100 dead munias seized from poacher

The anti-poaching squad of Nagpur Territorial Circle seized 100 dead munia birds on Tuesday morning from a fisherman in the city`s infamous Ganga-Jamuna area.

Munias are small gregarious birds which feed mainly on seeds, usually in relatively open habitats, preferring to feed on the ground or on reeds and grasses. These birds are listed under Schedule IV of the Wildlife Protection Act (WPA) 1972 and hence the forest department action.

Acting on a tip-off, assistant conservator of forests (ACF) DB Jiddewar and forest guard AG Admane raided a spot near Masurkar Chowk in Ganga-Jamuna area and caught the accused Vishnu Gulabrao Chinnore (34). Last year, officials had nabbed Vishnu`s brother Dinkar Chinnore for the same offence.

Accused Chinnore could not be arrested in view of the tension in the area following the murder of notorious goon Bharat Mohadikar on Monday night. The accused was asked to report to the forest office at Civil Lines, however he did not report there.

"We will produce the culprit in court tomorrow. An offence has been registered against him under sections 9, 11 and 39 of the WPA. We are on the lookout of the kingpin, only then will this menace be solved," said Jiddewar. If convicted, there is a provision of Rs 25,000 fine and six months jail, he said.

A large number of munias are killed in winter, when these tiny birds venture into farms to eat seeds and grains. Fishermen and poachers trap these birds in the thousands to meet the heavy demand from meat-eaters in the city.

The birds are caught by laying nets and traps in farms and forest areas. Petty vendors from the city buy them in bulk for Rs 2 per piece and sell it for Rs 7-8 per piece after frying. This was the first raid of this season.

nagpur :- RBI bound to take air route in Naxalite areas

Naxalite hit areas in Bastar region of Chattisgarh now have currency being delivered to banks using helicopters by Reserve Bank of India. Highways are guarded by Naxals leaving air route as the only mode of transporting currency to the insurgent areas.

This idea came into effect from the last three months after it was warned by intelligence agencies that cash carrying vans had danger of being looted by naxals. A senior banking official said that police choppers were used to offload the currency boxes.

The official also added that RBI took charge of all expenses of choppers flying from Nagpur to Raipur.

RBI had wanted this new service to remain a secret.

Apart from the 43 branches of the State Bank of India, the region comprising the five districts of Bastar, Dantewada, Bijapur, Narayanpur and Kanker also has 122 branches of other banks which include co-operative and agriculture banks.

"These and police choppers are meant for anti-Naxal operations and we have told the RBI officials to make their own arrangements of helicopters," the state police's additional director general, Ramniwas said.

nagpur :- Pench workshop to discuss role of PAs in climate change

Protected areas (PAs) like sanctuaries, national parks and reserves are not only homes for wildlife but they also contribute to reducing the risk of natural disasters by helping adapt to climate change.

Around 40 experts, including 20 field directors, will gather at Pench Tiger Reserve (PTR), Madhya Pradesh, on November 2 and 3, to evolve a strategy to enhance the role of PAs in climate change, mobilise resources set aside for conserving biodiversity and ecosystems through a worldwide network of national parks, and increase disaster resilience of local communities dependent on the ecosystem services of the parks.

The international workshop has been organised by Satpuda Foundation, a leading NGO in Central India, in collaboration with Global Tiger Forum (GTF), inter-governmental body International Union for Conservation of Nature (IUCN) and United Nations International Strategy for Disaster Reduction (ISDR).

The main target group of this global workshop are park managers, representing national parks in Asia, where indigenous and poor communities depend on natural resources for their livelihood, and national disaster planning agencies.

The objective of the workshop is to document good practices in biodiversity conservation, to reduce disaster risk and promote adaptation to extreme weather events. Also, the participants aim to find ways to align national and regional policies to address gaps in global policy as per the Global Platform 2011.

"We will also list future challenges from a changing climate, which could be addressed through an ecosystem-based approach and regional issues that need policy changes to achieve the objective," said Kishor Rithe, president of the foundation.

Developing countries show apathy towards PA network, almost always saying that poverty alleviation is a priority for them rather than managing and conserving Pas, which are homes of endangered species. "However, it is wrong. PAs actually help in poverty alleviation of locals and also provide great ecological services," says Rithe.

Satpuda Foundation, IUCN, UN`s ISDR and GTF have come forward to strengthen PAs in Asia for the benefits of locals in the international biodiversity year.

Field Directors from 20 tiger reserves in India will participate in the workshop along with PA managers from Asia and officers from disaster reduction cells from Bhutan, Bangladesh, Nepal, Sri Lanka and Thailand.

nagpur :- Kamal Nath approves funds to complete Ngp-Amravati NH-6

This could bring smiles on the faces of people travelling regularly between Nagpur and Amravati. Passengers are in for a huge relief from bumpy rides very soon, since the Central government has okayed a whooping amount of funds for the development of Nagpur-Kondhali and Amravati-Talegoan roads.

MLA Rajendra Shekhavat announced in a press conference on Monday that he recently met Union minister of road transport and highways Kamal Nath and discussed the pathetic condition of the Amravati-Nagpur highway NH-6. Shekhavat highlighted the problems faced by passengers while travelling on the road.

