The Nagpur University has received a number of objections on the nominations of the candidates for its much-delayed Board of Studies (BoS) elections scheduled from April 28. A majority of nominations were against Sunil Mishra, a convict in infamous fake degree and revaluation scam (Kohchade scam), that rocked the university in 1999.
An educational trust Samvadini Features and Communication filed an objection with vice-chancellor Vilas Sapkal on Mishra's name being published in the list of department heads of the university. A copy of the complaint was also forwarded to registrar Mahesh Yenkie, who is returning officer for the BoS polls. Even coordinator of Dhanwate National College Baban Nakhale filed an objection in individual capacity against Mishra citing same reasons.
Copies of objections, in possession of TOI, stated that Mishra, who runs the Central India Institute of Mass Communication (CIIMS), was sentenced by the special court probing Kohchade scam to 12 years and six months imprisonment after being found guilty. After this, he was dismissed from the post of chairman of ad-hoc BoS of mass communication. Though his sentenced was later reduced by the Nagpur bench of Bombay high court his conviction was stayed.
The copy revealed that Mishra's name was forwarded by former fine arts department head Vinod Indurkar now working as principal in his college. However, the trust alleged that NU had yet to give approval to Indurkar as principal and therefore, he had no powers to nominate anyone. Mishra couldn't be contacted for comments and officiating registrar Mahesh Yenkie refused to take calls. Indurkar justified his move stating that he could file nomination as his approval was pending with NU for the last five months.
The trust further stated that CIIMC secretary Rekha Mishra had also nominated Mishra's name for heading the mass communication BoS which was against the rules that said that two persons can't nominate one person on same post. The trust also claimed that Mishra continued to enjoy 'approved teacher' status of NU despite being convicted for such a grievous crime. Even Justice Paunikar panel constituted to probe charges against him had passed strictures again former vice-chancellor SN Pathan for continuing him as 'approved teacher'.
The BoS elections are already delayed by four months thanks to previous lethargy of previous NU officials. Unless elections are conducted, other statutory bodies like management and academic councils cannot be constituted. NU had already flouted the rules under Maharashtra Universities Act, 1994. As per section 42(2) of the Act, the process of "election and nomination (of BoS) shall be commenced three months before the date on which actual vacancy occurs and shall be completed not later than December 31 in that year."
