Panel pulls up NU ex-VC for shielding scam accused

Justice WG Paunikar committee, set up to probe allegations of shielding accused in fake marklist revaluation scam, has passed severe strictures against former vice-chancellor and pro-VC for their failure to withdraw 'approved teacher' status from Sunil Mishra, one of the convicts in scam case. Surprisingly, the report which was submitted to former VC SN Pathan on January 15 last year failed to mention the names of any of NU bosses.

Though it is now two and half years since Mishra was served notice by the university, NU former bosses including Pathan and divisional commissioner BV Gopala Reddy failed to take any action. "The VC and pro-VC should proceed with an end in the matter at the earliest to avoid further complication and according to law," the retired judge remarked at the conclusion of the report. It now remains to be seen whether or not new VC Vilas Sapkal takes action against Mishra or continues to shield him.

The panel was constituted to go into complaints by activist Prakash Bansod. A copy of its report is in possession of TOI. The NU Board of College and University Development ( BCUD) had written two letters in this regard to the retired judge on April 4 and December 10, 2009. Paunikar was supposed to be assisted by law faculty dean Ashok Pawde and former fine arts head of department Vinod Indurkar. Former pro-VC Arvind Chaudhary was the secretary of the panel. Pawde, however, withdrew on July 18, 2009, while Indurkar attended 'a few' meetings. Only Chaudhary was present throughout, the report said.

Bansod had labeled serious complaints against VC, pro-VC alleging support and cooperation to illegality and criminality of Mishra. Interestingly, the panel gave clean chit to the trio in a majority of cases except with respect to removal of approved teacher's status from Mishra.

According to report, Mishra who was earlier given a prison term of 12 and half years by the special court hearing the scam, was given a show cause notice as per the VC's direction for his conviction and for showing moral turpitude on March 28, 2008. Even the procedure of withdrawal of approval was started by the NU officials but since July 28, 2008, they failed to apprise the panel of the progress, Paunikar observed.