He informed Nath that the four laning of Kondhali-Nagpur stretch has been started but it needs to be speeded up. The slow work on the flyover at Kondhali has been blamed on some problems of land acquisition, but the Nagpur collector has now assured that the flyover would be completed very soon.

Shekhavat said that Kamal Nath has approved Rs 537 crore for the development and widening of Amravati- Talegoan road stretch of 67.7km road. The department has also okayed Rs 168 crore for fast completion of the Nagpur-Kondhali road stretch of 40km. He said that now that the department has okayed the funds, the Amravati-Nagpur NH-6 will develop faster and help bring new business ventures to the SEZ at Nadgaonpeth MIDC.

Shekhavat also said that he recently met Chhagan Bhujbal for development of Amravati-Badnera road. The Centre has okayed a proposal for the improvement of the Amravati-Badnera road and it will be developed soon. He added that the chief minister has assured to approve Rs 10 crore as soon as the City Development Plan is submitted to the government.

nagpur :- Dist and ZP officials assessing the loss

Even before the administration has finished assessing the damage caused due to heavy rains in September, reports of fresh damage to crops due to rains last week are pouring in. While the Nagpur Zilla Parishad is talking of severe damage to paddy in some areas in the district, the office of the joint director of agriculture Nagpur division says that except for some low lying patches there isn`t much damage to most crops including cotton.

JC Bhutada, joint director of agriculture, told TOI that recent rains had caused some damage in a few areas but by and large there was not much damage to crops like cotton, soyabean, tur etc. "It is difficult to make any definite comment yet. The ground information will confirmed with satellite data. We are also waiting for the actual `anewari` report from revenue department," he said. Bhutada said that the last spell of rain was in fact good after a prolonged dry spell for cotton and other crops. The situation is different at different places due to uneven distribution of rain in the region. There is yellowing of cotton at some places.

Paddy crop ready for harvesting on around 4500 hectares in Mouda tehsil in Nagpur has been submerged in water, causing heavy loss to farmers. Soyabean growers have also been severely affected by the rains that lashed the district on October 21. In fact, a preliminary survey by tehsil office has estimated the loss of paddy growers at Rs 15 crore.

Agriculture development officer of Zilla Parishad Vilas Kolte informed that the district collector Pravin Darade had issued orders to assess the damage through videography of affected fields. Besides, help of remote sensing department would also be sought for assessing the crop damage, said Kolte. The exact loss estimate would be available only after completion of the survey.

The farmers could not even dry and store the harvested paddy and fear that if kept wet for long, it would begin to sprout. "Due to rains, farmers find it difficult to transport the harvested paddy to safer places," said Zilla Parishad agriculture committee chairman Mahesh Brahmnote.

Brahmnote claimed that unseasonal rain had also damaged ready crops of cotton in Mouda, Ramtek, Umrer, Bhivapur, Kamptee and Nagpur rural areas. He is demanding that Darade should declare Mouda tehsil as `wet drought` affected. He claimed that farmers from Ramtek had also suffered a huge loss.

The district collector had earlier twice ordered tehsildars and talathis to survey of crop damage due to rains in September. On October 6, the collector had convened a special meeting of revenue officials on the issue but the officials are yet to submit the report of their findings. Resident deputy collector Pramod Bhusari, who is also in-charge of district natural disaster cell, said that the collectorate had not received any damage report of crops due to heavy rains.

nagpur :- 94 aspirants for NU VC`s job

interesting phase with the search panel led by former chief justice of Delhi high court AP Shah receiving as many as 94 applications by October 20, the last date for applying. This is just six less than what Mumbai University had received when applications were invited for its VC`s post for which ultimately Nagpur-based Rajan Welukar was selected.

Justice Shah confirmed to TOI that the panel had received 94 applications and said it would take at least two to three weeks to scrutinize them. "Everything will be done as per the statutes laid down. We`re supposed to give five names to the Governor`s office which will be done in due course of time," he said while refusing to comment further.

The panel, after much delay, had invited applications from the eligible candidates last month for the post that almost always was mired in controversies during last decade and half. When contacted, registrar with National Law School, Delhi, Shrikrishna Deva Rao, who was appointed as public relations officer for entire selection process, refused to comment stating that Justice Shah will be a right person to talk to as the matter was "confidential". "We`ve stopped accepting applications after October 20 as the advertisement was last published on September 20," he said.

Sources however informed that many prominent names from NU academic circles had applied. They include former pro-VC GS Parasher, officiating pro-VC Arvind Chaudhari, former head of fine arts department Vinod Indurkar, NU centre for women`s studies director Nilima Deshmukh, HoD of NU`s biotechnology centre Sudhir Meshram, pharmacy department`s Naresh Gaikwad, Mahila Mahavidyalaya principal Mrunalini Fadnavis, former management council member Pramod Yeole, and former Institute of Science director Vilas Tabhane. YCMOU VC R Krishna Kumar is also believed to be in the running. Candidates from Sagar University and also from Delhi have applied for the post.

However, Parasher, though considered among hot favourites, categorically denied that he had applied for the post. "No. I have not applied," he asserted. Chaudhari also denied having sent in his application, stating that he was not in the race at all. In fact, his name was proposed by someone for the Gondwana University, he said. Indurkar, Deshmukh and Meshram confirmed that they had applied for VC`s post while others could not be contacted.

nagpur :- Mah should have CGHS-like scheme: Gadkari

BJP national president Nitin Gadkari has said that the state government should have a scheme on the lines of the Central Government Health Scheme (CGHS), since the current plans are not being implemented properly and poor people are dying due to lack of medical treatment.

