It can happen only in the Nagpur University. Come August 31 and it will be almost one year since the term of NU's important bodies like management and academic councils and senate expired. Since then, important decisions like revising syllabi of various courses including engineering are pending but NU top brass is hardly making any efforts to expedite things, NU sources charged.
Even PhD synopses of over 1,500 students are pending since last one year as research recognition committees (RRCs) are not constituted. None of the bodies are fully constituted while majority of members on the management council are yet to be selected. If this were not enough, even deans and chairpersons on various boards of studies (BoS) are not selected nearly two months after BoS polls were conducted. Sources said the process of management council constitution and even the deans selection would go beyond August, compounding the students woes. NU PRO office as usual refused comment.
Sources informed that out of 73 BoS, polls were conducted for 24 and results were declared on April 20. But the next process of selection of chairpersons and four experts on all boards was delayed nearly one and half months for no apparent reason. It was only after some pressure from the academicians that the registrar issued notice regarding starting of selection process of chairpersons from June 20.
The second step is selection of four experts on every board and subsequently a faculty would be selected. Earlier, six members were selected through BoS polls. After the strength reaches ten, a dean would be selected from among them. A total of nine deans would be selected of whom one will move to the management council while rest will represent respective faculties in the academic council.
Sources attributed this delay to politics by various groups and weak administration that buckles under slightest pressure. After deputy registrar Vilas Ramteke blew whistle on irregularities in BoS polls, NU administration shunted him out from the academic section. His transfer at the crucial juncture raised eyebrows as he was considered an expert in poll processes. The entire election process was crippled as new academic cell chief took his time to study the procedure, sources said.
