MUMBAI - Desperately seeking 1,012 principals

There are 1,012 colleges in the state without a principal. Of these, 256 colleges are affiliated to Mumbai University alone.



All these colleges had feared de-recognition by the universities they are affiliated to, in case they failed to fill the posts by May 31, 2010. However, a fresh directive of the Supreme Court has extended the deadline by six months.

After the colleges failed to fill the posts in the one-year period granted by SC, Nagpur University put up on their Web site a list of 353 defaulting colleges, and ordered them to stop taking admissions for the academic year 2010-11.

However, fearing that universities state-wide would follow suit, education trusts and managements which run these colleges moved SC, stating that despite serious efforts they failed to find suitable candidates for the posts.

A senior official of Mumbai University said, “The time granted to fill the posts of principals/directors has been extended by six months.

As a consequence, the petitioners are allowed to admit students for the academic year 2010-11. At the same time, the petitioners have been directed to furnish details of the steps taken to fill the posts so as to verify genuine efforts.”

The official also said that while they have a list of default colleges, there’s no need to put it online.

When it began

In 2008, the Nagpur bench of Bombay HC ordered de-recognition of all such colleges in the state.

Education trusts went in appeal to SC. On July 17, 2009, SC told colleges to appoint principals within a year, and that admissions for that academic year could proceed.

After a year, however, when Nagpur University began to take a tough stance, educational trusts moved SC again.

When they submitted copies of newspaper ads calling for applications as proof of attempts made to find principals, SC granted them six months more.

What Mumbai University says

Dr Chandra Krishnamurthy, acting vice-chancellor, University of Mumbai, said, “As far as Mumbai University is concerned, we have only one conducted college, JBIMS, which has a principal. The other colleges are affiliated colleges and their appointments are not under our purview.”

Vaibhav Narawade, a Mumbai University senate member, however, said the university is not taking this issue seriously. ”If MU had taken the issue seriously many colleges would have filled the posts.

The court’s order of extending the deadline should be respected and followed.

Though the May 31 deadline was over, MU did not publish a list of defaulting colleges on its Web site as other universities did.

They at least showed their efforts to take action against defaulting colleges. I doubt if the authorities at MU have even compiled a list.”