Gadkari highlighted the case of two-year-old Vanshita Hirulkar, who died on October 21 since her parents were unable to get a cardiac surgery done due to lack of funds. Seven-month-old Aditya Sahu would meet the same fate if the government did not immediately arrange for adequate funds under the Jeevandayi Yojana, he added.

The BJP leader said that the government hospitals in Nagpur did not have proper facilities for heart surgery, and private hospitals were not ready to do the job at government rates. "The private hospitals say that Rs 70-80,000 sanctioned by government does not cover their costs, which is around Rs 1.5 lakh. Moreover, they do not get reimbursement for two to three years.

"The Central government sanctions Rs 1.27 lakh for bypass surgery and Rs 1.30 lakh for valve replacement under CGHS. However, norms for state government's Jeevandayi Yojana vary from district to district, and as usual the most stringent criteria are for Vidarbha," he said.

Gadkari said that in Nagpur the patient's family was reimbursed the cost of disposable medical materials and life saving drugs under Jeevandayi Yojana. However, the intensive care unit (ICU) charges and anaesthesiologist's fee was not covered under the scheme. "If the Centre can give Rs 1.30 lakh why can't the state government?" he asked.

"The chief minister and chief secretary should personally review Jeevandayi Yojana and streamline it. The yojana should be implemented by the medical education ministry, since health care centres under the public health ministry do not have facilities for the operations," Gadkari recommended.

The MLC also lamented that the condition of city hospitals was pitiable. They do not have adequate doctors and nurses. Medicines were rarely available and patients are forced to buy them from outside at exorbitant rates, he said.

Elaborating on the Hirulkar case, Gadkari said that the child needed Rs 1.5 lakh for the surgery but deputy director of health sanctioned only Rs 70,000 initially. Finally, at his insistence, the officer sanctioned the remaining Rs 80,000 but it was too late. Vanshita died a day after the second instalment was okayed.

Meanwhile, a despondent Arti Sahu, mother of Aditya, said that she was running from pillar to post to get her son operated. "All hospitals say that they won't admit my son unless we deposit Rs 60,000."

nagpur :- Anees gets bail after 'slapping' DSP leader

The Tehsil police arrested former state minister Anees Ahmed of the Congress after he allegedly slapped Abdul Karim Patel, another political leader, in full view of around 250 people who had gathered at a function held by a social organisation in Mominpura on Sunday.

Patel, the national working president of the Democratic Secular Party (DSP), alleged that Ahmed, who lost from the West Nagpur constituency in the state elections last year, lost his cool and hit him several times after being asked to donate money to a social organisation being run by him. Both the leaders were chief guests at an Id- Milan and Bachat Gat function organised by the Roshni Bahuddeshiya Sanstha at the Haj training centre in Mominpura.

nagpur :- Ex-minister Mulak no more

Former minister of state for urban development Bhausaheb Mulak passed away on Sunday afternoon due to cardiac arrest. The 71-year-old Congressman was the father of MLC Rajendra Mulak.

Mulak started his political career with Congress Seva Dal. He then joined Youth Congress and became the president of Nagpur city unit in 1965. Later, he was appointed as president of Congress's Nagpur district unit. He was elected as corporator in 1969. He became the mayor of Nagpur in 1972. He was again victorious in 1975 civic elections.

Mulak was elected as an MLA from West Nagpur constituency in 1978. However, he soon developed differences with the then chief minister Sharad Pawar, resigned and went back to Indira Congress. In 1980, he successfully contested from Umred on Indira Congress ticket.

Mulak was also the ex-commandant of Nagpur district home guard and ex-organising secretary of Bharat Sevak Samaj.

The Congressman had founded Backward Class Youth Education Society in 1974 and started several educational institutes under its aegis. KDK Engineering College, one of the oldest private engineering colleges in the city, is run by this society.

Mulak was admitted to a private hospital on October 20 following severe pain in abdomen. He suffered a cardiac arrest on Sunday morning and passed away around 12.15pm. The funeral was held at KDK college in the evening.

nagpur :- Special squads to ease congestions in Nagpur during Diwali

Rush of people going for shopping at popular destinations in the city during festival season has become a major challenge for the traffic police. Areas like Sitabuldi, Sadar, Mahal and Itwari attract thousands of visitors every day. As a result, the traffic comes to a standstill.

However, deputy commissioner of police (traffic) Sahebrao Patil has formed special squads to ease congestions in these areas during Diwali. He said that these squads will ensure that the vehicles are not parked wrongly and added that violators of traffic rules would be penalised.

Pedestrians are the worst affected as they struggle to make their way through vehicles and hawkers. At Itwari, rows of handcarts or cycle-rickshaws parked outside the shops blocking vehicular movement is a regular feature. Motorists often complain that traffic police personnel do not even try to clear the road.

Residents in Itwari alleged that improvement in traffic situation and availability of space for pedestrians and parking have become impossible. They said the widened road in the area has not contributed to decongestion as traffic gets choked.

