The Delhi Police on Wednesday released the sketch of a suspect in the murder of a young girl outside her college but expressed dismay that no one who was present at the scene has come forward as witness to the incident.
Investigators said the assailant was trailing the victim, Radhika Tanwar (20), from her house in Naraina and chose the foot over-bridge (FoB) outside Ramlal Anand College in Dhaula Kuan’s Shantiniketan area to shoot her.
Police have ruled out property or monetary angle in the murder which shocked the capital on Tuesday.
“There was only one assailant. It appears that somebody who is obsessed with her was behind the murder,” Deputy Commissioner of Police (South) H.G.S. Dhaliwal said.
Mr. Dhaliwal said it was “very unfortunate” that no one has come forward and informed police that they have witnessed the incident.
“A lot of people witnessed the incident. Everybody denied that they saw it. We have not come across anybody who said they have seen it. It is not possible,” he said, adding, there was also delay in taking the victim to a hospital.
Mr. Dhaliwal said with the help of three persons, they have prepared the sketch of the suspect, a youth who is around 5’5” with a wheatish complexion.
“We are on the killer’s trail. It is a planned murder. The suspect knew her very well. He knew her routine,” he said.
The assailant selected the FoB because it was congested and he thought he could escape fast, he said.
“He knew that he could not attack her on a public bus and he could be caught. He observed her movements and decided to attack her on the FoB. He waited at the ramp, attacked her and then fled,” he said.
“The noise level in the locality was so high, he knew the sound of firing will be drowned in it. Some even mistook the gunshot for the sound of crackers,” he said.
Mr. Dhaliwal said she was shot at close-range.
Police now expects the family and her close friends to provide some clue about the assailant. “The family is cooperating with us although they are grieving,” he said.
Asked whether there was a delay on the action of police in rushing the victim to hospital, Mr. Dhaliwal said the duty Constable was at the spot in 2-3 minutes. “No one from the public made an effort to take her to the hospital. The constable and another man took her in an auto. Two-three autos did not stop despite the constable waving at them. He then forced an auto to stop and took the girl,” he said.
None of the victim’s close friends were with her at the time of the incident, Mr. Dhaliwal said, adding, Tanwar was shot at with a .315 bore country-made pistol.
He said they do not have any eye-witness in the “orthodox sense” of the word — who had actually seen some one firing at the girl. “We have three people who have vague recollections of a man running away from the spot soon after the incident,” he said.
Dikshit’s assurance
Earlier in the day, Chief Minister Sheila Dikshit visited Tanwar’s family and assured them that the government will do the needful to ensure that they get justice.
“I have said very clearly that it is a matter of great concern. The attacks are taking place on women. We hardly hear about any such attacks on men. The police must be more sensitive to ensure safety and security to women,” she said.
She also asked Delhiites to speak up against such crimes and said her government has already launched a novel initiative called ‘Awaz Uthao’ under which area-based community groups with special powers will be formed to combat incidents of eve-teasing, violence and harassment of women.
Students take to streets
Meanwhile, a large number of students of Delhi University on Wednesday held a protest march demanding arrest of the killer of Tanwar.
Holding placards, the students marched from Ramlal Anand College in DU South Campus to India Gate. The protesters raised slogans like “We want justice”, demanding immediate arrest of the culprit.
“I am stunned. What the hell is going on? It was ten in the morning when this incident took place, It is very shocking for us,” a female protester said.
Around 25 per cent of murder victims in the national capital are women. Last year, 519 murders were reported in the capital while the figure was 527 for 2009, 528 (2008) and 467 (2007 and 2006), the police official said.
This year so far, 42 women were raped and 73 molested in the capital. In January, 17 cases of rape were reported besides 29 molestation cases with police claiming that they have solved 95 per cent of rape cases and 83 per cent of molestation cases.
In 2010, the city witnessed 489 rape incidents as against 2009’s 459. The figures for 2006 was 609 followed by a drop to 581 next year while in 2008 it further dipped to 466.
Almost similar was the case with molestation cases in the capital in these years but it showed an increase this year to 585 from last year’s 532. While 2008 had 597 cases, there were 835 incidents in 2007 wand 713 in 609.
According to the latest National Crime Records Bureau report, Delhi has earned the dubious distinction of being the most unsafe metro, topping the list of ignominy in number of atrocities against women.
