can take cognisable action against illegal encroachments like pandals for religious festivities, the petitioners claimed the police are doing nothing. Additionally, the NMC Act empowers the civic body to remove illegal encroachments, but it is also ignoring the issue, said the petitioners. They raised apprehensions about communal tensions due to these illegal religious structures and demanded a concrete framework to regularize them. Firdos Mirza was counsel for the petitioners. During last hearing, the court had directed NMC and NIT to conduct a survey of all illegal structures on city's roads, footpaths, government lands and open spaces and also asked them to come up with plans on their removal in a time bound manner.

Jaiswal's affidavit stated that there are 315 religious and 848 non-religious illegal structures in the city. Gandhibagh has highest density of such constructions followed by Lakadganj and Hanuman Nagar. But the petitioners believed that the numbers might be more than double, especially non-religious ones.

In earlier hearing, the court, in some terse words, asked the NMC and commissioner of police that "no roads should be blocked due to any illegal structure". They were also directed to fix responsibility on concerned officers for illegal structures blocking roads and proving impediment for smooth flow of traffic in their respective areas.

NU slammed for paying fine for LIT

Academicians have slammed Nagpur University for paying Rs2 lakh as fine to AICTE for not renewing the approval of the Laxminarayan Institute of Technology (LIT). The varsity was also criticized for its unprofessional attitude which has resulted in the deterioration of the once prestigious institute. In its August 9 issue, TOI had reported about how the apex body for engineering education had slapped a fine on the 88-year-old institution for poor maintenance and failure to fill up large scale vacancies in LIT which was set up to fulfill the dream of the late D Laxminarayan. Interestingly, vice chancellor Vilas Sapkal is its alumnus while registrar Mahesh Yenkie is an old lecturer holding additional charge of the director.

President of Vidyapeeth Vidyarthi Sangram Parishad (VVSP) Mohan Bajpayee blamed the director and LIT staff for the mess. "I agree that the VC is also responsible but the matter reached him late due to the negligent officials of the institute," said Bajpayee, adding "It was the responsibility of the staff to provide adequate information and papers for the approval. The labs and the building are in a pathetic condition." Senate member Samir Kene blamed NU for downplaying the significance of LIT. "The casual approach of NU officials led to such circumstances," he said, suggesting that there should be a monitoring body to keep track of the institutions coming under NU.

On LIT's intake capacity, senior academician, Dr Vedprakash Mishra said, "These things are viewed in totality and it becomes essential to follow the rules regarding infrastructure and other facilities." Senate member Mahendra Nimbarte recalled some of his visits to various NU departments which were functioning in the absence of nonteaching staff. "I saw some of the heads doing clerical work. Mismanagement has resulted in such heavy penalties," he lamented.

He stressed on that rather than paying fine from the general fund comprising students' fees, it should be collected from corrupt officers. "The NIT building is crying for renovation. The lab lacks basic equipment," he added. "LIT charges Rs5,000 per year from every student under the development fund.

Where is this money going," questioned academician Bharat Meghe. "The institute also lacks efficient teaching staff. The situation has gone from bad to worse with MTech students teaching graduates."

India stands up for Anna Hazare

Anna Hazare, who spent the night in Tihar jail after he refused to come out insisting on an unconditional release and permission to launch his fast at Jai Prakash Narain Park, has garnered huge amount of nationwide support for his crusade against corruption.

Within hours of the news of his arrest breaking on the networks, protests broke out from Baroda to Bhubaneswar, Kanpur to Kochi, leaving the government gasping at the national demonstration of democratic dissent.

In the nation's capital, people from all walks of life took to the streets and continued protesting Anna's arrest. Protestors denounced the government and chanted slogans demanding a stronger Lokpal Bill.

The heavy rains in northern part of the country did not deter people come coming out of the streets and support Anna Hazare's cause. Markets in several districts of Haryana were shut down and even train movement was disrupted.

In Chandigarh, architects, teachers and lawyers joined the agitation. Protesters courted arrested in Jaipur and Ajmer while thousands participated in fasts at Bikaner, Rajsamand, Sriganganagar, Bhilwara, Kota and Bundi.

The fact that Anna had been lodged in Tihar's Jail No. 1, the same building in which CWG scam accused Suresh Kalmadi is also lodged, seemed to many an insult to injury.

"Democracy had been murdered," was the common refrain across the country, as protesters swelled in numbers. Candlelight processions were taken out in the evening in several metros.

Social activist Medha Patkar led the demonstration at Azad Maidan in south Mumbai. Anna's followers raised slogans like "Anna Hazare, Hum tumhare saath hain" (Anna, we are with you) and "Corruption hatao" (Do away with corruption). Like everywhere else, the turnout was impressive in Mumbai.