Streets in Sitabuldi have turned into free zones for hawkers. Despite restrictions, hawkers are seen doing business by flouting rules. Small lanes like Modi number 1, 2, 3 and Hanuman Galli are no better. "Crossing even a half-a-km stretch from Variety Square to Rani Jhansi Square takes 10 minutes. Footpaths have virtually 'disappeared' due to encroachment by hawkers. Pedestrians have to tread dangerously on road," complained homemaker Shweta Suryawanshi.

Mahal road is one of the major casualties. Nilima Baheti, a resident of Mahal, said "Someone who had come for shopping had parked vehicle inside our residential complex. We could not take our four-wheeler out. When the owner returned, he was not even apologetic."

nagpur :- Illegal slaughter houses continue to operate in Nagpur

When animal lover Kanakray Savadiya enquired about the quantity of meat being supplied by trucks from the Bhandewadi slaughter house by the contractors appointed by the NMC under RTI on March 5, 2010, he was shocked to learn that it had no information on this matter.

If sources are to be believed, a large quantity of meat continues to be illegally sent from the slaughter house to all parts of the country and even abroad. The pathetic conditions in the three main slaughter houses – Bhandewadi, Mominpura and Gaddigodam will send a chill down your spine. This is in spite of the directions from the Bombay high court and the Maharashtra Pollution Control Board (MPCB) While NMC plans to construct a modern abattoir in Bhandewadi, the civic body continues to turn a blind eye to the slaughter houses operating in the city without the requisite permissions and pollution control devices.

The slaughter house, to be built at Bhandewadi on built-operate and transfer (BoT) basis at a cost of.`30.59 crore, has been designed by National Cooperative Consumers Federation of India (NCCIFL).

The MPCB, in a letter dated November 9, 2009, has clearly mentioned that the Municipal Commissioner ought to obtain consent of the board for operating slaughter houses and ensure that the rejected animal parts after slaughter are disposed in a proper manner to prevent any nuisance and pollution in surrounding areas.

The letter points out that the NMC is allowing slaughter houses to operate without consent from board and the waste is not properly collected as per provisions of the Act.

The Bombay high court had passed an order dated 17/9/2009 directing the MPCB to file criminal proceedings against defaulting municipal corporations. The MPCB has directed NMC to take effective steps for environment protection but NMC has failed to follow the directives.

The existing slaughter houses have no facility for effluent treatment and disposal of solid waste. VM Motghare, the former regional officer of the MPCB, had directed the NMC to voluntarily suspend the slaughter house activities till proper disposal facilities are provided, after taking due permissions from the board.

"All illegal slaughter activities in NMC area shall be stopped immediately," the letter states.

Nearly 300 big animals are slaughtered here everyday, as per sources. The figure is far exceeding the city's consumption. In a similar letter dated March 4, 2009, the MPCB had also pointed out that the slaughter activities are being conducted in an unscientific manner, directly discharging effluents in the NMC area.

NMC health officer Milind Ganvir had filed an affidavit before the court stating that the meat from Bhandewadi slaughter house is only for consumption of the city and not for export purpose. "Do we need to kill 300 big animals for the marginal meat-eating population?" questioned Savadiya.

NMC had decided to deploy a special vehicle with cold storage facility to carry meat to stalls in the city but that plan still remains on paper. A committee under the chairmanship of Municipal Commissioner was constituted in 2006 to examine the issue as per directives of the court.

When questioned about the existing illegal slaughter houses, Ganvir replied, "We are starting a modern abattoir. Once that starts, all the old ones will stop. Meanwhile, we have also applied to MPCB for permission to operate the three slaughter houses." When asked where was the need to get fresh permissions when NMC is developing modern abattoir, he said, "This will be temporary permission only." Repeated efforts to reach MPCB officials failed.

nagpur :- After engg, MBA bubble bursts

After engineering colleges, now the MBA institutes are finding it difficult to get students. Even after state government`s decision not to conduct entrance examination for admission to management colleges, a staggering 6,000 seats are lying vacant across Maharashtra. This comes after 22,000 engineering seats remained vacant, an obvious consequence of the decision to grant permission to new colleges without taking into consideration the actual requirement.

TOI on October 16 reported about how the engineering colleges, especially new ones, had approached the Nagpur University for closing down some of the branches as they failed to get the students.

An official from directorate of technical education (DTE) said that all efforts by the government to fill up the vacant seats in the colleges belonging to politicians, ministers and legislators by relaxing even the CET norms for admission failed. Prior to relaxation in CET, nearly 10,000 seats were lying vacant pushing majority of the new colleges on the verge of shut down. Even after all concessions, a whopping 6,000 seats remained vacant after the last date of admission—September 25— expired. Maharashtra has 366 colleges with approximately 25,000 seats.

Technical education director Subhash Mahajan though attributed this to the opening of more number of colleges, the fact remains that the popularity of management courses in the state has gone down. Same is the case with other universities across the state too.

Head of NU`s management department Vinayak Deshpande attributed the trend to commercialisation of education. "As the number of private colleges increases, seats get multiplied. However, the student-seat ration was not taken into consideration before approving new colleges. In addition to this, students from neighbouring states too have stopped coming over as new colleges have come up in their respective states."

He added that even the AICTE had granted permission for second shift to many colleges and additional courses which led to a surge in the capacity. "Last year, due to recession many seats were filled up as jobs were scare. But this year, even the graduates, especially from engineering faculty are preferring jobs. Students are preferring to move over to metro cities as new colleges are opening there too."

