ATKT stay shatters students' hopes
With the Bombay High Court staying the Maharashtra government's Allowed To Keep Term (ATKT) facility for the failed students of SSC, the
state education department has stopped admissions process that began from Thursday. According to deputy director of education, Nagpur, Govind Nandede he had instructed all the schools
to immediately stop admissions until further orders. Over a lakh students had become eligible for getting benefit of the new scheme, but the HC stay evaporated all hopes of saving an academic year.
From Nagpur division comprising six districts, 727 students who had failed in one or two subjects had already taken admission in Class XI by the time the process was stopped. Among them, Wardha received highest numbers of 559 students followed by 67 in Gadchiroli, 32 in Chandrapur, 25 in Gondia, 23 in Nagpur and 21 in Bhandara. "The admitted students will be allowed to continue in their classes until court's final orders as their colleges have already begun," Nandede told TOI.
The newspaper had earlier reported that only 1,239 students from Nagpur district and 4,054 from the division were found eligible to benefit under ATKT scheme. Similarly, Latur division has 2,000 students while Aurangabad has 3,000 who fit into the bill. Nandede revealed that education department had allowed the failed students to get admissions in same or nearby junior colleges. Accordingly, many schools had admitted students before stay orders reached them. The deputy director however advised students to concentrate on their studies.
"There is no point grieving over court's orders. The next hearing of the court is slated on August 27, till then forget about everything and focus on studies," he said.
The stay order is court's second blow to the Democratic Front government after striking down the controversial' 90:10 quota system for Class XI admissions. The ATKT decision, a brainchild of state education minister Radha Krishna Vikhe-Patil, was challenged in Bombay HC by Akhil Bharatiya Vidyarthi Parishad (ABVP) on July 31. It said the ATKT scheme was introduced in haste, for political mileage and without ensuring necessities like facilities and infrastructure. The student wing of BJP had pointed out in its plea that government had failed to make any amendments in the state board bye-laws and if implemented, it will lead to violation of Article 19 of the Constitution of India.
