'NU defying govt's orders on roster'


 It can't get worse than this. Nagpur University which was working at half its capacity because of the roster scam exposed by TOI on March 19, 2009, had failed to comply with the state government's directives promising action against the guilty officers, claimed.

In 2009, minister for higher and technical education Rajesh Tope had admitted on the floor of legislative council that irregularities were found in preparing the roster and that the university had constituted a panel of retired high court judge GG Loney to investigate the issue. He had also assured that action would be taken against the guilty officials after the report is submitted. The issue was raised by leader of opposition Pandurang Fundkar along with BJP national president Nitin Gadkari and Ashok Mankar. They demanded a clarification from the government.

In his reply to members (a copy of which is with TOI), Tope mentioned that the general administration department (GAD) had issued directions to NU on May 14, 2009 to correct the roster with the divisional commissioner's office. Even the GAD team led by section officer SG Kedare brought to the fore startling revelations as reported by TOI stating that the university had flouted all rules and regulations while filling up the posts of assistant registrars.

It's been more two months since Loney submitted the report to vice chancellor Vilas Sapkal, but there's been no sign of any action. Ironically, the retired judge had confirmed that there were large scale 'irregularities' in the roster manual. He recommended immediate filing of a police complaint to probe the scam.

Loney also indicted former NU assistant registrar with the establishment cell, Ashok Menchalwar as one of the accused guilty of tampering the roster. Loney had revealed to TOI that Menchalwar had admitted to deliberately tampering the roster since 1999. He also added that one more senior officer was also involved in the scam. However, NU bosses have only conducted scores of meeting with their counsel sans any action, sources said.

During a recent press meet, the VC and registrar Mahesh Yenkie said that further probe was on and that they will take action after taking all pros and cons into consideration.

The university was working with half the staff in both the teaching and non-teaching department and inaction by the bosses has further compounded its woes. Institutes like the once-prestigious LIT and other NU departments have been badly affected as no appointments have been made since the scam came to the fore.

Over 500 NU appointments, including that of heads of departments, deans, teachers and assistant registrars made after year 2004 would stand cancelled if the roster was properly implemented, revealed sources.