Former management council member Baban Taywade said the trend is prevalent in all faculties. "Be it MBA or engineering, pharmacy or even BBA, BCCA and BCA. Vacancies exist in all faculties. The primary reason is increase in number of colleges and seats." He, however, insisted that the popularity of the course had not declined. "Colleges offering quality will always survive," he said.

However the academicians stated that this was well-predicted. Even after conducting second CET on September 4 at Ambedkar College and CIBMRD, the seats were not filled up. Moreover, delay in NU exams and the results led to less number of students pursuing MBA.

nagpur :- Naxals set 4 vehicles on fire in Gadchiroli

Nagpur
Naxals on Thursday set afire four vehicles in Korchi tahsil of Gadchiroli district. The incident occurred a day ahead of the two-day bandh the Naxals have called from Friday to demand calling off of Operation Green Hunt and protest the alleged beating up of Perimili villagers by the police after a blast on October 4 that killed four policemen inside the village.

“A truck, a tractor, a tractor with a trolley and a road roller were burnt by Naxals near Jagadwahi village in Korchi. They were being used to construct a road that is to connect the village to another road from Petkati to Bori,” Additional Superintendent of Police Chandrakishore Meena said.

Asked if the Naxals had resisted the construction of the road, he said, “there was no such record.” There were also reports of Naxals blocking roads by felling trees, but Meena said, “they haven\'t yet been confirmed.”

Naxals often fell trees or spread rumours to attract police for an ambush. The police are, of late, careful in not rushing to the spot. A similar trap last year at Hattigota in north Gadchiroli had claimed lives of 16 police personnel, including five policewomen.

nagpur :- Williamson, Bennett new faces in India-bound NZ Test squad

Rookie batsman Kane Williamson and pacer Hamish Bennett were the new faces in New Zealand's 15-member Test squad announced today for a three-match cricket series against India next month.

Williamson, who was the only Kiwi batsman to crack a ton during their 0-4 thrashing by Bangladesh in an ODI series earlier this month, was rewarded for his consistent performance.

23-year-old Canterbury fast bowler, Bennett also earned a call up for the national duty when the New Zealand selectors picked a 15-member squad for the Test series commencing from November 4 in Ahmedabad.

"Kane Williamson is an impressive young talent and his game continues to improve with his involvement in the national team, while Bennett did everything asked on the recent tour of Bangladesh and offers the side a genuine pace option," said selector Mark Greatbatch.

Besides captain Daniel Vettori, the team would also have proven performers such as Brendon McCullum, who has been included as a specialist batsman after quitting wicket-keeping, and Ross Taylor when they face Mahendra Singh Dhoni's men in the latter's backyard.

Six players of the squad, including Martin Guptill, Tim McIntosh and Jeetan Patel are fresh from a three four-day match series, which New Zealand A team clinched 2-0 against Zimbabwe.

Brent Arnel, Chris Martin and Gareth Hopkins were the other players, who got the call to the India-bound squad for their good show against the African side.Hopkins was the only specialist wicketkeeper in the squad.

"The group of players coming from Zimbabwe have had the ideal preparation with three hard-fought matches in difficult conditions," Greatbatch said.

"The rest of the squad have been training hard and are keen to prove they are better than the recent performance in Bangladesh. We are well aware that our recent performance are not good and we need to improve if we were to compete with a very strong Indian side. The team are determined to do so," he added.

After the opening Test Ahmedabad from November 4, the two teams will travel to Hyderabad (November 12-16) and Nagpur (November 20-24) for second and third Test respectively.

New Zealand will also play a five-match ODI series, beginning on November 28 at Guwahati, for which the team will be announced later.

The squad: Daniel Vettori (capt), Brent Arnel, Hamish Bennett, Martin Guptill, Gareth Hopkins (wk), Chris Martin, Brendon McCullum, Tim McIntosh, Andy McKay, Jeetan Patel, Jesse Ryder, Tim Southee, Ross Taylor, B J Watling, Kane Williamson

Congress framing Indresh for votes

Reacting sharply to RSS executive council member Indresh Kumar being named in chargesheet of the Ajmer dargah blast, BJP alleged that Congress was framing him for votebank politics.

Addressing a press conference on Saturday, BJP national spokesperson Tarun Vijay also slammed Congress for not cracking down on Kashmiri separatist leader Syed Ali Shah Geelani and Arundhati Roy for their remarks on Kashmir.

Former editor of RSS mouthpiece Organiser, Vijay said Congress had been raising the bogey of saffron terrorism and the Rajasthan ATS's act was in line with that. "Congress leaders compare RSS with an anti-national organization like SIMI. What sort of politics is this?" he asked.

When asked about the impact on BJP in case of damaging revelations about RSS's role in blasts, Vijay said he would react if and when such a situation arose. "As the investigation progresses, grain will be separated from the chaff. We will extend all possible cooperation to the security agencies," he said.

Calling Geelani and Roy traitors, Vijay asked, "These people demanded secession of Kashmir from India in Delhi and yet the UPA is not taking any action against them. Does the home ministry need video-recording of the seminar?"