In Nagpur, an army of protesters wore Gandhi caps proclaiming 'I am Anna'. They took over the main roundabout on the busy Nagpur-Jabalpur national highway before courting arrest.

Quite a few shops downed their shutters in different parts of Gujarat. In Surat, the protests were led by the ABVP, the students' wing of the BJP. The ABVP was also quite active in the demonstrations in Vadodara, Nadiad, Rajkot and Bhavnagar.

In Kolkata, over 200 people joined the fast at the Metro Channel in the heart of the city. Slogans were raised in support of a stronger Lokpal Bill. It was announced that the fast would continue till Anna was released. Students in IIT-Kharagpur also joined the protests.

Down south in Hyderabad, the city wore a deserted look throughout the day. Indira Park was the hub of protests. "The youth are better informed today and they have a platform," said G O Mathew, an MBA student sporting the 'I am Anna Hazare' sticker. Rishika, a 25-year-old engineer, described the system as "corrupt" and said "it was time to change it".

In Bangalore, it was the member of the Lokpal Bill joint drafting committee, N Santosh Hegde, who was the guiding spirit for protesters at Freedom Park as they chanted nationalist slogans and decried Anna's detention. Hegde said, "I don't think corruption will end with the Lokpal Bill. But it will certainly bring down the scale of corruption." Outside the state capital, scores of people went on a fast in Mysore, Mangalore, Hubli, Bijapur and Belgaum.

8 held for abducting, ragging engg students
The city police on Monday arrested eight youths for allegedly kidnapping and ragging two first-year students of an engineering college. Prakash Singh, 17, has alleged in his complaint to Nandanvan police that he along with his co-student Abhijeet Maran, 19, was forcibly taken by college seniors to various locations and ragged for hours. Police said that after being kidnapped, the two boys were forced to strip and subjected to physical humiliation and abuse.

Whenever they refused to comply, they were beaten up. This incident is one of the ugliest ragging cases that have come to light in the last couple of years. Prakash is a student at Bhagwati Chaturvedi College of Engineering (BCE) where some of the accused also study. Of the eight accused, Pushpajeet Ranjan, Manish Singh, Ranjan Chanchal, Vishnu Singh and Prince Kumar Rai are students of BCE. Apart from Maharashtra Prohibition of Ragging Act, the accused have also been booked under the various sections of the IPC. These include section 143 (unlawful assembly), 147 (rioting), 149 (unlawful group committing offence against common object), 352 (assault), 323 (voluntarily causing hurt), 294 (obscene acts), 506 (criminal intimidation) and 363 (kidnapping).

Police said the accused took away victims from their residence on Monday. A third student was let off as he pleaded that it was time for his afternoon prayers. This student then informed the victims' local guardian, Chandan Prasad.

Speaking to TOI, Prasad, said, "I was informed of the destination in Chitnis Nagar where Prakash was being held. I reached there from my residence in Hingna by 4pm. I then convinced the seniors to release the boys and dropped them back to their residence."

Law students examine nuances of Jan Lokpal Bill
Law students from various city colleges presented nuanced and articulate views at a debate competition held to analyse the merits and demerits of the Jan Lokpal Bill on Monday in the high court auditorium. The competition was organised by Vidarbha Lady Lawyers Association (VLLA).

Budding lawyers put forth their viewpoints on possible outcomes of the Jan Lokpal Bill. As the Bill drew support of many, the need of another institution to tackle corruption was, on the other hand, dismissed by some.

Pranjali Madnani, a student of GH Raisoni Law School, said, "There is no dearth of anti-corruption acts. The solution lies in effective implementation. There can be amendments to the present law tackling corruption. It is better that we make the best use of what we have."

She added that if the highest executives and judicial officers are included in the purview of Jan Lokpal Bill, there will be 'total anarchy.'

Countering this view was the opinion of some students that existing laws had failed to rein in corruption. "We don't have a single corruption act that has come into force until today. Multitudes have turned in support for the passage of Jan Lokpal Bill. It introduces a foolproof system to make officials from the lowest to the highest grade accountable."

Shyamali Naidu said that the Bill was a revolution and that the government has gone to great lengths to oppose it. "The government does not want to land in soup after being caught red-handed. The establishment of Lokayukta will tackle state-level corruption and will serve as a helping hand to the Supreme Court as probing in every case of CBI is not possible."

Some held that bypassing the whole system was not an effective solution to curb corruption. However, students said the Bill would definitely bring transparency into the system. Rohini Jaiswal said, "If the law for curbing corruption leaves out bureaucrats and higher officials, they would be awarded with immunity against corruption. It will not safeguard anybody if all are not included in its ambit."
