Nagpur varsity presents NAAC-oriented budget

Nagpur University on Wednesday presented its all important budget for the financial year 2011-12. It was presented by vice chancellor Vilas Sapkal thus breaking the trend of the last many years when former pro-VC GS Parasher used to do the needful. An emergent senate meet with due permission from the governor-cum-chancellor K Sankaranarayanan had to be convened for passing the budget, perhaps for first time in history, where during fruitful discussions, many good suggestions were presented by the members.

This year's budget seems to have impacted from recommendations made by National Assessment and Accreditation Committee (NAAC) during their last visit on January 15-17 2009 where they had awarded a poor 'B'' grade to the 87-year-old institution owing to various loopholes. The VC had constituted a panel for preparing the budget under his chairmanship involving registrar Mahesh Yenkie and controller of examinations Siddharth Kane. Finance and accounts officer Puran Meshram was the secretary. Sapkal had already given his approval to the budget on behalf of the management council.

In his first budget, NU's 38th boss pegged an income of Rs 208.74 crore, up by Rs 26.96 crore from last financial year's Rs 181.78 crore. The expenditure was put at Rs 223.83 crore which is also on the higher side by 28.62 crore as compared to last year's 195.21 crore. Expectedly, the deficit is also on a high at Rs 15.09 crore, up from Rs 13.42 crore last year.

Sapkal however stated that original deficit of Rs 13.42 crore last year was decreased by 11.75 crore to Rs 1.67 crore by undertaking various measures. He said NAAC recommendations would be implemented in steps during the next four years with an aim that NU will get top grades during their next visit.

In fact, a provision of Rs 5.11 lakh has been made to plug loopholes pointed out by the NAAC panel. The VC seems to have seriously taken repairs and maintenance works of various departments, including that of LIT which are in dilapidated condition and allotted Rs 5 crore for the cause. TOI had exposed the poor conditions of these buildings many a time.


TOI had also highlighted Internet connectivity being snapped in the campus since one year. VC sanctioned Rs 15 lakh for networking and automation of its libraries and Rs 9.92 lakh for net connectivity under a national project. The even exam section is in for a complete overhaul with Rs 3 crore grants for its modernisation and computerisation. As promised earlier, Sapkal has made a provision of Rs 45 lakh for lecturers and teachers for promoting research.

The new departments of molecular biology and commerce granted by UGC in its 11th plan would be created and allocation was also made for them. Stress was also laid on training to teaching and non-teaching employees. Efforts would be made to raise funds from Vidarbha development board, MPs and MLAs.