The BJP spokesperson said Congress had insulted Indian soldiers by allowing secessionists to hold the controversial seminar. "Indian soldiers are laying down their lives in Kashmir not of their own will but because the government has deployed them. Why is it keeping the army in Kashmir?" he asked.

nagpur :- Not getting promised Rly jobs, 25 create ruckus

Claiming to have been cheated by a company which had promised to give jobs in the railways, around 20 to 25 people created a ruckus at its Hanuman Nagar office on Saturday afternoon. They calmed down only after the owner of the company, Sushant Mishra, was rounded up by the Ajni cops.

The amount involved in the fraud according to the students is Rs 40 lakhs. Since the cops are questioning the owner, no complaint has been registered yet.

One of the complainants, Mohammad Shah of Kanhan, alleged that last year Mishra had taken Rs 3.40 lakh from him and assured to provide a job in Delhi. Mishra`s agent had taken Shah to Delhi and Mumbai where they made fake identity cards.

Shah alleged that he was asked to appear for the medical exam and return to the city assuring that he will be called again soon. However, when Shah did not get a call, he contacted the agents who told him that the post has been filled by others. They asked Shah to appear next year.

Shah then gathered others who had faced the same problem and staged a protest. Like Shah, Raju Chaurasia of Umred was duped of Rs 2.90 lakh and Dhiraj Nagdewate of Rs 2.80 lakh.

Mishra also runs a fire engineering college on Umred Road.

nagpur :- Youth murdered by cousins

A 26-year-old youth was brutally murdered by his cousins on Friday night to avenge a recent quarrel. Jitendra Satpute`s semi-naked body was found, throat slit and genitalia mutilated, in an open field besides the Skin OPD at the TB ward of Government Medical College and Hospital (GMCH) in the early hours of Saturday.

Ganesh Satpute, 34, and Nitin Bairikar, 21, who are cousins of the deceased, have been arrested. Jitendra and both the accused were residents of TB ward servant quarters.

Police said the incident came to light when a GMCH attendant who had gone to open the OPD saw the body. The family members said that Jitendra, who was unemployed, would stay at home and get drunk every evening.

Cops said that the weapon used for slitting the throat was a butcher`s knife. "Jitendra was almost decapitated. The neck was hanging only by a piece of skin. Though the deceased had on his underwear, his genitalia were exposed," said deputy commissioner of police, Zone IV, Nishith Mishra while supervising investigations the spot. Acting swiftly, Imambada police cracked the case within five hours of learning about the incident.

Police said that a few days ago, during Durga festival, Ganesh`s wife gave birth to a baby boy. A function was organised at Ganesh`s residence, during which Jitendra picked up a fight with Ganesh and Nitin about liquor.

Cops said that during the tiff, a highly inebriated Jitendra, in full public view, ripped off a towel that Ganesh had worn around his waist. Ganesh was deeply embarrassed about the incident. "Since the quarrel, he kept threatening Jitendra of dire consequences. After the incident, the two quarreled many times," said senior police inspector Pravin Wadile from Imambada police station.

On Friday night, the youths met each other at a liquor shop at Jattarodi. "As usual, they exchanged heated words and returned home. At that time, Jitendra was accompanied with his friend, who is a witness in the case," said Wadile.

An hour later, Ganesh, armed with a knife, called Nitin. "The two reached Jitendra`s residence, where he was chatting with his friend, and challenged him to fight with them," said the senior inspector.

Police said Jitendra himself took off most of his clothes to fight. "During questioning, the accused said they wanted to pay back Jitendra in the same way he had humiliated Ganesh and hence they planned the gruesome murder," added Wadile.

During initial questioning, Jitendra`s family members did not tell cops about the motive of the murder. "Even the witness refused to cooperate at first. But when we reassured him about his safety, he revealed the facts," said a cop. Police said that though there were no street lights on the crime spot, the witness watched the murder under the light of full moon, hiding behind the bushes.

Jitendra`s father is a sweeper at GMCH while his mother had passed away a few years ago. Jitendra used to be married too, but his wife died within six months due to a prolonged illness.

Jitendra is survived by an elder brother Sandeep and two younger sisters. It is learnt that all the three siblings are to be married next month in a single function.

No water for two days in north, east and south nagpur

For the third time in the last four months, taps in north, east and south Nagpur will go dry.

The Nagpur Municipal Corporation`s (NMC) water works department said that there will be no water supply to five of the ten zones including Satranjipura, Nehru Nagar, Lakadganj, Asi Nagar and Hanuman Nagar on Friday and Saturday.

It plans to carry out five major repairing works including valve replacement, pipeline leakage and installation of flow meter on two main 600mm and 900mm water supply pipeline.

Around 120 mld of water is pumped from the Kanhan pumping station to the areas through these pipelines.

The residents of north and east are already facing a severe water shortage since many years and now this will only add to their woes. In July the NMC had a three-day shutdown and in August it was for 10 days for the same reason. Earlier too for a couple of times a month it used to stop the water supply for three to four days.

The NMC water supply committee chairman, Prakash Totwani informed that the WWD had decided to repair the major leakage on (900 mmX36 inch) main pipeline near Kamptee octroi post (opposite DPS school), replace the valve near Jaswant Talkies and Sugat Nagar and remove the valve at (200mm x 8 inch) pipeline at Shanti Nagar.

The main pipeline near Kamptee octroi post has developed major leakages and almost 1 to 1.5 mld of water has been leaking every day for the last several months.

The department had not taken any step to check the wastage. During a survey, Totwani and the water supply committee members detected five major leakages.

