The Nagpur Municipal Corporation has cleared the proposal of outsourcing the property tax assessment work in the city to 17 private agencies. The move is to speed up assessments of over five lakh properties in the city as in the last two years, the property tax department has been able to assess only around 80,000 properties.
Standing panel head Sandeep Joshi said, " private agencies will start assessment as per the existing norms calculating the tax on the basis of age, usage (commercial, residential, etc.), structure, occupancy and location of the property. These factors were multiplied by a base rate of Rs 10 to calculate the annual letting value (ALV)."
Joshi said state government had recently asked civic bodies to calculate property tax on the basis of ready reckoner value of land and the cost of construction as per state public works department (PWD) valuation formula. However, adopting it is optional and it is up to urban local bodies (ULBs) to implement it. If NMC wants to go in for new methodology it would be implemented from financial year 2011-12, after the general body's approval, he added.
The agencies appointed are Advait Company and Star Corporation for Laxmi Nagar zone, DRA-ADCC for Dharampeth zone, Sharptech Eng and Elane Associate for Hanuman Nagar zone, Gotmare and Associates for Dhantoli, Nico and Colbro Group for Nehru Nagar, N V Enterprises for Gandhibagh, Pravin Raj Enterprises for Satranjipura, Anand Gadre group and Aparna Alti for Lakadganj, Vijay Bagde and Ujwala Joseph for Asi Nagar, Rajeshwari Borkar, Dilip Balpane and CET Build Associates for Mangalwari zone.
Record revenues
Nagpur Municipal Corporation's revenue earning departments octroi, property tax, water tax and market department have achieved revenue collection of Rs 295.72 crore from April 1 to September 30. It is a record recovery and almost Rs 53.12 crore more than Rs 242.60 crore in the corresponding period last year, according to standing panel head Sandeep Joshi.
The octroi department has collected Rs 164.25 crore which is almost Rs 30 crore more than Rs 134.90 crore last year. The property tax department has collected Rs 49.83 crore which is Rs 9 crore more than Rs 30.49 crore last year. The water supply department has collected Rs 39.61 crore which is Rs 11.91 crore more than Rs 27.70 collected last year. Market department collected Rs 8.35 crore, while town planning collected Rs 32.50 crore. Government grants accounted for Rs 8.35 crore, Joshi informed.
