With NU convocations on hold, a lakh await degrees

It can't get worse than this. Over one lakh eligible students of Nagpur University are awaiting their degrees as university hasn't been able to hold two convocations. The delay in constitution of statutory bodies like Management, Academic Council and Senate has led to delay in holding convocation ceremonies for two academic sessions of 2009-10 and 2010-11.

Sources said students who aim to pursue studies or work abroad are in trouble. After the bogus degree and marksheet scam of about a decade ago, the foreign universities and overseas employers insist on original marksheets, particularly from those who graduate from Nagpur University.

Controller of examinations (CoE) Siddharth Kane said that the 97th and 98th convocation ceremonies couldn't be conducted due to non-constitution of the Management Council and other statutory bodies. "The degrees of over lakh students might be pending, considering the fact that we confer over 50,000 degrees in each convocation," he said. The NU bosses were contemplating holding both convocations together, most probably by year end after statutory bodies were constituted, he said.

Kane added that NU was providing provisional degrees to such students while admitting the fact that many foreign universities insisted on permanent degrees. Ironically, even for getting a provisional degree, the students had to shell out money. "In cases where needed, NU awards them 'Certificate in lieu of degree' having signature of vice-chancellor and CoE for Rs 750, but with a condition that it would be valid until the convocation is held. After that they are issued a proper degree," he explained.

NU counsel Bhanudas Kulkarni said degrees could not be conferred without holding convocation. "There are statutes that don't permit bestowing a degree without holding convocation. Even vice-chancellor doesn't have powers in this regard," he informed.

However, president of Vidyapeeth Vidyarthi Sangram Parishad (VVSP) and NU senate member Mohan Bajpayee questioned the university bosses' nonchalance terming it "ridiculous". "The universities are meant for the students and if students suffer, then rules need to be amended," he said.

He added that there was no point in citing non-constitution of statutory bodies for the delay. "When you can pass budget without these bodies, conduct entrance test for PhD, and even form ad hoc statutory bodies for clearance of thesis leading to PhD, the VC can certainly do it in his capacity as a special case," he said.

"The bosses delayed the entire procedure of formation of these bodies. They are insensitive towards the future of students," Bajpayee claimed.

Even during tenure of former VC SN Pathan in 2008, the officials postponed two convocations in their attempts to corner glory by conferring DLitt on melody queen Lata Mangeshkar. It led to multiple problems for the students who went to study in other universities or got jobs abroad. Even then, Lata herself refused to come to Nagpur citing health reasons.