Repairing the leakage and replacing the valve will cost the NMC around Rs 2 lakh. "However, localities from central and west Nagpur will get supply as per schedule," Totwani said. He urged citizens from these areas to store additional water on Thursday.

4L worth pirated CDs, DVDs seized

Pirated CDs and DVDs worth 4 lakh were recovered during a raid conducted by the crime branch at two different places in the city on Thursday afternoon. Police said that the accused used to sell the pirated materials under the guise of books.

Cops were tipped off about the illegal act being carried out at the parcel office of Saibaba Travels. Police said that the miscreants used to order pirated CDs and DVDs from Madhya Pradesh and used to pack them in a parcel having the label of books.

However, the address mentioned on the parcel was of a book shop.

Acting swiftly, the cops raided Saibaba Travels at Ganeshpeth and found two parcels of the pirated CDs and DVDs. Later, the cops raided the residence of Ghanshyam Balani at Adivasi Colony and seized fake material worth 84,500. After questioning Balani, the cops raided a godown near Dakshinamurti Chowk and seized pirated materials worth 3 lakh. Balani and Sheikh Gaffar have been arrested.

Unidentified miscreants were booked for attempting to kill two youths over a trivial issue at Chhattrapati Square on Wednesday night. Nandkishore Koyre and his friend Vihank Avchat are now recuperating at a hospital.

The Pratap Nagar police have registered a case in this regard.

10L goods seized in Nagpur

The Nagpur Municipal Corporation's octroi department intercepted two vehicles and seized electronic goods, computer spare parts and jewellery items worth 10 lakh on Wednesday night. The electronic goods and computer parts had been brought into the city without paying octroi duty that amounted to just 35,000.

"The traders who brought the goods will be served notice to pay octroi ( 35,000) and ten times penalty ( 3.50 lakh) as per rules," assistant commissioner (octroi) Milind Meshram told TOI.

Octroi committee chairman Balya Borkar said during that festive season there were more attempts to evade octroi on electronic goods, garments, dry fruits, firecrackers etc .

The department received information that traders were holding stocks of electronic goods, dry fruits and garments in godowns on the outskirts of the city and waiting for opportunity to sneak them into city by dodging octroi.

"NMC has stepped up vigil across the city since last month. The interception of two Tata Sumo vehicles (MH-31 CQ 4047 and MH-31 CB-3120) on Wednesday night proved traders have started bringing goods in city," Borkar added. The octroi officials will be on the lookout for vehicles with fake invoices or undervalued goods. "We have started special patrols at all check posts and other points from where the goods can be brought into the city. Officials will be stationed at all times at various points," he added.

Each check post does a collection between 90 lakh and 1.10 crore daily. During festive season, octroi department is targeting revenue of 25 crore in 15 days.

Meanwhile, for the first time, the department has decided to auction the seized goods. The auctions will be held between October 27 and 31. Assistant commissioner (octroi) Milind Meshram informed that almost 400 items were in octroi godown since 1998 and they needed to be disposed of.

Take action against erring valuators: Academicians

The decision of the Nagpur bench of Bombay high court to provide relief to law student Richa Inamdar has raised several doubts over the entire revaluation process of Nagpur University, which is already under intense criticism from the students community.

However, the NU bosses have simply refused to take action against such erring valuators and tried to shirk their responsibility by stating that such matters will be dealt by its disciplinary action committee (DAC). "It`s a statutory body to take action in such issues," pro-vice chancellor Arvind Chaudhary and officiating registrar Debendranath Mishra told TOI.

Richa was awarded zero marks for three correct answers by not one but three valuators (including two in revaluation) and was declared failed. It took the high court judges to check and remark that she didn`t deserve zero, which prompted NU to recheck the paper from an expert, who increased 17 marks. Sadly, there are thousands like her undergoing severe harassment and trauma and even wasting precious academic years due to valuators` fault.

"Exemplary punishments should be meted out to such valuators so that they prove deterrent for others. How long will they continue to play with the innocent students` lives?" senior academician Dr Ved Prakash Mishra asked.

He lamented as to how the NU bosses escape their responsibility. "It`s their duty to declare results within the stipulated period of 45 days. Strict steps much be taken to deal with the casual and cavalier approach of the authorities and valuators and proper system should be put into place."
"If students are punished under unfair means, why not valuators? Why doesn`t DAC have a catalogue which earmarks punishments for valuators and moderators? Sadly, everyone knows how the culprits are saved in NU by their godfathers," Dr Mishra charged.

Former senate member and lawyer Mohan Bajpayee blasted the NU bosses for shirking responsibility. "They should make critical remarks in service books of such erroneous valuators and also recommend to the government to stop their payments or increments. Ask their managements to terminate them."

Richa`s counsel Anil Kilor said NU has powers to amend such laws. "Poor valuation had emerged biggest problem in the NU and strict steps need to be taken. Such things happen because there is no control of VC or pro-VC. They can do so many things, but no one is serious about effecting change," he said.

Even students slam the NU authorities for the chaos. "The revaluation system is weird. The valuers who check the papers incorrectly should be immediately fired for playing with the students` future," BCCA student Dheeraj Mohapatra said.
An engineering student from Ramdeobaba college V Kunal said he will surely follow Richa`s steps if such problem cropped up. "Everyone knows about NU`s pathetic valuation system. Even question papers are not set properly."

