CBSE toughens rules for affiliated schools

The Central Board for Secondary Education (CBSE) seems to be cracking the whip really hard on affiliated schools in recent times. It has now incorporated new provisions in its affiliation by-laws that focus on how the schools should utilize their infrastructure. A circular issued by CBSE says, "Rule 14 (B) prescribes that the school shall not use its building and infrastructure for any commercial activity".

The CBSE does not want the schools to be used for any purpose that is not educational or not related to sports and vocational activities. The schools just cannot give their building to anyone for holding seminars, meetings etc. Schools will have to make sure that the function concerned is related to "education" or "for skills development" purpose. The organization using the school infrastructure will also have to be a government recognized one. No part of the school infrastructure can be used for such activities during school hours at all, the circular adds.

The circular signed by Joseph Emmanuel, deputy secretary (affiliation) goes on to add, "affiliated school of CBSE is allowed to share infrastructure and other facilities with the NGOs/Govt. organizations/other agencies to conduct educational or sports activities or programme for upgradation of employable skills. The facilities of the school should be used after school hours so that normal activities of the school are not hampered."

Running school in shifts: The board also laid down the rules for operating schools in shifts. The circular says there should be separate set of teaching and non-teaching staff as per norms of CBSE for each shift including separate Head Master or Vice-Principal for supervision. Further, there should be separate school records such as admission register, attendance register etc and separate staff rooms for the teachers of both the shifts.

Teaching hours should be followed as per the scheme of studies of classes conducted in each shift and there should be a minimum gap of half an hour between both the shifts. The circular adds prior permission of affiliation committee of CBSE should be obtained before commencement of classes in shifts. In general, the school should run junior classes in the morning shift and senior in the evening, the board advised.