Ankit Garg pursuing engineering from Raisoni college felt that teachers who check the papers seemed to be really inexperienced. "It`s very surprising when a person gives his paper for revaluation and it comes back with 20 marks increased or decreased. Why didn`t they check the papers properly at the first instance?" he said.

Obama urged to pay tribute to Ambedkar during India visit

A coalition of organisations and lay leaders has called on US President Barack Obama to pay homage to Dr. BR Ambedkar, the champion of Dalits and downtrodden in India.

In a letter, John Dayal, Secretary General of the All India Christian Council (aicc), appealed to President Obama to pay tribute to Ambedkar while paying homage to Mahatma Gandhi at Raj Ghat in New Delhi.

President Obama is due to visit India in the first week of November which will be his longest state visit after taking over as the president.

Dayal alongside other Dalit-Bahujan and minority leaders requested a verbal or ceremonial acknowledgement of Ambedkar, a key author of India’s Constitution and hero to the 'untouchables'.

The aicc leader asked Obama to consider laying flowers at Ambedkar’s monument (Deeksha Bhoomi) in the city of Nagpur or Ambedkar’s statue in Parliament House in New Delhi.

Dayal appealed, “We request you…to record your acknowledgement of the peaceful contribution to world civilization by Ambedkar. He follows the tradition of Abraham Lincoln in emancipating an entire race. He is worthy of the homage of Heads of State, and the adulation of all people of goodwill.”

Dayal informs Obama that Ambedkar “…studied in London, and your own Columbia University, and returned to fight India’s struggle for freedom."

"His finest hour was in writing free India’s Constitution, making it a modern document of freedom and liberation far removed from the documents of tradition and culture. The Constitution liberated the Untouchables. Much has to be done, but the yoke is broken.”

Earlier, Dr Joseph D’souza, President of the aicc, in an editorial column stated that as Obama emerged out of the historic struggles of the blacks in the US, his visit could also inspire the movement for the abolition of caste in India.

"Ambedkar, who took out a civil rights struggle for abolishing caste and untouchability, made the new India possible. Imagine an India that has no dalit/adivasi or minority participation in the administrative, bureaucratic and knowledge structures," he wrote.

Abhijeet Group plans Rs 1,500-crore IPO

Nagpur-headquartered Abhijeet Group plans to raise Rs 1,500 crore through an initial public offer of its power business subsidiary, Abhijeet Power, by the end of the current fiscal 2010-11, top company officials told ET.

“We are going for an IPO to raise growth capital. We will be filing the draft red herring prospectus with Sebi (Securities and Exchange Board of India) by November,” said Abhishek Jayaswal, managing director of Abhijeet Power and group director. Promoters of the company may dilute 15-20% stake in the public issue.

The company has given the mandate for the equity issue to Enam Se-curities, Bank of America-Merrill Lynch, IDFC Capital, UBS, Axis Bank , and SBI Capital Markets.

With the benchmark indices inching closer to their lifetime highs, companies are gearing up to encash on investors’ optimism by hitting the capital market with equity issues. Besides Abhijeet Power, other power companies such as Avantha Power and Infrastructure and Jindal Power are also raising funds through IPOs.

Abhijeet Power, which does not have any operational power generation capacity as of now, is setting up projects aggregating to 2,761 megawatts (MW) to be commissioned in phases by 2014.

These projects include a 271 MW unit in Maharashtra, 1,080 MW plant in Jharkhand and a 1,320 MW plant in Bihar. The total invest-ment on these projects is pegged at Rs 14,864 crore, which includes Rs 11,588 crore of debt and Rs 3,276 crore of equity. The first unit of 61.5 MW at Maharashtra will start operation in November.

“In addition to this, we are also planning to develop capacity of 1,980 MW in the state of Jharkhand and Bihar. The financial closure for these projects would also be done by December,” Mr Jayaswal said.

The company aims at selling 60-70% of its electricity output through long-term power purchase pacts, while the balance would be sold on merchant power basis. It will supply 25% of its generation from the Bihar and Jharkhand plant to the respective state government.

“The key strength of our power generation facilities is that we have fuel linkages. Also, we have location advantage as our fuel sources are located close to plants making our generation cost effective,” said PN Krishnan, director.

Besides Mr Krishnan, who was earlier director (finance) with Essar Power, Abhijeet Power has also taken on board the former chairman and managing director of Bharat Heavy Electricals , K Ravi Kumar as an executive director.

The company’s Maharashtra plant would primarily supply electricity to the Multimodal International Hub Airport at Nagpur. The company has also won the bid to supply 55 MW power for three years starting from April 1, 2011, at a rate of Rs 4.80 per unit to Reliance Infrastruc-ture.

In Jharkhand, the company has a captive coalmine in Chitrapur vil-lage, and fuel linkages that will run the plant in the Latehar district. The power plant in Bihar will source coal from Mahuagiri coal mines, which has been allotted to Abhijeet Group and CESC , on a 50:50 sharing basis.

The Mahuagiri coal mine is estimated to have reserves of 220 million tonne. The company also has fuel linkage for its Ma-harashtra plant.

Abhijeet Power’s share issue will follow a series of initial public offers by private power utilities such as Adani Power, JSW Energy , and In-diabulls Power in 2009.
